from Keller
Action
Requested: City Council approval of Resolution No. 19-002, Request the
realignment of the United States Postal Service Zip Code
Boundaries to include the west side of the City for addresses
located in Southlake but receiving mail delivery from Keller.
Background
Information: There are approximately 21 addresses on the western side of
the City of Southlake’s boundaries that have a 76248 zip
code, and therefore receive mail delivery using a Keller
address. Due to this, the City has received numerous requests
from these citizens to have their zip code changed to the
76092 zip code. Having a Keller zip code while residing in
Southlake makes it difficult, if not impossible, to explain to
someone that you reside in Southlake and not Keller.
Additionally, the 76248 zip code contributes to difficulties in
package and mail delivery, and denies these residents of the
benefits and obligations that come with the Southlake Zip
Code, such as different home insurance premiums.
This group of residents approached the City in 2011 to petition
the United States Postal Service (USPS) to change their zip
code. The City Council at that time passed a resolution and
sent a letter of intent to the Post Master General. This process
was halted due to changes in the post office staffing. In 2018,
the City was approached again by residents frustrated that the
changes had not occurred. Staff has been in contact with the
Post Office and was ultimately told that the City would need
to restart the process.
This resolution marks the first step in the renewed zip code
realignment process. If this resolution is approved, the City
will inform the USPS, who will then conduct a feasibility
determination to ascertain whether or not it is feasible to
conduct the zip code realignment. Pending the result of this
process, USPS will make a final determination on the
realignment.

RESOLUTION NO. 19-002
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS, SUPPORTING THE
REALIGNING OF POSTAL ZIP CODE BOUNDARIES
TO INCLUDE THE WEST SIDE OF THE CITY FOR
THOSE ADDRESSES LOCATED IN SOUTHLAKE,
RECEIVING MAIL DELIVERY FROM KELLER,
TEXAS
WHEREAS, the City of Southlake incorporated city limits include two
different ZIP Code boundaries being 76248 and 76092; and
WHEREAS, the City has received numerous complaints from the citizens
and businesses concerning the delay in mail service and adverse effects in
dealings with those unfamiliar with the geographic area; and
WHEREAS, it is difficult if not impossible to explain that one does not live
in Keller, Texas even though their mail must be so addressed; and
WHEREAS, Southlake citizens receive different benefits and obligations
including different home insurance premiums due to the different ZIP Code
address; now
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS THAT:
Section 1. THAT the above findings are hereby found to be true and correct
and are incorporated herein in their entirety.
Section 2. THAT the City Council of the City of Southlake, Texas supports
and hereby requests that the United States Postal Service ZIP Code boundaries
be realigned so as to include the west side of the city for those addresses located
in Southlake, receiving mail delivery from Keller, Texas.

We very much would like to see our zip code reflect our actual address. We fully support the change to a 76092 zip code.
There have been a number of times mail has been misdirected in the eight years we have lived on Pearson LN and the
current situation has created several headaches for what should be simple tasks, like registering kids for school. Frankly,
we usually report our address as Keller because many computer programs don’t allow Southlake to be paired with a
76248 zip code.
How fast can the change be made?

Hi Lauren,
I am concerned about what a change in zip code would do to my actual address. I DO NOT WANT MY ADDRESS TO
CHANGE. Both of my businesses (Rockwell Bay, LLC. & Texas Auto Service, Inc.) use the address 8870 Davis Blvd.
Keller, TX 76248 and it is that way on every and all things related to my businesses. Texas Auto Service, Inc. has been in
business since late 1998 and has built a foundation here using that address. Rockwell Bay, LLC is newer and wouldn't be
affected as much but would still be a pain to change all documents. Currently, since we are physically in the city limits of
Southlake, my business is supported by the city services of Southlake. Southlake has us listed as 1301 Davis Blvd. My
mail however comes from the city of Keller and therefore uses my 8870 Davis Blvd. address.
Again, we do not want our address to be changed.

Hello,
We received your letter with great interest. We have lived on Union Church for 13 years now. Having a Keller zip code
instead of a Southlake zip code has caused constant confusion and difficulties getting services from the City, school
district (when we requested out of district from Carroll— they dismissed us out of hand since we “didn’t live in Southlake”.
They had to consult the city’s cartographer since they didn’t believe our tax nor our water bill) and from utilities.
I even communicated regarding this matter with our current mayor asking for help with making this change several years
ago.
Both my husband and I are strongly in support of changing the zip code.

Dear Ms. LaNeave,
My name is Karen Whittlesey and I reside at 419 N. Pearson Lane, Keller, TX 76248 (in the City of Southlake). I
received an inquiry letter from you regarding the possibility of lobbying the US Postal service to redraw postal
boundaries to bring those of us currently in the 76248 zip code into the 76092 zip code. I would like to register my
ADAMANT opposition to this proposal.
My opposition stems from two concerns. First, I think the expenditure of city funds on this type of project at a time
when the economy dictates close budgetary constraints makes little sense. I would suggest that a cursory cost/benefit
analysis would support my position. In fact, I cannot imagine any real benefit. Additonally, the effect would serve to
create more problems than it would solve for residents already established within the 76248 zip code. I personally do
not wish to be put in the position of trying to notify everyone in possession of my current address of a change in order
to continue to receive mail from them.
I have experienced a zip code change to an existing address as well as a similar situation whereby the street name
changed (rather than the zip) on an existing address. In both of these situations, my experience has been that the
negative impact is tremendous and has longstanding impact. Both such aforementioned changes had no positive
impact for the addressee, but created many difficulties and inconveniences. It literally took years to recover from these
changes, not to mention the aggravation and expense of replacing checks, stationery, etc( anything imprinted with the
address). I am quite happy with my mail delivery as well as FedEx and UPS deliveries as they are. Please consider
very carefully before moving forward with a change which is costly, inconvenient, and entirely unnecessary.
I would like to know what the protocol for making such a decision is including who, how and when. The letter I
received indicates that "Southlake residents with a Keller zip code" have asked the city to explore the possibility of
lobbying the USPS. In fact, two neighbors residing at 135 and 125 N. Pearson Lane did come to my door to discuss the
issue. I explained my position to them and further shared my negative prior experience with such changes. I believe
fervently that if residents provide the current correct city and zip code for their mailing address, any receipt of mail
problem would cease to exist.
Although I do appreciate that the city is responsive to resident issues, I am convinced (by prior experiences) that there
is ultimately no real benefit to this pursuit and it should be abandoned as quickly as possible.
I would not hesitate to share my experiences with anyone who may not have been through this in the past. Thank you
for your kind consideration of my input.

Mr. Vierling,
This letter is a formal request to amend the Southlake postal boundary to include those
Southlake residents with a Keller mailing address and to align the Southlake zip code
boundary to coincide with the municipal boundaries. For several years, the city has
been asked by many Southlake residents with the Keller (76248) zip code to explore the
possibility of lobbying the USPS to redraw the postal boundaries and bring those
residents Into the Southlake (76092) zip code.
This letter is a result of those requests. There are twenty-one (21) current properties
affected by the proposed change (please find attached a map of the City of Southlake
showing these properties). For the sake of simplicity, we used a City map with the
76248 parcels highlighted in green. There are no ETJ-designated properties within this
76248 zip code boundary.
The City is in favor of the change due to these reasons but not limited to:
• Proper identification of the property and resident as being part of the City of
Southlake
• Less confusion for visitors in finding resident addresses
• Less confusion for firms such as UPS and FedEx making deliveries
• Ability of residents to receive mass mailings from the City as well as local
newspapers
• Residents are most upset about the inability to receive mall from family and
friends that know they live In Southlake, but are not aware they must use
Keller in the mailing address
• Preservation of property market values
The City would prefer to have all of our residents in the same rural route system to
minimize the chance of any misapprehension as stated above. The City has received
correspondence from residents advocating the zip code change, examples of which are
attached to this letter.
On January 25, 2011, the Southlake City Council unanimously approved a resolution
supporting the realignment of the current zip code boundaries. Based on feedback the
city has received regarding this Issue, it is our perception that a great majority of the
affected residents feel a change is warranted. Upon approval by the Postal Service, the
City Is prepared to hold informational meetings with residents to educate them about the
process and allow them to voice their concerns and opinions.
In addition to the map of the affected area and correspondence from residents, we have
included a list of affected properties, the Southlake City Council resolution approving
this request, and the minutes from the City Council meeting approving the resolution.
Tax records of properties Included in the zip code change request, provided by the
Tarrant County Tax Appraisal District, can be made available upon request.
