Subject: Item 4D: Approve partnering with TDC2, LLC for the design,
engineering, and construction services to connect Carroll ISD fiber
to the City of Southlake fiber at Bicentennial Park, thus ensuring
network redundancy, in an amount not to exceed $96,846.
Action
Requested: The purpose of this item is to seek City Council approval in
partnering with TDC2, LLC for fiber optic cable connection
from Carroll ISD to Bicentennial Park in an amount not to
exceed $96,846.
Background
Information: On April 16, 2019, City Council approved updating the fiber
interlocal agreement with Carroll ISD to extend the City of
Southlake’s network area to The Marq. The Marq Southlake
contains over 100,000 sq. ft. of premier fitness, activity and
event space for Southlake residents, as well as customers
within the Dallas-Fort Worth Metroplex. As such, staff wants
to ensure network redundancy at this facility in the event that
the current fiber optic cables were to fail.
TDC2, LLC will provide the design, engineering, and
construction services connecting the City of Southlake fiber
optic cable to Carroll ISD fiber optic cable. This connection
will provide an estimated 4,200 feet of fiber optic cable,
eliminating the risk of a single point of failure and ensure
network redundancy.
Financial
Considerations: The 2019 fiscal year CEDC budget approved $118,000 for
fiber redundancy for The Marq Southlake within the
operating budget. CEDC Board approved funding at their
May 28th meeting.

Board approve funding this expense.
Legal Review: No requirement exists to review the purchase with the City
Attorney.
Alternatives: The alternative to approving the proposal would be:
1. Do not approve proposal and continue operating
as normal at The Marq Southlake, recognizing the
impact it will have to current customers and City
staff if the current fiber connection were to lose
service.
2. Direct staff to explore revisions to scope of work
and amend the agreement to reflect those
revisions.

Scope of Work:
Provide Design, Engineering & Permitting Services
OSP Construction Services to connect the Durham Intermediate
School to the Bicentennial Park Building at 275 Shady Oaks Dr. This
proposal is inclusive of labor, equipment and material to provide and
place the following:
o 2 X 1.5” HDPE Duct via Directional Bore for a distance of 3,200
ft,
o Install 4,400 ft of 12-ct single mode fiber optic cable,
o A quantity of 4 24” X 36” X 24” Handholes,
o A quantity of 1 “D” size underground fiber optic splice
enclosure,
o A quantity of 2 fiber optic patch cables
o Splice & Test fibers for new build and for diverse route
Splice & Test pricing assumes all Splice & Test work
will be performed on the same day, if the schedule
requires separate days for diverse route Splice & Test,
the cost will increase in an amount equal to the listed
day rate in the Price Estimate Schedule Detail times
the number of separate days required.
Site of Work: Carroll ISD: City of Southlake
Compensation: Upon acceptance of this proposal, the City of Southlake shall make Compensation and
Payment for the work authorized in this proposal as per the following payment schedule:
100% is due, net 15 days after invoice.
The estimate for this project is $96,846.00. Invoicing will be based on actual units placed.
