north 2.2-acre portion of an approximately 6-acre tract of land for First
National Bank located at 2001 Shady Oaks Dr., generally located along the
east side of Shady Oaks Dr., and the west side of W. SH 114, just south of
W. Dove Rd.
5. Review, discuss and make recommendations on the revisions to the roof of
the building for The King’s University – Gateway located at 2121 E.
Southlake Blvd.
6. Review, discuss and make recommendations on proposed zoning
amendments for proposed outdoor sales/services to be provided by Booster
Mobile Fueling to employees of the Sabre campus located at 3110 - 3150
Sabre Dr., generally located east of the intersection of W. SH 114 and W.
Kirkwood Blvd.
7. Review, discuss and make recommendations on the development of an
approximately 10,000 square foot office building on approximately 0.86
acres located at 803 W. Southlake Blvd., generally located west of the
southwest intersection of W. Southlake Blvd. and Timber Lake Pl.
8. Review, discuss and make recommendations on the development of Phase
2 of Chapel Crossing located at 101 W. SH 114, gener ally located at the
southwest corner of W. SH 114 and N. White Chapel Blvd.
9. Review, discuss and make recommendations on the development of
approximately 44,235 square feet of corporate and flex office space on
approximately 3.75 acres located at 1481 - 1569 E. Continental Blvd. and
1207 Old Brumlow Ave., generally located at the southeast corner of E.
Continental Blvd. and Brumlow Ave.
10. Review, discuss and make recommendations on the development of a
mixture of office/showroom buildings and one-story storage facilities on
approximately seven (7) acres located at 880 - 950 Davis. Blvd., generally
located on the west side of Davis Blvd. approximately 600 feet north of the
intersection with Union Church Rd.
MEETING
OVERVIEW:
On January 24, 2019 the Southlake 2035 Corridor Planning Committee
held their twenty-first meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #6 DISCUSSION – Review, discuss and make recommendations on proposed
zoning amendments for proposed outdoor sales/services to be provided by
Booster Mobile Fueling to employees of the Sabre campus located at 3110 - 3150
Sabre Dr., generally located east of the intersection of W. SH 114 and W. Kirkwood
Blvd.

• Future Land Use: Mixed Use
• Current Zoning: NR-PUD (Non-Residential Planned Unit Development District)
• Zoning Options:
1. Rezone Sabre campus only to allow outdoor sales and services use by
Specific Use Permit (SUP)
2. Rezone Sabre campus to allow outdoor sales and services by-right
3. Zoning Text Amendment for outdoor sales and services in Districts O-1
and O-2 (currently only allowed in CS, C-1, C-2, C-3, C-4, I-1, I-2, B-1, B-
2, HC)

Applicant presentation:
• Booster Mission: “Use technology to provide full-service gas delivery that is
faster, safer, and more sustainable then self-service gas stations without
charging more”
• How Booster Works:
1. Customer downloads and opens app to request delivery
2. Park in qualifying location, pin your spot, and pop your tank door
3. Booster fills your tank – saving you time, money, and CO2 emissions
• Benefits to City of Southlake
1. Cleaner Air: 40% reduction in vapor emissions versus gas stations
2. Cleaner Water/Land: Eliminates groundwater threat from underground
storage tanks
• Existing Gas Station Supply Chain
Wholesale Rack → Delivery Tanker → Gas Station UST → End Customer
• Booster Supply Chain
Wholesale Rack → Booster Truck → End Customer
• Helps alleviate road congestion (less traffic on public roads at peak commute
times)
• All drivers certified and trained - CDLs, tank + hazmat certified
• Provide gas delivery service on flat top parking surfaces only, no parking garages
• Sabre is interested and reached out directly to the company; we would like to
work with Sabre and the City to provide gas delivery service to Sabre’s campus

• Permitted in over 10 cities - Plano, Frisco, Fort Worth, Irving & California
• Permit process, chapter 5707 of International Fire Code
• Southlake Fire Chief is on board; however, he wanted us to speak at P&Z and
City Council
Questions for applicant by the Committee:
Chad Patton: Do you plan to give discounted rates for Sabre employees?
Applicant: No discounts; the gas amount will be based on market price from
surrounding gas stations. Gas delivery allows the customer to avoid going to the gas
station. Booster guarantees gas delivery by 4:30 PM.
Chad Patton: Is Booster service only conducted on business campuses?
Applicant: Yes, we only service on corporate campuses; but we also do overnight fleet
business.
Chad Patton: Does the company designate parking spots for service delivery?
Applicant: Depends on the campus size. At Sabre campus we would service on the
opening surface parking lot only.
Daniel Kubiak: What are our options for this case? Is this allowed right now in our
zoning?
Ken Baker: Current ordinance does not allow this type of activity; it triggers outdoor
sales and services. Our first decision point is if this type of service is something that
Corridor Committee, P&Z and City Council would want to see.
If the answer is yes, we have 3 ways the applicant can conduct business:
1. Rezone Sabre Campus to allow outdoor sales and services:
1. By-right OR;
2. By SUP – for Sabre campus only
2. Zoning Text Amendment (broader approach) – for outdoor sales and services
add O-1 and O-2 districts
As the economy evolves, we may approach SUP section to address concerns. City
Council can control on a case-by-case basis.
Brandon Bledsoe: If people are asking for fuel delivery onsite, we should figure out a
way to make this case work instead of adding more gas stations.
Applicant: Our goal is to reduce the need for gas stations.
Chad Patton: This business unit has so much room to grow and expand .
Ken Baker: From comments and discussion, it sounds like more of a by-right activity.
We can look at the accessory use section and broaden it out.
Daniel Kubiak: Our goal is to attract more office buildings and tenants; these [Booster]
are the types of amenities tenants and customers expect.

Chad Patton: This is a unique case. All safety hazards must be addressed.
Brandon Bledsoe: W ith Fire Department involved, they’ll help mitigate these dangers.
The City should reach out to other jurisdictions to see how this service operates and
how they allowed it.
Ken Baker: We can require owner’s permission. We’ll direct staff to research this type
of service and how to allow it.
Shawn McCaskill: Favor concept, paper it for P&Z and City Council.
