Item 6A North Common Approach 750-756 N. Carroll Avenue Property (Potential Issues with North-End Common Drive Approach) Large pickup trucks and pickup trucks pulling trailers are a common vehicle type using the existing driveway on N. Carroll that serves the strip center and will continue to use whatever common driveway might be developed to serve the strip center and office building. The following are potential items/issues related to a shared driveway: (see attached photo) 1. Relocation of storm water inlet and multiple existing power/telephone poles, as well as a few mature trees. 2. The existing turning movement volumes at the office driveway on N. Carroll Avenue (i.e. left in, right in, and right out) will be added to the existing turning movement volumes at a common drive for the strip center and office building. 3. A shared driveway on N. Carroll Avenue will continue to have the problem that exists today. Vehicles have an issue making a southbound right turn into the driveway to head back north to the strip center uses. Vehicles are required to make a reverse U-Turn, which can be difficult for vehicles, especially if there is a vehicle queue trying to exit the driveway, or vehicles attempting to back out from parking spaces directly across from the approach. With the extremely short stacking depth, vehicles making a right turn into the driveway can end up sticking out onto N. Carroll Avenue.) 4. With a shared driveway, a queue of 2 vehicles coming from the strip center to make a right onto N. Carroll Avenue have the potential of blocking access for a vehicle turning off N. Carrol Avenue, (left in or right in turn) to head to the office building. (This can be a serious concern especially for left turning vehicles from N. Carroll Avenue. If the left turning vehicle does not notice the on-site queue, once they proceed to make their left turn, they will realize they can’t make a left turn to the office and may end up sticking out onto N. Carroll Avenue. (This is already an issue for some turning left off of N. Carroll, and then turning right to access the strip center.) 5. There is also the issue of cars trying to access the services of tenants on the southeast end of the strip center (retail customers) utilizing parking spaces in the lot developed strictly for the professional office building. This is already a frequent occurrence without the common approach. The mix of retail and professional office traffic creates obvious safety concerns. 6. In the future, if the City of Southlake determines that modifications are needed on N. Carroll Avenue to improve south and north bound traffic flows based on increases in daily traffic counts, applicant will work with the city to develop alternative access to the subject property.
