Carroll Avenue at three driveway locations south of SH 114 in Southlake, Texas. This letter presents a summary of the collected traffic count data along with an intersection capacity analysis of the peak hours. N. Carroll Avenue is a four‐lane divided north‐south roadway with a posted speed limit of 30 miles per hour (mph). N. Carroll Avenue is classified as an A4D Arterial (100 foot ROW) in the City of Southlake 2030 Master Thoroughfare Plan. Lakewood Drive is a two‐lane undivided east‐west roadway with a posted speed limit of 30 mph. Lakewood Drive is classified as a local roadway in the City of Southlake 2030 Master Thoroughfare Plan. At the intersection with N. Carroll Avenue, Lakewood Drive includes two eastbound lanes marked as left‐turn only and right‐turn only. The westbound approach at the intersection is a commercial driveway, which is signed to prohibit westbound left turns. The intersection is stop‐controlled on the eastbound and westbound approaches. There is an eastbound driveway for an office development located approximately 40 feet north of Lakewood Drive. The median opening on N. Carroll Avenue is approximately 135 feet wide and provides access to both Lakewood Drive and the office driveway. There is also an eastbound gas station and commercial driveway approximately 200 feet north of the office driveway. There is a northbound hooded left turn at this location but the exit for the driveway is right‐turn‐only. An aerial view of the intersection is shown in Figure 1. Existing turning movement volumes at the three (3) above intersections were collected over a 13‐hour period (6:00 AM to 7:00 PM) on Wednesday, April 10, 2019. The hourly volumes are summarized in Table 1, Table 2, and Table 3. Raw data sheets are included as an attachment to this letter. Finally, the AM, midday, and PM peak hour turning movement volumes are shown in Figure 2. It should be noted that, during the 13 hours studied, 10 vehicles performed a westbound left‐turn from the commercial driveway at Lakewood Drive, despite the sign and channelizing island prohibiting this maneuver. In addition, 2 vehicles performed an eastbound left‐turn from the gas station/commercial driveway through the hooded left turn in the median. N. Carroll Avenue Traffic Counts, Southlake, April 2019 Page 6 of 7 INTERSECTION CAPACITY AND LEVEL OF SERVICE The Level of Service (LOS) of an intersection is a qualitative measure of capacity and operating conditions and is directly related to vehicle delay. The LOS criteria for an unsignalized intersection are shown in Table 4. LOS is given a letter designation from A to F, with LOS A representing very short delays (less than 10 seconds of average control delay per vehicle) and LOS F representing very long delays (more than 50 seconds of average control delay per vehicle). LOS D, ranging from 25.1 to 35 seconds of average control delay per vehicle, is typically considered the minimum acceptable condition in an urban environment. Table 4. C 15.1 to 25.0 Moderate delays at intersections with satisfactory to good traffic flow. Light congestion; infrequent backups on critical approaches. D 25.1 to 35.0 Increased probability of delays along every approach. Significant congestion on critical approaches, but intersection functional. No standing long lines formed. E 35.1 to 50.0 Heavy traffic flow condition. Heavy delays probable. No available gaps for cross‐street traffic or main street turning traffic. Limit of stable flow. F > 50.0 or v/c >1.0 Unstable traffic flow. Heavy congestion. Traffic moves in forced flow condition. Average delays greater than one minute highly probable. Total breakdown. The weekday AM, Midday, and PM peak hour capacity analyses were p e r f o r m e d f o r t h e t h r e e s t u d y intersections. Results were obtained using the macroscopic traffic analysis software package Synchro 10.0. Software output sheets are included as an attachment. It should be noted that HCM methodology does not provide intersection‐wide delay or level of service for intersections operating under two‐way stop control. The existing lane configurations and the peak hour traffic volumes shown in Figure 2 were used for this analysis. Table 5 presents the analysis results for the study intersections under existing traffic conditions. The shaded cells indicate approaches which are predicted to operate below LOS D.
