Item 4E - Ford Audio-Visual Systems LLC and Council ChambersM E M O R A N D U M
May 07, 2019
To: Shana Yelverton, City Manager
From: Sharen Jackson, Chief Financial Officer
Subject: Item 4E: Approve the purchase of equipment and services from
Ford A/V to upgrade the Council Chamber’s audio/video in an
amount not to exceed $160,000.
Action
Requested: Approve partnering with Ford Audio-Video Systems, LLC to
address current audio-video issues within the Council
Chambers in an amount not to exceed $160,000.
Background
Information: Council Chamber’s audio-video system that is in use today
was updated in 2012-2013. Staff is experiencing technical
issues and failures, some of which are seen by citizens and
council members. This is common with the age of
equipment. Within the last few years, items have been fixed
with a temporary approach. However, building on temporary
fixes is not best practice, does not ensure reliability, and will
lead to larger problems such as critical failure.
Ford Audio-Video Systems, LLC is an industry leader and
has provided the following recommendations based on
issues presented by staff.
• Upgrade and reprogram the rack that houses all
the equipment necessary to produce each
meeting. This includes updating all components
for live streaming meetings over the internet.
• Replace voting system to separate it from other
components of the AV system, ensuring votes are
routed correctly and captured the first time. This
will insulate the voting procedure from other
processes while still allowing results to be
accessed in real time.
• Replace microphones to increase intelligibility.
• Replace document scanner.
• Reprogram the overflow room on the 3rd floor
ensuring the current sync with the live stream is in
unison and can be heard.
• Ensure new programming and control over all
capabilities is consistent and easier for staff to
use.
• Training staff on operation of equipment.
Honorable Mayor and City Council
These additions will eliminate issues within the Council
Chambers that staff currently experience. It will also ensure
a system that is built for growth, flexibility, and future needs.
Financial
Considerations: Staff is recommending funding the repairs for Council
Chambers using a combination of residual dollars from 2019
employee vacancy savings, and reallocating budgeted
dollars from the Strategic Initiative Fund. The Strategic
Initiative Fund budgeted to reprogram light timing on the FM
1709 corridor. However, NCTCOG has committed to funding
the project therefore city funds are no longer required for the
project.
Strategic Link: This agenda item is linked to the Southlake Strategy Map
through the following objectives:
• C3 Provide attractive & unique spaces for enjoyment
of personal interests
• B4 Provide high quality services through sustainable
business practices
• B6 Optimize the use of technology
Citizen Input/
Board Review: No requirement exists.
Legal Review: No requirement exists to review the purchase with the City
Attorney.
Alternatives: The alternative to approving the proposal would be:
1. Deny the proposal and continue operating as
normal, recognizing the current audio-video issues
and understanding the likelihood of system failure
that would impact the ability to record and
broadcast meetings.
2. Direct staff to explore revisions to scope of work
and amend the agreement to reflect those
revisions.
Supporting
Documents: Proposal from Ford Audio-Video Systems, LLC.
Staff
Recommendation: Staff recommends approving item as proposed.

f. Providing a clear area with adequate ventilation and air conditioning that maintains a room
temperature not exceeding 75 degrees Fahrenheit in all rooms that are occupied by
sound/audio/video/lighting equipment racks. Sound, audio, video, and lighting equipment
produces heat which must be dissipated by ventilation or air conditioning. Prolonged
operation at room temperatures above 75 degrees Fahrenheit will shorten the life of
electronic equipment leading to premature failure of components.
g. The Customer is responsible for the installation and registration of all software on OFE
computers. Ford will provide the Customer with the system requirements for Ford
provided software, but the Customer is responsible for installing it on the OFE PC's and/or
OFE network. All software-related customer support shall be directly provided by the

can be made safe in compliance with OSHA standard (1926.1101). Any incurred
expenses related to the stoppage of work will be the responsibility of the Customer.
7. FORD SHALL BE RESPONSIBLE FOR:
a. Providing line drawings for systems and equipment manuals electronically at no cost
b. Fabrication and installation of systems
c. Providing recommendations for electrical power and conduits, to be provided and installed
by the electrical contractor, for the systems
d. Installation of low voltage wiring for systems
e. Training
f. Warranty service
g. Providing as-built drawings with wire numbers and labels

8. PREVENTATIVE MAINTENANCE
a. Ford shall perform one (1) pre-scheduled service call, prior to the end of the warranty
period, for the purpose of conducting routine preventative maintenance (PM) to check the
general operation of equipment. This PM service call shall be scheduled in advance with
the Customer, between 8:00 am and 5:00 pm Monday through Friday, excluding holidays,
and does not include expendable materials used (e.g., light bulbs, lamps, light fixture
lamps, fuses, batteries, portable connection cables, etc.) or system programming. This
service is renewable up to three (3) years.
b. The Customer will provide a contact person that is authorized to answer questions and
obligate the Customer if additional services are requested. The contact will be personally
available to meet with the Ford technician and have knowledge of the equipment and
systems to be inspected. The contact person will provide access to all areas and equipment
rooms requiring inspection.
C. INSTALLATION SCHEDULE
1. Ford estimates that the actual on-site installation, test out and commissioning of this project will
take seventeen (17) days. In addition to the installation, Ford shall prepare system drawings,
purchase the equipment, assemble the equipment in our shop, program control software as required
and do in-shop testing. This work will take approximately six (6) to eight (8) weeks prior to the
beginning of actual installation at your facility. The total time required to complete the project shall
be approximately eleven (11) weeks from agreement execution. The completion of Ford's work
depends upon the facility being secure, dust-free, air-conditioned, and quiet.
2. For Ford to meet the above completion schedule, it is important that the Customer ensures the job
site is available for Ford personnel, and there are no interruptions in the availability of the job site
and the ability of Ford to do the work. Ford schedules its work force weeks in advance in order to
meet the installation completion dates of all of its customers. As a consequence, it is vital that the
Customer notify Ford's Project Manager in the event that the Customer changes the schedule or the
Customer's other contractors fall behind in completing their portion of the work.

F. GUARANTEES AND LIMITATIONS OF WARRANTIES
1. FORD GUARANTEES THE FOLLOWING:
a. Equipment will be new, unless noted otherwise.
b. All workmanship provided by Ford will be free of defects and will be repaired, free of
charge, for a period of one (1) year from the date of substantial completion or the first date
of beneficial use of the system, whichever date occurs first. Substantial completion shall

and should be expected.
f. Ford is not responsible for the performance, testing, or configuration of owner -furnished
data networks that are used to transmit audio, video, and lighting program data and control
signal data. IP-based videoconferencing systems rely upon data networks that can provide
consistent bandwidth for the transmission. Videoconferencing that is transmitted over the

H. BUILDING CONSTRUCTION AND SYSTEM INSTALLATION
1. VISUAL INSPECTION:
a. This proposal is based upon a visual inspection of the site conditions. It is agreed that some
buildings may have inherent design and/or construction that is not visibly recognizable and
is outside of normal standard and customary building procedures. If the walls, floors or
ceiling are found to be constructed in a manner that wire cannot be pulled or equipment
cannot be mounted or otherwise installed without labor or materials in excess of those
anticipated by both parties and proposed herein, the Customer agrees to be responsible for
any adjustments in the labor and materials required to perform the installation.
2. EXISTING CONDITIONS:
a. Acoustics and Noise
In facilities where Ford is providing a sound or audio system, the Customer is responsible
for providing an environment free of ambient noise and excessive reverberation and
echoes.
1) Typically, ambient noise is created by HVAC systems (Heating, Ventilation, and
Air Conditioning), plumbing or other mechanical systems in the building. In
general, Ford recommends that the ambient noise sound pressure level not exceed
NC35 (Noise Criteria) or 35 dB A scale.

parties hereto and is not for general distribution within or outside their respective companies.
2) Long reverberation times and echoes are normally the result of hard wall, floor,
and ceiling surfaces found in some rooms. Typically, Ford recommends that the
reverb time does not exceed 1.5 seconds where the primary use is the
communication of speech. The production of other types of music may require
longer reverberation times. In the event that echoes exist, absorptive or diffusive
wall and ceiling panels may be required to eliminate or minimize the detrimental
effects of the echoes.
3) Ford is not responsible for any costs related to reducing the ambient noise or
modifying the acoustics of the Customer's facilities.
I. ACCEPTANCE
1. The Customer's personnel will be notified by Ford upon completion of the installation.
2. Demonstration of system performance will be during the training session.
3. Participants at the performance demonstration shall include personnel representing Ford and
personnel representing City of Southlake who are authorized to accept the system as complete and
make final payment.
This proposal shall not be deemed as accepted by Ford until the executed contract is returned to Ford's Credit Center
for final review and acceptance. If a purchase order is required by the Customer, it must be transmitted with the
signed install agreement for review and acceptance.
This proposal contains confidential pricing, design, engineering, and installation information that is proprietary to
Ford. It is provided for your private use, and is not to be disclosed, in part or in whole, without the express, written
authorization of Ford.

Perhaps the greatest strength of Ford AV lies with its Job Center — a collection of technology specialists
including engineers, project managers, fabrication technicians, job superintendents, installation technicians,
and programmers. This team routinely designs and deploys some of the largest AV systems in the world.
Their commitment to customer satisfaction from design to deployment has achieved the APEx Certification
from InfoComm International. Ford is licensed to perform engineering and employs licensed Professional
Engineers (PE).
Whether it is a busy international airport or corporate boardroom, at the start of a project, a Ford team is assigned that may include
Engineers, Programmers, Network specialists, and Project Managers. This team brings decades of experience and works hand-in-
hand with the owner’s architect, consultant and construction representative during each phase. Field Engineers, Project Managers,
Job Superintendents, and Installation Technicians use IOS and Android devices to connect wirelessly to the Job Center so that
engineering drawings, photographs and documentation are current at all times. This allows a collaborative approach to the project
installation from both an architectural perspective, as well as a technical one. It also allows for design changes to be made early in
the process before they become much more costly.
Ford has become well-known for their large engineering staff, which produces comprehensive information for field construction
documentation. From conduit risers to complicated schematic diagrams to basic projector mounting details to complex, multi-
driver loudspeaker arrays; our highly-trained engineering team creates the drawings and documents that become the permanent
record for each phase of the installation process. These drawings can include equipment rack fabrication, AV millwork, speaker
cluster assemblies, custom plates and panels, customized electronic assemblies, wire and cable pulling documentation, field device
installation requirements, and GUI designed AV control system layout and software.
Ford’s Project Management team has a comprehensive understanding of the construction process. All of the building infrastructure
requirements are carefully documented and organized via the submittal drawing process and reviewed with the General Contractor,
Electrician, and related trades by our field management personnel. This process ensures the design concept implemented by the
Architect, Consultants, and the construction representatives are precise. Project Managers are responsible for all aspects of a project’s
deployment, including photo documentation, coordination with the owner and other construction trades, as well as all on-site
communication with our Job Superintendent and Installation Technicians. They confirm that materials are ordered and that in-house
assembling/fabrication is accurate and on time.
www.fordav.com | 800.654.6744
Ford maintains a full-time Job Cost Accounting Center that provides daily job cost and report services for all projects. The job accounting
staff uses world-class construction accounting software which provides real-time accounting and analysis of Ford’s project costs on an
ongoing basis. For projects that use cost-plus basis, the system provides detailed accounting information, down to the purchase order
line level for the acquisition of materials, and to the man-hours for accounting of labor related costs.
Ford’s Job Center personnel manage project scheduling in Primavera 3P or Microsoft Project. This includes management of staff,
vehicles, tools, and equipment. Larger projects that involve a highly coordinated construction process are individually planned and
updated on a weekly basis. Ford routinely provides integrated scheduling coordination if required by the project’s General Conditions.
Ford employs a full-time purchasing staff. Ford strives to provide concise materials acquisition at the most competitive prices and to
complete schedule-driven ordering requirements expeditiously to maintain the project timeline. Ford’s 50,000-square-foot Corporate
Headquarters in Oklahoma City is equipped with a full CCTV surveillance infrastructure and includes 20,000 square feet of dedicated
materials storage and staging area. Job specific material hold cages are powered by access card readers for inventory security and
access control.

Integrator of the Year: Ford Audio-Video
Redefines the Traditional AV Integrator
2018 Integrator of the Year Ford Audio-Video isn’t
“traditional” – they’re “principle-based,” says Ford AV
founder Jim Ford. Ask an employee & you’ll see.
November 26, 2018 D. Craig MacCormack
A lot has changed about the AV industry since Jim and Claire Ford opened their namesake
company in 1973. Through all of those changes and amidst turmoil across the industry, Ford
Audio-Video (Ford AV) has remained a constant.
From its early days with only a handful of employees
through today’s staffing levels of more than 500
people spread around the country, Jim Ford says Ford
Audio-Video has remained rooted in “principle-based
management,” an old business mantra that he says “is
more important than making money.”
That said, Ford AV has done their fair share of that
too, with $135 million in revenue and 750 commercial
installations spread across myriad vertical markets,
including (but not limited to) corporate, government,
healthcare and education.
We chose Ford AV as our 2018 Integrator of the Year
for all of those reasons, and then some.
Let’s hear more about how the Fords have balanced
sticking to their principles with helping the business
they founded grow for 45 years.
“So many [AV integrators] appear to be the same today,” says Jim Ford.
“Our primary focus is keeping our promises to customers. It’s easy to talk, it’s easy to sell, but
it’s hard to do the work. Once you get to a certain point of success, it’s good for your employees
to believe in a company that’s interested in doing the right thing.
“It’s good for your customers too. The day they believe you’re working on their behalf is the day
they’ll trust you more,” he says.
Ford talks about how a convention center company in Las Vegas that first became a Ford AV
customer about 20 years ago recently called to ask about refreshing its technology.
“That’s a big thing when they start to rely on you and to trust you,” says Ford. “Just answering
calls and responding to emails is a giant first step.”
How Ford AV Runs its Business
As mentioned, the Fords are part of a management team that has largely remained the same for
the past three decades. That’s a huge asset that’s helped Ford AV be able to clearly articulate their
mission and philosophy both internally and externally.
“We’re completely open to look at our future,” says Ford.
It’s not just leadership; Ford AV boasts many employees who have been with the company for
more than 30 years. Corporate VP Bryan Burdick went from being a Ford AV customer to Ford
AV sales rep in 1978.
“We’re a company of integrity and a family,” says Burdick, who was a 20-year-old live sound
engineer when he joined the Ford AV team.
“We work as one company, not a bunch of separate companies. We’re always interested in
helping people grow and take on more responsibility.”
Scott Abbott joined Ford AV about 14 years ago after the coffee company for which he was CEO
was bought by Sara Lee and he was eventually let go after the transition was completed.
He remembers applying for a division manager position in Ford AV’s Oklahoma City office and
getting a call from Claire Ford seven minutes after he submitted his resume, even though he
didn’t have specific AV experience.
“I had played in bands and knew about live event equipment,” says Abbott.
He moved up to director of marketing before taking on division manager roles in Denver,
Houston and Las Vegas, then going to director of sales before taking on his current role as VP of
sales.
“In 21 years prior to Ford AV, I worked for one company but it had three different owners,” says
Abbott.
“You think you’re stable and safe, then someone else comes in and has a different idea about
how to run the company.”
As a privately held company, Ford Audio-Video boasts stable ownership and a profitable
business approach, says Abbott. That’s probably why so many employees have stayed with them
for so long.
“Some of these conglomerate companies hold on to a business for four or five years, then dump
it.
“They tend to be unstable and the customer ends up suffering when the management and
direction keeps on changing,” he says.
“The policies we put in place here don’t waver,” says Abbott.
“Our mission is to use our reputation and our work to make the customer confident they’re
making the right decision. It’s not just about growth. It’s about stability.
“A lot of people have worked for a company that’s been sold then they’ve gotten laid off. It’s
very comforting to know that your paycheck will never bounce and this company will be here
when you retire.”
And while the company has continued to grow in size, scope and geography, “we’re still small
enough that we know almost all of the employees,” says Jim Ford.
“We’re very hands-on and we always promote from within whenever we can. It makes life easy
when you work with people you trust. It makes it fun to come to work,” he adds.
Balancing Techies with Craftspeople
Ford AV has always made sure to load its staff with engineers, but Jim Ford knows how
important it is to also have people with a background in the arts “who are creative” among its
employees.
Ford AV has seen an influx of young employees within the past five to 10 years to help to carry
the company forward into the future.
Today’s hires—and those who’ve been with the company for decades —“better be good at
networking and programming” if they’re going to thrive in an environment that’s become more
focused on AV components on IT networks, says Jim Ford.
“If you’re not strong in networking, it’s probably going to fail on the systems you’re installing,”
he says.
The 2018 Integrator of the Year has long had its own full-time internal training staff to help
employees stay current on the latest certifications. For some employees, that means monthly or
even weekly sessions in the classroom.
That training brings about consistency in performance and execution from all Ford Audio-Video
offices, says Ford.
“One of the biggest issues with this industry is being able to deliver a quality product from every
office,” he says. “We look at Ford AV as one big technical resource.
“You have to have processes in place and make sure people follow those processes. One question
that hovers over every decision the company makes is, ‘Who has the personal desire to be
excellent?’”
Whether Ford AV is working in stadiums, churches, hospitals or airports, “the technology is
almost the same in any market,” says Ford. “We don’t know where the next opportunity is going
to come from.
“If you rely on one vertical, it can lead to some trouble,” he says.
Abbott agrees, saying “we have enough irons in the fire that we can respond to areas where the
opportunities are really strong.”
That includes Ford AV’s rental and service departments.
“We’re so diversified in what we do,” says Burdick. “We’re able to shift gears quickly.”
Jim Ford was president and chairman of the then-InfoComm International board as part of his
nine-year tenure and was a member of the InfoComm Asia board too.
That experience “gave me time to think about the future of AV and it really helped our
company,” he says.
Time Has Changed Their AV Business
Looking back on 45 years running an AV integration company, Jim Ford says “technology was
simple and business was simple” when he and Claire took the plunge into the space in 1973.
“It’s far more complicated now,” says Jim Ford. “The demands and expectations of customers
are much higher now. That’s why being able to execute on your promises is so important.”
Technology has come and gone and competitors have opened and closed in the past 45 years, but
Jim and Claire Ford remain committed to a company that operates using simple principles that
have deep roots in everything they do.
“Our philosophy is:be an expert, work hard and treat people fairly and honestly,” says Jim Ford.
“We’ve always been about growing out of success. When you get an opportunity, are you ready
for it?”
When Burdick joined Ford Audio-Video, “there was no Internet so you had to educate the
customers.” For Ford AV, that meant extended hours on Thursday nights, office hours on
Saturdays and training classes.
The Future of Ford Audio-Video
When you listen to Ford talk about his time in the AV integration space, there’s never a sense
he’s ready to walk away from it—or even thinking about it. He seems to get just as big of a
charge out of the word Ford Audio-Video does as ever.
“I’m astounded by the opportunities that appear seemingly every week,” he says.
Burdick is equally enthusiastic about his place with Ford AV going forward.

The classroom is experiencing a global shift in providing curriculum to students through the use
of computers, networks and AV display technology. wBlackboards are replaced with interactive
whiteboards, TVs replaced with digital displays, and distance learning extends the reach of teachers
to students all over the world. Educators use AV technology to help shape the minds of students who
have grown up using computers and AV systems.

It is all about delivering a message and now there are new ways to deliver it. Churches today want to
integrate an abundance of sensory technology into their facilities. Whether it is a single sermon or a
full broadcast production, everyone benefits from the technology available to churches today. It is all
about communicating.
“Where does it hurt?” When technology does not work it can hurt those relying on it. Health care
professionals depend on a variety of diagnostic images, images that must be accurate. Videoconferencing
can transmit images and sound (cardiac heart beats) to remote locations, which means the best
treatment options are available for patients anywhere in the world. Medical schools now use real images
transmitted in real time to train tomorrow’s doctors.

Conference centers and meeting facilities are expected to provide a unique setup for their customers’
needs. This requires a flexible infrastructure system and an AV system that is equally flexible. Using
wireless touchpanels, AV media, computer graphics, and data from any source can be routed to any
combination of rooms in the facility. There are more ways than ever to enhance a visitor’s experience.
The house lights dim, a hush settles over the crowd, the curtain opens. Lights! Sound! Action! The
audience has come to be entertained and there is nothing like a live performance to provide that thrill,
provided the acoustics, audio and lighting technology properly enhance the performers and scenery. To
turn a good performance into a great performance, Ford provides exactly that balance.
