Item 4A JOINT CITY COUNCIL AND CISD MEETING MINUTES, APRIL 16, 2019 Page 1 of 3 JOINT CITY COUNCIL AND THE CARROLL INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES MEETING MINUTES AP RIL 16, 2019 LOCATION: 1400 Main Street, Southlake, Texas 76092 Executive Conference Room in Town Hall CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tem Randy Williamson, Deputy Mayor Pro Tem Shawn McCaskill, and Councilmembers Shahid Shafi, Chad Patton, John Huffman and Christopher Archer. STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, Assistant City Manager and Director of Economic Development & Tourism Alison Ortowski, Assistant to the City Manager Lauren LaNeave, Deputy Director of Marketing and Communications Pilar Schank, Communications Manager Vicky Schiber, Chief Financial Officer Sharen Jackson, Police Chief James Brandon, Fire Chief Mike Starr, Director of Human Resources Stacey Black, and City Secretary Amy Shelley. CISD BOARD PRESENT: President Sheri Mills, and Trustees Michelle Moore, Bradley Taylor, David Almand, Todd Carlton, and Matt Bryant. CISD BOARD ABSENT: Danny Gilpin. CISD STAFF PRESENT Dr. Faltys, Julie Thannum, Janet McDade, Matt Miller, Scott Wrehe. WORK SESSION: 1. CALL TO ORDER Work Session was called to order by Mayor Laura Hill at 4:38pm. 2. INVOCATION Councilmember John Huffman gave the invocation. 3. DISCUSSION: SCHOOL SAFETY TASK FORCE – RECOMMENDATION IMPLEMENTATION Assistant Superintendent for Board & Community Relations, Julie Thannum, gave an update on the status of implementation of various school safety initiatives as identified by the School Safety Task Force committee. The Mayor and City Council members will be invited on a tour of the new storm shelter facilities at a future date after their completion. 4. DISCUSSION: CISD DIVERSITY COUNCIL/MAYOR’S ALLIANCE FOR DIVERSITY & INCLUSION. Assistant Superintendent for Student Services, Janet McDade, and Board President, Sheri Mills, gave an update on the district’s new District Diversity Council (DDC). The DDC has met three times since its inception. Janet McDade, CISD Executive Director for Special Programs, Tyisha Nelson, and two citizen Co-Chairs (CISD parents Pam Francis and Eric Ransom) lead the Council. The district also has a web page dedicated to the DDC that can be accessed by the public at any time: https://www.southlakecarroll.edu/Page/2883. Mayor Hill provided an update on the Mayor’s Alliance for Unity and Culture. The Alliance has 31 members and its work is tied to the Strategic Plan. Their first event was th e “Celebrate Southlake” Community Dinner which was held at The Marq in Southlake on the evening of March 23, 2019. The next meeting of the Alliance is scheduled for Wednesday, April 24, 2019. 5. DISCUSSION: ISSUES/INITIATIVES WITH RESPECTIVE STRATEGIC FOCUS AREAS. City Council and CISD Board members shared their thoughts and comments on the progress that has been made towards addressing diversity issues in the school district and community. Board member, David Almand, discussed the possibility of re-establishing the Joint Facilities Use Committee. The Work Session concluded at approximately 5:19pm. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor Hill at 5:19pm. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.07 6 Deliberate the deployment, or specific occasions for implementation, of security personnel or devices, or to deliberate a security audit. RECONVENE Mayor Hill reconvened the meeting at 5:33pm. 3. ADJOURNMENT Mayor Hill adjourned the meeting at 5:33pm.
