A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A COMMERCIAL SCHOOL ON COMMERCIAL PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 545 S. NOLEN
DRIVE, BEING DESCRIBED AS LOT 8, BLOCK 5, CORNERSTONE
BUSINESS PARK AS DEPICTED ON THE APPROVED SITE
EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Commercial School on commercial property has
been requested by a person or corporation having a proprietary interest in the property zoned
as 11" Light Industrial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (48) and 45.18 of the
City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE,TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a Commercial School on commercial property at
545 S. Nolen Drive being described as Lot 8, Block 5, Cornerstone Business Park as depicted
on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "A" and
providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein.

City Council:
April 16, 2019: Approved (7-0) subject to the Staff Report dated April 9, 2019; noting we are
granting this specific use permit giving approval for the lease period of 5 years and any renewal
options or extensions. The following two caveats: 1) the applicant's agreement to notify staff, in
advance, of their evening performances throughout the lease; and 2) Council is reserving the
option to have the applicant come back after one (1) year to review any issues related to the
specific use permit, specifically to the parking activities.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.

The property is located in an Industrial and Office/Flex area with existing office, warehouse, light manufacturing, trades,
commercial schools, medical labs, and other related uses.
ACCESS:
The subject property as three (3) curb -cuts for ingress/egress on Nolen Drive and two (2) curb -cuts for ingress/egress on
Exchange Blvd. for cross access for the three (3) buildings.
There are existing drive lanes and access paths for vehicular and pedestrian travel.
Existing sidewalk adjacent to the building on the west/south / east sides of the building. North side is the back of the property.
LIGHTING:
The subject properties have exterior wall pack lights on the front and rear elevations of the buildings.
AIRPORT OVERLAY ZONE:
The property is existing construction since 2000 - 2002 and it is ownership's understanding that the Properties and Buildings
meet the existing requirements for the Airport Overlay Zone. The Property was sold in May 2016 with no known issues or
additional requirements necessary.

No changes required or requested to bufferyards, landscaping, or trees.
Existing improvements built in 2000. Surrounding properties uses are similar Commercial

No residential zoning within 500' or in any visual distance of the Property.

COMMERCIAL SCHOOL USE:
545 Nolen Drive Suite 250 will be used for performing and dramatic arts education and theatrical production classes, training, and workshops.
Workshop sessions will develop multiple series of study from literary works of arts to technical design and beyond.
Studio classes will focus on enriching artistic growth with movement and voice/music lessons.
The facilities will be used to enrich, inspire, educate, and entertain by providing a superior, inclusive and diverse live theatrical experience for the community.
As a focused production and development location, there will be three primary objectives:
• Foster and develop, through workshops, classes, and other means, the artistic talents and skills of local performers, including youth and adults.
• To provide programs of educational experiences in all aspects of artistic expression for all ages as well as beginners and veteran actors.
• Presenting an average of five live theatre productions each year incorporating the educational and training experiences offered for the cultural education, entertainment and
inspiration of the community.
Additionally, Theatre North Texas is in the beginning stages of partnering with a national youth theatre program that specializes in teaching all aspects of theatre including the
technical back -stage processes. Also have partners on board to hold choreography courses, music lessons, traditional art classes, and other forms of artistic expression.
Continuous workshop sessions will develop multiple series of study from literary works of art to technical design and beyond.
Year-round studio classes will focus on enriching artistic growth with movement and voice lessons. Ultimately leading to performance of art through the main -stage area.
General operating hours are:
10:00 am — 5:00 pm — classes, workshops, and studio education
7:00 pm —10:00 pm — workshops, rehearsals, and performances
Classes / Workshops / Studios
Average class size from one-on-one to small groups of 5 - 20 in each session. Class schedule will vary based on time of year (summer programs) and local interest level of the
specialty classes, workshops, and studio courses offered. Typically less than 50 students / participants at peak times during 10:00 am — 5:00 pm schedule.
Maximum auditorium seating capacity of the theater area for performances varies based on type of performances.
Auditorium seating capacity will range from 20 up to 150 - 165 based on stage configuration.
Required parking is available on -site with 56 parking spaces available at 545 Nolen, plus additional adjacent cross access/cross parking for evening and weekends at 525 Nolen — 67
Parking Spaces and 535 Nolen— 66 Parking Spaces for a total of 189 parking spaces. Similar arrangement with prior church tenant for evening and Sunday parking needs.
