Review, discuss and make recommendations on a proposed development to include a hotel and three (3) restaurant/retail sites located on approximately 6.0 acres of land addressed as 1901 W. Kirkwood Blvd. and located at the southeast intersection of W. State Highway 114 and W. Kirkwood Blvd. 4. Review, discuss and make recommendations on the development of approximately 4.9 acres of land for retail, restaurant and office development located at 2300 E. State Highway 114, 411 N. Kimball Ave. and 328 Shady Ln., generally located on the north side of E. State Highway 114, east of N. Kimball Ave. and west of Shady Ln. 5. Review, discuss and make recommendations on the development of approximately 3.9 acres of land for the construction of four professional and medical office buildings located at 2627 S. Nolen Dr., generally located approximately 290 feet south of E. Southlake Blvd . on the west side of S. Nolen Dr., north of the intersection of future S. Village Center Dr. 6. Review, discuss and make recommendations on the development of the north 2.2 acre portion of an approximately 6 acre tract of land for First National Bank located at 2001 Shady Oaks Dr., generally located along the east side of Shady Oaks Dr., and the west side of W. State Highway 114, just south of W. Dove Rd. 7. Review and discuss options on the possible future development of the properties in and around the Michael Drive area being approximately 11.76 acres of land generally located south of Southlake Blvd., north of W. Continental Blvd./Union Church Rd., and west of Davis Blvd. 8. Adjournment. MEETING OVERVIEW: On August 2, 2018 the Southlake 2035 Corridor Planning Committee held their eighteenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #6 – First National Bank Meeting #18 – August 2, 2018 Page 3 ITEM #6 DISCUSSION – Review, discuss and make recommendations on the development of the north 2.2 acre portion of an approximately 6 acre tract of land for First National Bank located at 2001 Shady Oaks Dr., generally located along the east side of Shady Oaks Dr., and the west side of W. State Highway 114, just south of W. Dove Rd.  Staff presentation: Jerod Potts o Relocate bank from Southlake Town Square to subject property  1540 E. Southlake Blvd.  2001 Shady Oaks Dr. o 2.2 acres off top of site for development o Future Land Use: Office commercial o Zoning: AG o SH 114 Corridor Plan  Property located in Multi-tenant Office Overlay o Proposing to rezone property through S-P-1 o Master Pathways Plan  Future Multi-Use (>=8’) o Master Thoroughfare Plan  C2U – 60’ collector  Freeway (300’-500’ ROW) o Concept plan:  Entrance point from Shady Oaks and S.H. 114 frontage road o Variance for 4:1 slope o Quite a bit of existing tree cover on the property  Questions for staff by the Committee: Q: Does the connector from Shady Oaks pass all the way through the development to S.H. 114? A: Yes Q: Property located to the north of the property; is this in a floodplain? A: Yes, 100-year floodplain. Q: Current zoning? A: AG, will have to rezone property for proposed development  Applicant presentation by: Chris Adams o Intent to rezone to S-P-1 o 16,000 SF building Southlake 2035 Corridor Planning Committee Item #6 – First National Bank Meeting #18 – August 2, 2018 Page 4 o 2 1/2 stories o 50ft tall o Masonry, facade and glass building materials o Rooftop HVAC screened o Signage - aware the height does not comply with City Ordinance. Preparing Master Sign Plan for sign features on site o Tip of property is part of TxDOT ROW o 10ft buffer yard located on front of the property o 35ft and 25ft buffer yard along residential lots o Dumpster will have masonry screening o Encroaching on slope (residential ...) o Plan to preserve trees  Questions for applicant by the Committee: Q: Topography of the site is flat and then rises? A: Yes, 5ft rise from top of parcel that slopes downward moving east. C: Sign Board will unlikely allow this development to stray away from the city’s sign ordinance. C: Suggestion: Move building footprint east and remove parking along S.H. 114. Our goal is to place parking lot behind the proposed building. A: We can look into moving parking behind the building; however, it may be difficult. C: The challenge for this site is to be creative regarding the parking. You will run into some resistance from City Council for placing linear parking along S.H. 114. C: Regarding an older proposal for this site, we remember many citizens on Shady Oaks coming out in force because they were concerned about increasing traffic in their community. Q: Any outreach to surrounding neighbors? A: Not quite yet. We are looking for feedback as of now. KB: Issues with this site - parking and adjacency to Shady Oaks. Need to improve intersection because of narrow cross section. DK: Can request variance to the driveway ordinance for Shady Oaks Dr. Q: Floodplain, where does that drainage travel? A: Not sure about detention yet, need to look into civil engineering. Drains towards dove road Q: Do you have a variance for residential adjacency? A: No; however, we will ask for one. Rethink some significant variances. This site is located in a rural part of town; therefore, there is decreased traffic through the area. Suggest you begin talking with surrounding neighbors. Development may require a super majority (6-1) at City Council. C: By pushing the building footprint forward, this would lessen the 4:1 ratio. Be sure to address the 2035 Comprehensive Plan by relocating parking behind the major structure. As always, actively engage in tree preservation. C: Building looks great, challenges on site. C: Anticipate comments about access to Shady Oaks. Q: Is the driveway along S.H. 114 sufficient for fire access? A: We’ll talk to fire about emergency access requirements.
