Subject: Item 4Q: Approve Resolution No. 19-016, adopting a strategy
map and operating guidelines for the Mayor’s Alliance for
Unity and Culture.
Action
Requested: Approval of Resolution No. 19-016 as presented.
Background
Information: In December 2018, the City Council passed Resolution 18-
050 to create the Mayor’s Alliance for Unity and Culture.
Shortly after, the application process for this board was
opened and remain open throughout December, closing in
January. At the January 8, 2019, City Council meeting Council
passed a Resolution amendment to increase the number of
members from 20 to 31, and appointed all 31 applicants to the
board.
The strategic framework for consideration includes a strategy
map and operating guidelines. The proposed strategy and
operating guidelines are intended to ensure the Alliance has
clear direction from City Council to move forward with their
work. This framework will help the committee maintain a long-
term strategy to sustain the Alliance’s work and engagement.
The proposed strategy map and operating guidelines were
reviewed by the Alliance at their first meeting on March 25,
2019.
Financial
Consideration: There are no direct financial considerations. However, there
may be future recommendations to City Council that have a
fiscal impact.
Strategic Link: The proposed resolution addresses the focus areas of
Partnerships & Volunteerism and Performance Management,

providing excellent customer service and citizen engagement

Additionally, this resolution is in alignment with the City’s
mission to provide municipal services that support the highest
quality of life for our residents, businesses, and visitors.
Citizen Input/
Board Review: The draft Mayor’s Alliance for Unity and Culture strategy map
and operating guidelines were reviewed by the committee at
their first meeting on March 25, 2019.
Legal Review: Not applicable at this time.
Alternatives: Approve Resolution No. 19-016 with amendments or direct
staff to revise the strategy and guidelines and return for City
Council consideration at a future meeting.

RESOLUTION NO. 19-016
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS,
ESTABLISHING MAYOR’S ALLIANCE FOR UNITY AND
CULTURE FOR THE CITY OF SOUTHLAKE; PROVIDING FOR
APPOINTMENTS TO THE MAYOR’S ALLIANCE FOR UNITY
AND CULTURE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Southlake’s mission is to provide the highest quality of life
for our residents, businesses, and visitors; and,
WHEREAS, the City Council of Southlake, Texas and the citizens of Southlake
establish that the City is an inclusive community and people of all
backgrounds contribute to our democracy, culture, and economy,
regardless of race, color, national origin, religion, sex, sexual
orientation, age, disability, or veteran status; and,
WHEREAS, the City of Southlake is a place that believes diverse perspectives
enhance the cultural fabric and overall prosperity of our community
for current and future generations; and,
WHEREAS, the City Council of the City of Southlake, Texas is of the opinion that
a Mayor’s Alliance for Unity and Culture would be of assistance to
the City Council and City staff by providing diverse insight and
advice to foster positive relationships and a welcoming community
for everyone who lives, works, and visits here; and,
WHEREAS, the City of Southlake Council created such a committee by
resolution on December 4, 2018 establishing the Mayor’s Alliance
for Unity and Culture, terms of office, and responsibilities; and,
WHEREAS, the Southlake City Council now desires to provide strategic direction
for the Mayor’s Alliance for Unity and Culture to ensure alignment
with the City’s strategic corporate objectives.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SOUTHLAKE, TEXAS, THAT:
Section 1. The strategy map and operating guidelines for the Mayor’s Alliance
for Unity and Culture are attached hereto as Exhibit A and Exhibit B
respectively.
Section 2. This resolution shall become effective from and after its passage.

Serve Our Customers
• Community Action Plan Development and Implementation
o Provide recommendations on the development and
implementation of a community action plan (C5)
Engage in the planning process to develop
recommendations for a community action plan to
address culture, inclusion, and community building in
Southlake
Meet and confer with staff for the purposes of
reviewing, advising on, and providing support for
culture and inclusion programs
• Communication and Citizen Engagement
o Promote public awareness of programs, services, events,
and opportunities that respond to diverse interests,
encourage community interaction, and promote a stronger
sense of community (C6)
Work with staff to recommend short, medium, and
long-term communication goals within the new
community action plan. Ensure that goals are
included as needed within the annual department
implementation strategy
Meet and confer with staff to review current and future
communication initiatives for the purpose of providing
feedback on design and implementation and
alignment with established goals
o Strengthen communication and engagement in Southlake,
including among neighborhoods, city government, and local

Serve as ambassadors to support communication and
engagement within the City by sharing with friends,
family, and other community members who may be
