Peytonville Avenue, generally located on the west side of S. Peytonville Ave., just south of Carrol Sr. High School. 5. Review, discuss and make recommendations on the development of 13 residential lots on approximately 12.64 acres of land located at 1749 E. Highland St., generally located on the south side of E. Highland St. at the intersection of Sunshine Ln., west of Carroll Middle School. 6. Review, discuss and make recommendations on the development of 13 residential lots on property located at 2477 – 2515 Union Church Rd., generally located on the north side of Union Church R d., approximately 900 feet east of Watermere Dr. and 400 feet west of Venice Ave. 7. Review and discuss options on a proposal to add carports for covered grocery pick up at Central Market in the Shops of Southlake located at 1425 E. Southlake Boulevard, generally located at the southeast corner of E. Southlake Blvd. and S. Carroll Ave. 8. Review, discuss and make recommendations on a proposed development for seven (7) office buildings on approximately 3.4 acres of land located at 501 N. Kimball Ave, generally located on the east side of N. Kimball Ave., 700 feet north of E. SH 114 and south of Saint Laurence Church . 9. Review, discuss and make recommendations on a proposed Senior Living Cottage development located on approximately 13 acres on property addressed as 930 E. Highland St., generally located on the north side of E. Highland St., east of the intersection of E. SH 114 and the Harbor Chase Assistant Living Facility. 10. Review, discuss and make recommendations on the development of approximately 13 acres of land located at 2450 Crooked Lane generally located west of the intersection of S. Nolen Dr. and Crooked Ln. 11. Review the criteria used to determine the types of plans, land development and ordinance amendment proposals appropriate for placement on the Corridor Planning Committee Agenda. MEETING OVERVIEW: On September 12, 2018 the Southlake 2035 Corridor Planning Committee held their eighteenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues an d questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #3 – First National Bank Meeting #19 – September 12, 2018 Page 3 ITEM #3 DISCUSSION – Review, discuss and make recommendations on the development of the north 2.2 acre portion of an approximately 6 acre tract of land for First National Bank located at 2001 Shady Oaks Dr., generally located along the east side of Shady Oaks Dr., and the west side of W. State Highway 114, just south of W. Dove Rd.  Staff presentation: Jerod Potts o 2.2 acre site on 7 acre lot o Future Land Use: Office Commercial o Existing Zoning: AG o Pathways Master Plan  Future Multi-use Trail (Shady Oaks and SH 114 frontage road)  C2U 60’ Collector o August 2, 2018 meeting  Feedback from committee - relocated parking from front of the building (do not want parking to front on SH 114)  Feedback from committee - decrease size of sign and clock feature  Letter size reduced to 32 in.  Clock feature also reduced o Access point right in/right out onto SH 114 in two places o Access point right in/right out onto Shady Oaks  Questions for staff by the Committee: N/A  Applicant presentation: Chris Adams o Changes made from last meeting:  Variances needs right in and right out for access points  Relocated parking off SH 114 side of the building; included more green space and preservation of trees  Used TD Ameritrade for sign model  Mutual access point with property to the south (includes connection to Shady Oaks and SH 114)  Reduced size of signage  Possibility in moving ‘First National Bank’ sign to 1st floor, instead of 2nd Southlake 2035 Corridor Planning Committee Item #3 – First National Bank Meeting #19 – September 12, 2018 Page 4  Questions for applicant by the Committee: Q: To clarify, applicant is not looking to provide open space at the front of the building for sight purposes from SH 114? A: We would like some open space, but would rather preserve the existing trees. There is 50ft space between SH 114 and the building, plus 20ft TxDOT right of way. Q: What is the neighboring input on this development? A: We solicited some of the neighbors but have not received feedback. Q: What is the driving to parking requirement (ratio)? A: 1 space for 300 sq ft of building; therefore, showing 71 spaces. Q: What is the intended use of the development/building? A: Mostly administrative space with bank lobby and features. Q: Is the buffer on Shady Oaks Dr. 10ft? A: Yes, 10 ft. Q: Plan to preserve everything (trees) located near Shady Oaks Dr. that are there today? A: Unfortunately there is not much along Shady Oaks Dr., but we will preserve as much as possible. C: Allow landscape plan to incorporate screening. C: There are concerns about east bound traffic turning into the south part of the property (cross-traffic issues). Would it be valuable to have another island put in for traffic control? A: KB – possible to include some sort of traffic control device (median, island, etc.) to slow traffic coming off SH 114. The applicant can also have safety signage to yield to cross traffic from both directions. KB: Might need to have cross-access across the site because the Shady Oaks Dr. access point is the only one on that side of the development. Q: Remind me why you need access onto Shady Oaks? A: It allows people to have access back to Dove Rd. We do not see it as an entrance, rather an exit. C: Development might create stacking issues. KB: If Shady Oaks drive is built, we do see a lot of traffic on Shady Oaks from morning traffic. Q: Necessary to have entrance and exit onto Shady Oaks? C: Encourage you to show plan without drive variance. C: Appreciate the revisions since last meeting.
