Carroll Avenue. Purpose: Review, discuss, and make recommendations on proposed revisions to the existing 6,600 sq. ft. office building including an approximately 5,600 sq. ft. addition to the front and rear of the building, renovation of the exterior for a more modern look, landscaping, site work and paving, and relocation of the entry drive from N. Carroll Avenue to Lakewood Drive. The property is located on approximately 1.36 acres of property at the northwest corner of N. Carroll Avenue and Lakewood Drive immediately south of an existing multi-tenant retail center with a 7-Eleven. Property Location: The property is located at the northwest corner of N. Carroll Ave and Lakewood Drive and addressed as 750-756 N Carroll Avenue. Summary of Proposal: The proposed site plan contains revisions to the existing 6,600 sq. ft. office building including an approximately 5,600 sq. ft. addition to the front and rear of the building. The plan proposes a revised rear parking lot and driveway relocation. The site parking will be based on 48% medical and 52% office and will require 61 parking spaces. The rear parking lot will be shifted west to accommodate the building expansion and align with the proposed driveway off Lakewood Drive. A new trash enclosure is proposed at the north end of the rear parking lot. Sidewalks are proposed along N. Carroll Avenue and Lakewood Drive. A new monument sign is proposed for the site. Transportation The property fronts N. Carroll Avenue and Lakewood Drive. N. Carroll Avenue is built to its full capacity as a 4 lane divided arterial with a ±100 foot right-of-way according to the Master Thoroughfare Plan. Lakewood Drive is a local residential street. There is one (1) existing driveway access to the site from N. Carroll Avenue, just north of Lakewood Drive. The applicant is proposing to relocate the driveway from the N. Carroll Avenue location to Lakewood Avenue. Zoning The current zoning on the property is “O-1” Office District. The applicant may seek a rezoning of the property to “S-P-1” Detailed Site Plan District. Page 2 Item #5 – 750-756 N. Carroll Ave. Existing Land Use Plan Designation Office Commercial Purpose and Definition: The Office Commercial category is a commercial category designed and intended for the exclusive use of office and limited office-related activities. It is established for and will be allocated to those districts best suited for supporting commercial activity of an office character. It has been established to encourage and permit general professional and business offices of high quality and appearance, in attractive landscaped surroundings with the types of uses and design exterior appearance so controlled as to be generally compatible with existing and future adjacent and surrounding residential development. Properties with this designation may serve as a transition between established residential neighborhoods, major roadways, and retail development.
