SUMMARY: G&A Consultants, LLC is requesting approval of a Plat Extension for the Preliminary
Plat for Southlake Meadows Phase III (ZA15-138) on property described as Tracts
7A1, 7A2. 7A1A, 7A1A1 and 7B, being portions of Lot 7, R. P. Estes Subdivision and
Tracts 1A and 1A1,James B. Martin Survey, Abstract No. 1134, City of Southlake,
Tarrant County, Texas and located at 800, 848 and 812 W. State Hwy. 114,
Southlake, Texas. Current Zoning: "R -PUD" Residential Planned Unit Development
District. SPIN Neighborhood #5.
DETAILS: The property is generally located at the northwest corner of W. Dove Rd. and W. S.H.
114 just to the north of Southlake Meadows Phases I and II.
G&A Consultants, LLC is requesting approval of a Plat Extension for the Preliminary
Plat and Plat Revision for Southlake Manors (formerly Southlake Meadows Phase III).
The current expiration date for the Preliminary Plat is March 1, 2019 and the expiration
date for the Plat Revision is May 15, 2019. The applicant is requesting an extension to
extend the validity of the Preliminary Plat for an additional one (1) year to March 1,
2020 and to also extend the validity of the Plat Revision to March 1, 2020. The
development was not included in the boundary of the original Preliminary Plat for
Southlake Meadows, which is being developed by Toll Brothers, so the property has
been renamed as Southlake Manors. The development will have a separate
Homeowner's Association from the Southlake Meadows HOA.
Subdivision Ordinance No. 483, as amended, Section 4.01(1)(1) states that a
Preliminary Plat shall expire two years from the date of approval. Said expiration date
shall be extended one year from the latest date of filing a Final Plat on a portion of
said Preliminary Plat in the County Plat Records. The Preliminay Plat was approved
March 1, 2016 and the original expiration date was March 1, 2018. A Plat Extension
was approved on February 20, 2018 to extend the validity of the Preliminary Plat for
one year to March 1, 2019.
Subdivision Ordinance No. 483, as amended. Section 4.01(1)(2) states that a Plat
Revision which has not been recorded in the County Plat Records within one year
shall expire expire. In this case, a Plat Revision is required in place of a Final Plat
since a portion of the property was previously platted as the R.P Estes Addition in
1947 prior to annexation by the City of Southlake. The Plat Revision was approved
May 15, 2018 and the current expiration date is May 15, 2019.

HISTORY: - A plat for RP Estes Subdivision was filed with Tarrant County prior to
annexation on a portion of the property.
- The property was added to the City of Southlake in 2015 in a Boundary
Adjustment Agreement with the Town of Westlake. No zoning was placed on
the property at that time.
- A Zoning Change and Development Plan (ZA15-137) for Southlake
Meadows, Phase III to "R -PUD " Residential Planned Unit Development
District to develop nine (9) residential lots and one (1) open space lot on
approximately 8.88 acres was approved March 1, 2016.
- A Preliminary Plat (ZA15-138) for Southlake Meadows, Phase III was
approved March 1, 2016.
- A Plat Extension for the Preliminary Plat for Southlake Meadows, Phase III
was approved February 20, 2018, extending the expiration date for one year to
March 1, 2019.
-A Plat Revision (ZA18-007) for Southlake Meadows, Phase III was approved
May 15, 2018.
STAFF COMMENTS: Because of the limited nature of this request, no review comments were
prepared for this item.
