1. CALL TO ORDER
Mayor Laura Hill called the workshop to order at 6:18 p.m.
2. DINNER/WELCOME
Mayor Hill welcomed everyone. Council had dinner during the onset of the meeting.
City Manager Shana Yelverton made opening comments.
3. DISCUSSION: ACCOUNTABILITY
3A. FY2018 PROOF OF PERFORMANCE
FY2018 Proof of Performance presentations were provided by Assistant City Manager
Ben Thatcher, Assistant City Manager and Director of Economic Development &
Tourism Alison Ortowski, Chief Financial Officer Sharen Jackson, Assistant Chief of
Police Ashleigh Douglas, Fire Chief Mike Starr, Director of Human Resources Stacey
Black, Senior Director of Planning and Development Services Ken Baker, and Director
of Public Works Rob Cohen. Each answered Council questions specific to their
business units.

4. DISCUSSION: INFRASTRUCTURE
4A. STORM WATER MANAGEMENT & OPEN SPACE PROGRAM
Assistant City Manager Ben Thatcher, Director of Public Works Rob Cohen, and Senior
Director of Planning and Development Services Ken Baker collectively provided
information about a new Storm Water Management & Open Space Program. This
program is thought to mitigate drainage complaints; improve overall citywide drainage;
ability to initiate a Capstone Project with UTA to help staff with developing criteria for
acquiring open space and create a Drainage Master Plan. Mayor and Councilmembers
agreed this plan is a great idea.
5. DISCUSSION: QUALITY DEVELOPMENT
5A. STATE OF SOUTHLAKE'S ECONOMY
Assistant City Manager and Director of Economic Development & Tourism Alison
Ortowski provided an overview of the State of Southlake's Economy with a look at
Consumer Sales Data for FY2018, and statistics relative to employment and labor,
commercial and residential sectors, and consumer spending.
6. FOCUS AREA DISCUSSION
The purpose of this section was to provide time for Council to discuss key policy issues
in each of the focus area categories. Based on the discussion in the FY2018 Proof of
Performance item, there were no further questions or discussion from Council relative to
items 6A -6D or 6F.

6D. QUALITY DEVELOPMENT
6E. PARTNERSHIPS & VOLUNTEERISM
Mayor Hill directed staff to include agenda items for appointments to the Crime Control
Prevention District board and the Zoning Board of Adjustment due to vacancies for
members filing as candidates for the May 4, 2019 General Election.

7. ADJOURNMENT
Mayor Hill thanked the staff for their hard work and dedication to the City and adjourned
the meeting at 9:17pm.
