Subject: ZA18-0028 Site Plan for the Landmark Office Expansion
The project is located on the west side of N. Carroll Avenue, approximately 225 feet south of SH
114 at the northwest corner of N. Carroll Avenue and Lakewood Drive.
The project proposes a site plan to expand the existing 6,600 square foot one story building to a
total of approximately 12,195 square feet of floor area with approximately 50% medical and 50%
general office uses. The site plan also proposes closure of a non-conforming driveway located
on N. Carroll Avenue and moving the driveway access onto Lakewood Drive.
On January 3, 2019, the Site Plan was presented to the Planning and Zoning Commission for
their consideration. The Planning and Zoning Commission approved a motion (4-3) to deny the
applicant’s request. Since the meeting, the applicant has scheduled a meeting with the
Lakewood neighborhood to discuss their concerns as it relates to the site plan request.
The applicant is requesting that City Council remand the site plan back to the Planning and
Zoning Commission’s February 7, 2019 meeting to allow further discussion with the Lakewood
neighborhood to occur in hopes of addressing concerns. The email request to remand the case
back to the Planning and Zoning Commission is below.

Please accept our request, for the Landmark Office Building, to remand our case back to Planning and
Zoning for the February 7th meeting. This will give us time to work further with the neighbors and try to
garner their support. It is our plan to invite the neighbors to meet at City Hall next Thursday with our
team and with Public Works.
