2. Agenda Item No. 2. Public Forum: – This is the public's opportunity to address
the Commission about non-agenda items. During Public Forum, the Commission
will not discuss, consider, or take action on any item presented. The
Commissions' options during this topic are 1) to listen, 2) ask questions and
respond to the presenter only, 3) request staff to look into the issue and report
back to the Commission and/or 4) request that the Chair put the item on a future
agenda for the Commission to discuss or consider.
3. Agenda Item No. 3. Discussion:
A. Metroport Meals On Wheels Report – A copy of the October and
November MMOW detail reports, as well as a 2018 cumulative report, are
included in your packet.
A couple of possible discrepancies were noted in the stats provided in the
November Detail Report concerning the “non-resident seniors,” “MMOW
Staff,” and “1st Time-No Pay” numbers. These numbers did not match
those listed in the 2018 Cumulative Report for November. MMOW will
provide clarification, which will be sent to you via email on Monday.
Corrected reports will also be provided at the meeting Tuesday.
B. Call A Ride Southlake Report – A copy of the CARS 2018 cumulative
report is included in your packet.
C. Community Services Department Report – Hospitality & Sales Manager
Ashley Newhart will present the November Senior Center Report. A copy
of the dashboard report is included in the packet. A brief Champion’s Club
update will be presented.

Tabled at the November meeting. This is the Commission’s opportunity to
elect officers following the October 16, 2018 City Council appointments. At
the November SAC meeting, the Commission agreed anonymous ballots
would be used for the election process. Your packet memo provides
information for consideration.

1. CALL TO ORDER
Chair Beverly Blake called the meeting of the Senior Advisory Commission to order
at 1:00 p.m.
2. PUBLIC FORUM – Chair Beverly Blake opened Public Forum at 1:00 p.m.
There being no one else to address the Commission, Public Forum was closed.
3. DISCUSSION
3A. METROPORT MEALS ON WHEELS REPORT
Metroport Meals On Wheels (MMOW) Executive Director Mary King presented the
MMOW year-end report and reviewed participation and financial statistics for the
congregate and home delivered meals programs. A copy of the September MMOW
report and the 2018 cumulative report were included in the meeting packet.
3B. CALL A RIDE SOUTHLAKE REPORT
Call A Ride Southlake, Inc. Vice Chair Ernie Meyer presented the quarterly ridership
report and was available to answer questions. The Commission received a copy of
the CARS 2018 cumulative report in the meeting packet. CARS continues to seek
opportunities to recruit volunteer drivers.

CARS Chairman Brighton Greene presented examples of circumstances where
participants have canceled their scheduled trip rides, and addressed questions
concerning rides to other senior centers.
3C. CITY MANAGER’S OFFICE REPORT
Deputy Director of Economic Development & Tourism Daniel Cortez provided a City
Manager’s Office Report in the absence of Assistant to the City Manager Lauren
LaNeave. Information regarding the City’s fall and winter leaf recycling program,
Christmas tree recycling program, the mulch program, and trash collection during the
holidays was presented.
3D. ECONOMIC DEVELOPMENT
Deputy Director of Economic Development & Tourism Daniel Cortez updated the
Commission about the City’s Fast Fact document and provided a comprehensive
report about economic issues, development projects within the City, and responded
to questions regarding construction, economic activities, and residential and business
indicators.
3E. COMMUNITY SERVICES REPORT
Hospitality & Sales Manager Ashley Newhart presented the September Senior
Center Dashboard Report and was available to answer questions. Members were
invited to attend the annual “Home for the Holidays” activities and VIP celebration at
Town Square on November 17.
3F. SENIOR SERVICES REPORT
Senior Services Coordinator Soheila Mashat-Phelps updated the Commission on
current and planned activities and programs, the first electronic quarterly newsletter
and marketing literature, and responded to questions. An email message was shared
from former SAC member Natasha Seibach. Ms. Phelps updated the Commission
about Senior Center membership statistics.
SOUTHLAKE SENIOR FUNDING, INC. (This item was not posted on the November
13, 2018 agenda.)
Southlake Senior Funding, Inc. (SSFI) representative Bernie McCauley presented a
report and was available to answer questions regarding SSFI activities. A summary
of recent SSFI’s financial support for Southlake senior programs and activities was
provided. Fundraising efforts are presenting challenges for SSFI, however SSFI
continues looking for opportunities.

SENIOR ADVISORY COMMISSION MEETING.
Chair Beverly Blake presented the Consent Agenda, including approval of the
minutes of the October 9, 2018 meeting. Senior Advisory Commission had no
corrections to the meeting minutes.

favored holding the election by ballot instead of by show of hands.
This item was Tabled to the January 8, 2019 Senior Advisory Commission meeting.
No vote was taken for this item.
5B. APPROVE SENIOR ADVISORY COMMISSION 4TH QUARTER DASHBOARD
REPORT
Hospitality & Sales Manager Ashley Newhart presented the 4th Quarter SAC Report
for feedback and comments. The Report will be inserted in the City Council meeting
packets for the December 4, 2018 meeting.
The next quarter dashboard report will be refined and have a modified format.

Action Requested: Election of Senior Advisory Commission officers
Background
Information: This item was Tabled at the November SAC meeting to allow the
Commission to have a full board present for the elections.
Senior Advisory Commission (SAC) Bylaws Article III states regarding
the process for election of officers in Section 3.1(b): At the first regular
meeting following the annual appointment of new commission members
by the city council, the commission shall elect by majority vote from the
members, a chair, vice-chair, and secretary, each to serve two year
terms or until successors are elected.”
City Council made annual appointments to several City boards and
commissions including SAC at their meeting on October 16, 2018. City
Council appointed Patty Howell (Alternate #1) and Greta Schumacher
(Alternate #2), and reappointed Ed Grondahl (Place 1), MaryLee Alford
(Place2), Esther Spickler (Place 5), Beverly Blake (Place 6), and
Kathryn Orler (Place3) to serve on the Commission.
With the recent SAC appointments, this item has been placed on the
agenda to allow the Commission the opportunity to elect officers if
desired. Recall at the November 8, 2016 SAC meeting, the Commission
elected officers Chair Beverly Blake, Vice Chair MaryLee Alford and
Secretary Marge Kyle and they were re-elected at the November 14,
2017 meeting to serve out the term to expire October 2018.
Any sitting Board member may be considered for an officer position.

In the absence of the Chair or in the event of his/her inability or
refusal to act, the Vice Chair shall perform the duties of the
Chair; and
Perform such other duties as from time to time may be assigned
to him/her by the Chair of the Commission.
Secretary
Ensure minutes of each Commission meeting are filed with the
City Secretary (Handled by Department Secretary)
Perform all other duties as from time to time may be assigned to
him/her by the Chairman of the Commission;
In the absence of the Chairman and Vice-Chairman or in the
event of their inability or refusal to act, the Secretary shall
perform the duties of the Chairman; and
In the absence of the Secretary, the Chairman or acting
Chairman shall designate a Commission member to perform the
duties of Secretary.
The election of the officers will be by ballot. Ballots will be provided at
the meeting and voting will be done anonymously.
Financial
Considerations: Officers that are members of the Commission shall not receive any
salary or consideration for their services.
