to give a brief presentation and introduced John Rose with HEB customer service. Mr.
Rose discussed the application and answered questions from the Commission. Ernesto
Rocha, project architect, 606 S. Flora St., San Antonio, TX, also answered questions.

A motion was made to approve Item 5, ZA18-0034; subject to the Staff Report dated
September 2, 2018 and Site Plan Review Summary No. 2, dated September 28, 2018,
noting the applicant’s willingness to have an employee present to load and assist
backing out of the covered parking areas and the applicant ’s willingness to come back
to the City if the use of the covered parking structure changes in the future.

the four (4) proposed panels that are visible from the street view and recommend the
applicant provide a detailed report on the current energy usage and what percentage
will be offset by the proposed solar panels.

A motion was made to approve Item 8, ZA18-0046; subject to the Staff Report dated
November 2, 2018 and the Specific Use Permit #2 dated November 2, 2018; noting the
willingness by the applicant, to remove the guard house if uses change in the future and it
is no longer needed; and applicant’s willingness to explore a change in the fence design
along SH114; and the applicant’s willingness to explore the option to close the W.
Kirkwood Blvd. entrance for emergency use only; and specifically granting both requested
variances.

the applicant’s willingness to remove the windows on the second floor facing
the north side if those are going to allow a sight line into the neighbor’s
property;
noting the applicant’s willingness to add additional trees to screen the street
view of the accessory building; and,
the building will be occupied by family or domestic employees only.
