REGULAR SESSION: Members Present: Board members: Sabreena Hakemy- Place 3, Gina Phalen- Place 1, Robert Kemins-Alternate 2, David Treichler- Alternate 3. Members Absent: : Chairman Jeff Medici, Vice Chairman Ronell Smith, Brett Nickel- Place 4, Kenny Cotten- Alternate 1, and Michael Quinones- Alternate 4. Staff Present: Dennis Killough, Deputy Director of Planning & Development Services, Richard Schell, Principal Planner, Miranda Picklesimer, Board Secretary Agenda Item No. 1 Call to Order: Acting Chair Hakemy called the meeting to order at 6:31 P.M. Aaenda Item No. 2 Executive Session: No Executive Session was held Agenda Item No. 3 Approval of the Minutes: Acting Chair Hakemy opened the discussion of the minutes of the Zoning Board of Adjustment meeting held on May 24, 2018. A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on May 24, 2018. Motion: Treichler Second: Phalen Ayes: Hakemy and Treichler Nays: None Abstain: Phalen and Kemins Vote: 2-0-2 Motion: Approved Agenda Item No. 4 - Administrative Comments: Richard Schell, Principal Planner, announced there will be no meetings held in the month of July and announced Board member, Kenny Cotton - Alternate 1 resigned. REGULAR AGENDA: Agenda Item No. 5 - Consider: ZBA18-0002, Special Exception Use per Ordinance No. 480, Section 44.12(2) for the construction of accessory buildings or structures of a size or aggregate size greater than that permitted on property described as Lot 10, J. Thornhill No. 1505 Addition, Zoning Board of Adjustment Meeting Minutes — June 14, 2018 Page 1 of 3 an addition to the City of Southlake, Tarrant County, Texas and located at 1206 W. Continental Blvd., Southlake, Texas. Planner Richard Schell presented details of the case with a slide show presentation to the Board. The applicant is requesting approval Special Exception Use per Ordinance No. 480, Section 44.12(2) for the construction of accessory buildings or structures of a size or aggregate size greater than that permitted to allow the construction of an approximately 1,485 square foot pool house and an approximately 345 square foot detached garage for a total of approximately 1,830 square feet of accessory building area. The maximum area allowed in the "SF-30" Single Family Residential District for the sum total of accessory buildings and structures is 750 square feet. Acting Chair Hakemy opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Nick Smith, 1805 Millstream Ct., Westlake, Texas, the representative, once sworn in, presented testimony and answered questions from the board, Acting chair Hakemy asked if there were those in the audience who wished to speak in favor of the request. Mo Kaeini, 1230 W. Continental Blvd., Southlake, Texas, spoke in favor of the request. Brandon and Jennifer Kruse, 1228 W. Continental Blvd., Southlake, Texas, spoke in favor of the request. Testimonies of support being complete, acting chair Hakemy asked if there were those in the audience who wished to speak in opposition of the request. Patricia Callan, 1002 Hidden Knoll Ct., Southlake, Texas spoke in opposition of the request. Testimonies of opposition being complete, Acting Chair Hakemy closed the public hearing and opened the item for discussion from the Board. Acting Chair Hakemy asked if there were those in the audience who wished to speak in rebuttal of the request. Nick Smith, 1805 Millstream Ct., Westlake, Texas, the representative, spoke in rebuttal and answered questions from the board. A motion was made to Approve case ZBA18-0002 with the modification of the plans to remove the guest quarters and kitchen labels. Zoning Board of Adjustment Meeting Minutes — June 14, 2018 Page 2 of 3 Agenda Item No. 5 — Consider: ZBA18-0003, Variance to Ordinance No. 480, Section 11.5(d), requiring a rear yard of not less than 40' on property described as Lot 5, Block 2, Heatherwood Estates, an addition to the City of Southlake, Tarrant County, Texas and located at 1615 Heather Ln., Southlake, Texas Planner Richard Schell presented details of the case with a slide show presentation to the Board. The applicant is requesting approval of Variance to Ordinance No. 480, Section 11.5(d), requiring a rear yard of not less than 40' to allow a kitchen addition to the principal residence and a second level deck between the principal residence and the existing garage to be located approximately 28' from the rear property line. Acting Chair Hakemy opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Jennifer Graybiel, 1615 Heather Ln., Southlake, Texas, the applicant and property owner, once sworn in, presented testimony and answered questions from the board. Acting Chair Hakemy asked if there were those in the audience who wished to speak in favor of the request. There being none, Acting Chair Hakemy asked if there were those in the audience who wished to speak in opposition of the request. There being none, Acting Chair Hakemy closed the public hearing and opened the item for discussion from the Board. A motion was made to Approve case ZBA18-0003 as presented. Motion: Kemins Second: Phalen Ayes: Hakemy, Phalen, Kemins and Treichler Nays: None Abstain: None Vote: 4-0-0 Motion: Approved.
