EXECUTIVE SUMMARY
Property Situation
The property is located on the southeast corner of E. Southlake Boulevard and S. Carroll
Avenue.
Development Details
Applicant is proposing the addition of 47 parking spaces on the south side of Central
Market as well as the completion of 41,300 sq. ft. of retail and 8,700 sq. ft. of
restaurant space at the Shops at Southlake.
Parking to be designated for Central Market day time employees only.
QUESTIONS DISCUSSION
QUESTION: With the 47 parking spots, why couldn't it be management parking
only?
RESPONSE: Parking is for Central Market employees only, there aren't that many
managers.
QUESTION: How will shift changes affect the parking?
RESPONSE: The issue is day time parks the proposed parking is not for evening shift
employees.
QUESTION: Central Market closes at 10 pm; what's to keep employees from leaving
their car in the lot and returning very late at night?
RESPONSE: We do not anticipate any after dark parking.
QUESTION: Will there be a back door entry for employees?
RESPONSE: No, they will be required to enter at the patio or front door entrances only.
QUESTION: So they can't come out the back door for breaks?
RESPONSE: No, they are not allowed to use the back door for exit or entry. There is a
designated smoking area on the patio.
QUESTION: Why can't you use the space that is available directly behind Central
Market?
RESPONSE: That is needed for truck and vendor access.
QUESTION: Will you be adding more lights or removing any trees?
RESPONSE: No.
QUESTION: When the original plan was drawn up, there was no parking anywhere
behind the shopping center... why now?
RESPONSE: The original concept plan did not include the acoustic wall or the significant
buffer. Now, with these elements in place, these parking spaces will not be
noticed.
QUESTION: Who did you speak to at Central Market regarding the need for this
parking?
RESPONSE: This is being initiated by mein an effort to improve customer service.
QUESTION: Have you had customers complain about parking?
RESPONSE: No, we are just concerned about the number of employee parks and want to
enhance customer service.
QUESTION: Have you had any formal complaints?
RESPONSE: No, with the new development, I want to ensure adequate parking.
QUESTION: You say your observations show a need; are you anticipating a parking
issue?
RESPONSE: Yes, I am concerned.
QUESTION: If you are within code and you have no complaints, then why?
RESPONSE: Our parking is within the requirements and code for the city. There is a
difference between code and customer service. I am looking for comfort of
our customers.
QUESTION: You say that parking will only be used for employees; how will you
monitor that?
RESPONSE: By being there, checking, counseling, and setting rules.
QUESTION: Will you be depending on residents to monitor?
RESPONSE: No, but if there are violations, we would hope residents will call.
QUESTION: Can you put agate up to stop trucks from arriving too early?
RESPONSE: No, that would cause fire, safety, and insurance issues.
Discussion was held regarding repeated early truck traffic violations. The residents
were worried about loud employees.
