2008-02-25 Meeting Report (East Haven Addition)FEBRUARY SPIN MEETING SUMMARIES FEBRUARY 11, 2008 7:30PM NOLEN CENTER Approximately nine (9) individuals attended the citywide SPIN meeting regarding a zoning change and site plan for an 11,876 square foot retail center at 2627 E. Southlake Boulevard, generally located at the southwest corner of Southlake Boulevard (F.M. 1709) and Nolen Drive. The applicant is proposing "S -P- 1" Detailed Site Plan District zoning with "C -2" Local Retail Commercial District uses for the 1.648 acre property. The current zoning is "AG" Agricultural. The Site Plan (ZA -08 -002) and Preliminary Plat (ZA08- 003) were approved by the Planning and Zoning Commission at the February 21 meeting. The main discussion points included: Adding vertical articulation to the rear of the building Saving trees in the parking islands by using a permeable surface or eliminating a row of spaces Design elements, including roof pitch, height and materials FEBRUARY 25, 2008 6:30PM STRATFORT GARDENS OFFICE PARK About twenty -five (25) individuals attended the citywide SPIN meeting regarding a 2 lot, 17,400 square foot commercial development located at 1545 E. Southlake Boulevard. The property is approximately 2.22 acres and the zoning is "C -2" Local Retail Commercial District. The applicant is proposing two buildings with professional office uses. The site plan (ZA07 -158) and plat (ZA07 -159) applications are scheduled for the March 6 Planning Zoning Commission meeting. The main discussion points included: Drainage Parking and parking lot lighting Access to adjacent developments Fencing adjacent to Golden Triangle Animal Hospital FEBRUARY 25, 2008 7:30PM HARRIS METHODIST SOUTHLAKE Approximately twenty -five (25) individuals attended the citywide SPIN meeting for a zoning change and revised concept plan and plat revision for Harris Methodist Southlake located at 1545 East Southlake Boulevard. The current zoning is "S -P -2" Generalized Site Plan District with "0-1" Office District uses and the proposed zoning is "S -P -2" Generalized Site Plan District with "0-1" Office District uses. The applicant is proposing to subdivide the existing lot into three lots for tax purposes. The two northern lots are currently developed. The applicant presented a concept for a 2 story medical office building on the rear (southern) lot. The main discussion points included: Tree preservation Bufferyard landscaping and maintenance Privacy and security for adjacent residential properties Parking and parking lot lighting Proposed retaining wall Proposed uses in the new medical office building Hours of operation for the new medical office building Timeframe of development for the new medical office building The applicant agreed to meet with interested neighbors at the Harris Methodist site to discuss various issues with the proposed development of the southern lot, including tree preservation and landscaping. A specific time and date for the meeting were not set. The applicant has requested to table the zoning change and concept plan application (ZA07 -146) and plat revision application (ZA06 -171) to allow time for this meeting to occur. FEBRUARY 25, 2008 8:30PM EAST HAVEN ADDITION No residents attended this SPIN 9E meeting for a proposed development of ten single family residential lots on 5.54 acres. The current zoning is WH" Manufactured Housing District and the proposed zoning is "R -PUD" Residential Planned Unit Development District. The applicant did not make a presentation. The zoning change and development plan application (ZA07 -058) for this project is scheduled for the March 6 Planning Zoning Commission meeting.
