PRESENTATION SUMMARY
Factors driving location decision of new DPS facility include:
Fire Department response times
Locations of current facilities and City property
Proximity to Town Square
Ease of access to SH 114 and FM 1709
Facility Design
Establish a presence on both ends of Division Street
Blend architecturally with Town Square by using design elements from Town Hall

Possible relocation of Municipal Court
Plan for the possible dissolution of Keller mergers for jail and dispatch

o All police services, a central fire station unit, DPS administrative offices, community
meeting rooms, and more.

QUESTIONS DISCUSSION
QUESTION: What will happen to the vehicles and employees currently at DPS East?
RESPONSE: The City is working with Carroll ISD to place some DPS employees and services at
Carroll Intermediate School on Carroll Avenue just north of State Highway 114.
QUESTION: How many stories is the building?
RESPONSE: The building is a variable four -story building, meaning just portions of the building
are four stories, while most of the building is one to three stories. One floor is below
grade.

QUESTION: How are things going to be phased?
RESPONSE: It will all be built out at the same time.
QUESTION: Why was the northern DPS plan scrapped? Town Square is already congested
enough.
RESPONSE: There are still plans to place a DPS training facility and afire station at the
northeast corner ofN. White Chapel Blvd and E. Dove St.; however this location at
Town Square seemed more appropriate for a larger facility. It will also benefit Town
Square by having a larger police presence within close proximity. Congestion within
the current Town Square area should not significantly increase, given the facility's
access to N. Carroll Avenue and State Highway 114.
DISCUSSION: Problems with adolescents loitering in Town Square on Friday and Saturday
nights and the need for a greater police presence.
QUESTIONS: How much is this costing? Do you have the finances?
RESPONSE: The project will cost an estimated total of about $28 Million. We have the finances
and a number offinancing options available to us. The money comes from the Crime
Control District fund which is sales -tax driven. Property taxes are not affected by
this project.
QUESTION: Can we consider placing jail or dispatch as the DPS West facility?
RESPONSE: The DPS West facility is not large enough to facilitate those uses.
QUESTION: How are we going about incorporating the latest fire and police innovations in
this new facility?
QUESTION: Is there a plan to have a formal lobby area? What will the interior look like?
QUESTION: How long is the building?
QUESTION: How much money would we save if we dissolved our jail and dispatch contract
with Keller?
RESPONSE: It would not save money; rather it would cost the City more. In the event that should
occur, though, the new DPS facility will be able to handle those functions.
QUESTION: What kind of long-term DPS personnel increases are expected?
