SPIN #10 Meeting on January 19, 2005 Proposed Mixed -Use Development on SE corner of White Chapel and SH 114 Presenters: Bennett Ratliff, President of The Ratliff Group, LLC Jim Stilwell, Chief Operating Officer of ServiceStar Development Company Attendee Questions and comments: How are you planning to handle the drop -off? (A: Our plan is to use a grassy slope.) Did you say that you are selling site pads, not leasing them? (A: Yes.) What controls will you have post development for things such as landscaping, upkeep, etc.? (A: We will have restrictive covenants in place) Do you only have one neighbor? You only mentioned one. (A: Yes, Ed and Jan Murphy are the only residence adjacent to our project.) I own the property to the east and south of you, and I've not had the contact the Murphy's have had. I've been attending P &Z and city council meetings to get a feel for what they are considering. I'd like to see T1 on the property to the immediate east. I'm concerned with how this development will affect zoning and land use plans for the property to the east and south. We need to understand your use plans for the buildings on the east and south of your development. What are the issues that would affect future users of the land to the east and south? I'm not a developer, but I would think things like lighting and noise would be of concern. (A: We plan to avoid off site glare.) (A: In our experience, most noise complaints come from trash pick -up.) How about deliveries? (A: Deliveries are not usually an issue; most deliveries are during the day.) What is Great American? Is there a tire sale component? (A: Yes, but there are no tires on display. They are kept in drawers.) Do you have pictures of Great American? Will there be alcoholic beverages for sale? (A: Yes, beer and wine will be sold.) Will they be able to buy alcohol in drive throughs? (A: No.) It seems like there is a lot of parking. You mentioned that you want to encourage walking, but that seems a long haul. What does that circle between the long buildings represent? (A: That space is not planned, perhaps a potential open area; possibly a sitting area for a restaurant.) Where will the dumpsters go? (A: We've shoved them behind the buildings; slipping them down a bit at the Murphy's request.) Where is the big slope? How many gas pumps are planned? (A: Five islands.) How far is the development from the corner? How will we avoid massive traffic congestion problems? That portion of White Chapel is planned for four lanes divided. Who governs the placement of curb cuts? (A: TXDOT) Have you visited with them? Do you remember where the re -entry is to the highway? I like the Austin stone. This looks more neighborhood /human scale. The wal -mart redevelopment looks more freeway scale. Do you anticipate a berm on the 114 side? (A: No, the store owners like to be visible to the passing traffic.)
