SPIN #2, #3, #5 Meeting on January 19, 2005 North DPS Facility Presenters: Director of Public Safety, Rick Black Chairman, Crime Control Board, Martin Schelling RPGA Architects, Robert Garza Consultant, Dave Wilson Attendee Questions and comments: I am dumbfounded by the scale and size of the facility. I thought that only a police and fire station was planned on this site, not such a large building in a setting that is already becoming very crowded. The current facility is well centered for these functions. Why not expand the current location? (A: Director Black reviewed the response time objectives which dictate this location.) Have the traffic flow implications been considered? (A: Director Black advised that a consultant is being hired to evaluate the traffic through a study, and that the results would be shared with the public.) What is the tower structure at the east end? (A: Robert Garza advised it was conceptual and is currently being studied as to whether rain water can be collected to reduce irrigation costs at the site.) Where are the drives on Dove relative to my drive? (A: Not known. Commitment made to provide answer.) Can we get copies of plans and elevations? Does this accommodate the ultimate widening of Dove in the future? (A: Answer was yes.) Has the possibility of a roundabout at Dove and White Chapel been considered? Will the emergency vehicle exit be light controlled? What will be the annual cost of maintaining this facility? What does the parking garage look like from the north boundary? How tall is the parking structure on the north edge? Will there be a landscape buffer on the north? Has fencing on the north boundary been determined? I would like as much buffer as possible. Have steps been taken to insure that the underground floor does not have water penetration issues? Will traffic lights be present to control emergency vehicle activity? Will berms obstruct the view of exiting emergency vehicles? Are detention ponds needed? When will the project start? When will the project be complete? What will happen when Dove is blocked and emergency vehicles can not exit during morning and afternoon rush hours on this very narrow road? Dove Road is already too congested due to increased traffic caused by CISD sending kids north of HWY 114 to schools south of 114. I am very concerned about Dove Rd. traffic congestion, cars, bikes, etc. Has the trail that is planned for White Chapel and Dove been considered? Will it conflict with the emergency vehicle response? What is the square footage of the project? (A: 75,000 80,000 sq. ft.)
