2004-05-03 Meeting Report (Pet Boarding)SPIN Citywide Forum for Neighborhoods #7 and #8 Topic: Proposed Pet Boarding Facility at Crooked and Continental Monday, May 3, 2004 7 :00 p.m. Senior Activity Center 307 Parkwood Drive Summary of Questions and Comments Applicants Response to the Questions and Comments Would you be willing to flip it? o We cannot "flip" the design on the new property for a couple of reasons I" this would cause the employee parking and delivery area to be behind the exercise area, which is impossible to accomplish 2" this would eliminate the barrier created by fencing and building, thus causing any noise taking place inside exercise area to be broadcast out P, the positive impact delivered by our up -scale building would be reduced due to a fenced exercise area being in front of the building o So, it is not that we are not willing, it.just does not make sense and is impractical due to parking restrictions. Can you guarantee that I won't hear the dogs? o We are willing to guarantee that we will stay well within city ordinances. With the additional distance created between the exercise area and any residential area (approx. /z mile) we are very comfortable in our ability to stay well withing code. This applies to commercial property as well. Are the dogs going to be out on their own? What time would they be out? How many dogs would be out at one time? No the dogs will NEVER be outside on their own. They will always be supervised during their stay. We will NEVER have our guests outside before 7:00a.m or after 8:30/9:00pm. We are also willing to address any issues involving Sunday church services if necessary, During peak seasons (fall occupancy), we will have approx. 30 guest outside at any given time.. Please keep in mind that these will be divided across several separate exercise area, so approx. 8 -10 guest per area. What will the cost be on a per night basis? o This is difficult to answer, since many packages will exist as well as many different services (grooming, t7eats, shampoos, .walks...etc.). The final costs will be determined by final investment numbers. Have all of the neighbors been notified (Le. Billy Glass Cantrell)? o To my knowledge, all neighbors have been notified. I do know that all SPIN notices were posted and notices sent out. Where will the fencing go? o See architectural renderings Has there been a precedent established for kennels in residential areas? o This is not a residential area. This property is zoned industrial (I -1 to be specific). As far as precedents, yes there are very many other pet facilities across the country which has had to ensure similar restrictions be met. This is why we contracted an expert in pet care facilities for our architects (Bacon Group). With their help and the assistance in noise reduction/containment barrier companies, we are able to ensure that we achieve the goals stated. Has your acoustic expert completed studies on the echo effect from the jet fuel tanks? o This question was really part of a larger question., The concern was that any noise will "bounce" off the fuel tanks and when the wind is blowing correctly, the noise will be "blown" towards to residential area. l st wind cannot blow noise 2 while noise can/will "bounce" off solid objects, by the time any noise which might escape our property (and this will be extremely limited), it would have to pass across the fencing, through the trees lining the adjacent property, hit the tanks at a low level (which cannot happen due to angles to get over the fencing), then bonne off the tanks and be redirected (roughly at a 90 degree angle) and then be transmitted somewhere in the range of mile and at a level which could "hit" someone near ground level. As you can see from the data above, noise will not "bounce" off the tanks and be heard elsewhere. The question also used Dragon Stadium as an example of what could be heard over 1 /Z mile away. l we are talking about noise made by thousands of people (yelling) rather that a few dogs. 2 the design of the stadium is a cone shaped structure which elevates the people up from the ground. Any noise being created within this structure is "funneled" out and enhanced by the design. What is the process? Are decisions being made here? o We explained that this was a information sharing session and that the next step was Planning and Zoning followed by the City Council meeting. There is no way to know until the building is built if the building is built and there is noise, it is too late. o This is not the case. This is why ordinances exist and we MUST abide by these. Again, I am certain that we will easily stay within code. I also explained that we cannot afford to invest millions into a business and then not be able to operate within code. We WILL meet all ordinances! What happens if you get out of the kennel business and the new owner is less concerned? Is there any way to write something in the approval process about this? This is no different than any other business., Someone raised the point that we looked like we were planning heavy landscaping, but other companies had promised similar designs, but not delivered (QuickTrip was mentioned). Our answer is simple. —Hold us and everyone else accountable. This is the entire reason cities and counties have codes, WE WILL MEET THEM and any subsequent owner MUST as well! How many dogs will you board? o Appox. 108 dogs and 30 cats Can you reduce the number of dogs in the exercise yard? o We explained the divided exercise areas and this seemed to address any concerns here Are you asking for any variances, will you have all of the articulation? o No, at the time of the SPIN meeting, none were known. We will have a pre -DRC meeting on 516 and if additional requirements are needed, they will be made known here. Who will pay for the road? o This will be the responsibility of the business park owner(s) Is that part of the trail system? o Originally we thought it was, but subsequent conversation with the city has deteremined that the trail is only on the other side of Continental What will the front look like? o See elevations Four Peaks wouldn't sell you land further down? o No, the configuation of other areas would not meet our need. o Also, we are the BEST solution to "hide" the fuel tanks and thus enhance the value of the remaining property on both sides of Continental Will the landscaping be kept up (unlike the QuickTrip)? o YES! If there is too much noise you will not be in compliance. What happens then? o Addressed earlier in this document, but simply stated, we would be fined. but we WILL BE IN COMPLIANCE! Give me a better idea of where this is located? o Explained where it was located via site plan, See Diagrams Will there be any cyclone fencing around the back? o Cyclone fencing does exist on the back side, but this is owned by the ,jet fuel companies. We will install wood type fencing inside our property to further shield the cyclone and fuel tanks. Is there any way we can test for the noise? o For any testing to be correct, the building and fencing would have to be installed since they create the noise containment process.
