Meeting Topic and Description: Aventerra Zoning Amendment Request

Location of meeting: Southlake Town Hall Y Floor Conference Rooms
Notification Process: Postcard mailed to every home and multiple signs placed in the
community. Eight (8) Meeting Notification Signs placed throughout the City at strategic
locations.
Meeting Recap: Each member of the Aventerra presentation team discussed their area of
expertise. Specifically, Jim Baker covered the overall project concept and progress to date. Larry
Good provided insight into each of the three tracts. Rick Wilhelm discussed the specific zoning
variance and amendments requested by Aventerra. The key zoning changes include:
Adding two (2) newly acquired parcels as part of the PUD.
Consolidate and restrict Commercial uses
Alignment of Aventerra Blvd a change request
Restrict realignment of the office use areas with a maximum height restriction of 6:1 slope
versus the existing 4:1.
Jim Manskey reviewed the three (3) types of "environments" that will have a place in the new
development Prairie, Woodland and Riperian.
Jim Baker then opened to floor to questions. The issues raised during this last section of the
presentation are attached.

TOPIC: AVENTERRA ZONING CHANGES AND CONCEPT PLAN
MEETING QUESTIONS AND COMMENTS
Tract III "No Trespassing" Signs have fallen down on the property need to be replaced.
Tract III People have been working on the land, what is happening here?
Wildlife and Tree Preservation Concerns Where is the existing wildlife going to go? How will
the Aventerra address this problem? How will the trees be preserved, and how will the natural
environment be maintained?
What percentage of this property will be developed and what percentage will remain natural?
Aventerra Boulevard Why have this road connect the three (3) tracts when there is access to S.H.
114 on all sections of the project?
If you can't make connections on your property and N. Carroll (per the original zoning agreement),
how can you extend Aventerra Blvd. down to Kimball?
Did Bruce Payne come up with the amendment to the Master Thoroughfare Plan to include this
road all by himself, or did he receive any input advice from Terrabrook?
Have you had any discussions with the City on continuing Aventerra Boulevard between the three
(3) parcels? Can you commit to not crossing Carroll and Kimball as per the original zoning
agreement?
Didn't the original concept plan for this development connect directly into State Highway 114?
Tract I is designated "restaurant" and "hotel" what is your definition of a "high end" restaurant?
Access to west side of Tract I have you amended your plan for this tract since the July 13, 2001
Submission to the City?
Master Thoroughfare Plan Amendment will be considered by the City Council on the same night as
the Carroll ISD Town Hall Meeting on the high school configuration this is the best case of
"divide and conquer" that I have ever seen and should not occur.
Timing for this development to occur?
Is City Council consideration of the MTP Amendment done by Ordinance, with two (2) public
readings? (Amendment considered by Resolution, one reading)
What is the benefit to the proposed 6:1 slope versus the required 4:1 slope? Is this more restrictive
or less restrictive?
Restaurants have you considered something else besides "Chain" Restaurants in the "Grove." It
would be nice to have high end, individually owned restaurants similar to the Classic Cafe.
White Chapel State Highway 114 Does this addition of parcels to the PUD require a rezoning
of that particular property? With retail hotel uses at this site, what is the traffic flow that would
result from these uses? Will there be other entries exits at this site to accommodate additional
traffic and facilitate adequate traffic flow? Is there to be access on White Chapel north of State
Highway 114?
Will each parcel have one (1) corporate user, or will there be multiple corporate users on a
particular site or in a specific building?
Do you have any tenants that are serious about developing on any of the properties, and if so, are
you willing to discuss any serious developments tonight?
Overall Development Drainage will you help develop facilities to assist in storm water drainage
and drainage issues in general? Dove Creek impact? How do you propose to address these issues
as the City doesn't have a stormwater drainage system in place?
I hope that drainage will be addressed better on this project than in the Wyndsor Grove phase of
Timarron, where the developer allowed runoff to impact the adjacent subdivision "The Dominion."
Size of Retail Parcel How big of a parcel do you estimate for retail uses? How many stories
(height) are planned on retail developments?
Office Sites Do you anticipate surface parking, or is there a vision to develop surface and
structured parking in some mix? If so, what kind of percentage estimates do you envision for each?
Open Land between Tracts 1, 11, and III Has there been any effort to purchase participate in the
development of these properties in order to assure consistency with the development of the 114
corridor?
Restaurants Hotel Retail Has there been any discussion with Cooper and Stebbins (Town
Square) in regards as to how these uses in Aventerra would compete with or compliment the uses
in Town Square?
How large a hotel do you envision at the State Highway 114 White Chapel Site? What type of
hotel do you see going in there, Hilton, Sheraton, Marriott, or Motel 6?
Does CCR's for development have to go through review and approval by the City? How do we
insure quality buildings?
Sewer Is City sewer available to Tracts 1, II or III What is the plan for sewer services?
Could you please clarify again the requested actions regarding your zoning amendments?
Tract II Regarding the large undeveloped parcel (floodplain) who would maintain this area?
Can other developers alter the use in this area as they come in?
In zoning requests, are there plans to request a heliport as an allowed use?
Impact of White Chapel, if everyone going to Aventerra is entering on White Chapel, what is the
estimated traffic impact of these additional cars onto White Chapel? Has a traffic study been
conducted? Results?
When does this case go before Planning and Zoning? Before City Council?
