Highland and N. Kimball Avenue Featured Speakers: David McMahan, Four Peaks Development Number of neighbors attending: 67 signed in estimated 80 in attendance. Location of meeting: Town Hall 3 Floor Training Rooms Notification Process (ie: flyer mailed, hand delivered, calls, city publications, etc.) Citywide Notice via postcard, eight signs placed throughout the City, meeting calendar, City Manager's Report. Follow -Up Information: See Attached questions and comments. Questions: Why build duplexes here, rather than what the current Land Use Plan calls for? Why aren't $400,000 s.f. homes viable? Who is Four Peaks? Why is this product needed? (There were citizens that attended the meeting that replied to this question that the product was in fact a desirable product, and that they would be willing to purchase one of the units). Will this affect school enrollment due to different density than planned? Where do school enrollment numbers come from, schools or city? Will this have the same negative effect on schools as in Arlington, where more multi- family resulted in lower standards? Was traffic impact study done on Kimball /Highland? Was EPA impact study done? Isn't it better to do nine single family homes instead of twelve duplexes? What will pricing be for duplexes? What price are lots? (around $60,000) Will Four -Peaks be the builder? (developer of land only) How do power lines affect these lots? (makes them less economically viable due to the impact on the value of the property, and more affordable; property has been on the market over a 2 -3 yrs. This was mentioned by Four Peaks and was evidenced by some citizens in attendance at the meeting with real estate experience) If wires diminish value, why are you paying so much? What part of these structures face Kimball? (fronts made of masonry product) Is Four -Peaks trying to rezone entire portion? (front, MF -1; back, SF1 -1A) What about sewer? (hook -up is 500 ft. west of Kimball... How much of this property is in street r.o.w. on Kimball? Is Four -Peaks incorporated? Are garages detached? (yes, w/ covered breezeway) Duplexes sold for investment purposes have lower standards how will duplexes be sold? (a number of ways; each will be a minimum of 2,200 s.f.) How does the nearby 100 ft. offset /berm affect this property? (it's two lots away) If the property has been owned for a long time was power line fee already paid to owners? Is Lot 5 priced separately? Is this your only solution? Could you have another plan which would not be targeted to investors/ transient tenants? What other uses are possible here? (light commercial, furniture store... Is variable housing possible, such as in Timmarron? (50 ac. Required for PUD) Is there no other variance possible than this? Did you develop the'/ ac. lots west of Carroll? (no) Renters do not carry their fair tax share is this the target market? Have you ever watched buses trying to take the turn at Highland /Kimball? What siding? (masonry product... Low density to medium density zoning came about the time of Evergreen when was that? How does your proposal comport with existing land use plan? Where did you get your school board numbers? Schools are planned for 35,000 density build -out, and there has been no encouragement to up that number. How are you going to control the look if you're not the builder? (deed restrictions) What guarantees are there for keeping back lots low- density? What are your plans for the back 2 acres? What about half -empty buildings because no one wants to live near powerlines? Has Four -Peaks purchased property? (under contract; have an option) Can you put in garden homes (one family)? What are your plans if you don't get this zoning? How can we participate in setting deed restrictions /architectural standards? (buy -in!) Do you live in Southlake? (yes) What kind of landscaping? (will exceed requirements) Is city agreeable to this kind of building? (zoning was set in '89) Any wood siding at all? What else could you build if you get this zoning... apartments? How can I believe you will do what you say? Did you build Huse Homeplace? You originally requested twelve lots but were only allowed five (and they integrate well into surroundings) Will garages be built w/ same masonry product? Composition roof? A road is proposed from Kimball to Dove could you work to improve that design? Did you buy the property at the end of Burney Lane?
