2001-06-06 Meeting Report (Verizon)Questions Summary from SPIN Citywide Forum Proposed Verizon Network Operations and Control Center (NOC) June 6, 2001— 7:00 p.m. Will employees be discouraged from using the Kirkwood Blvd. access point (secondary access off of Kirkwood)? What is the Texas Department of Transportation's (TxDOT) plan for the State Highway 114 access with Dove Road? Will Dove Road be widened from it's current capacity? Would this be done in coordination with the construction of this facility? Will Kirkwood change from what it is now? How would the road change if it is planned to change? How did you get to the widening of Dove only to the entrance point on Dove? How long is the road section that would not be widened by Verizon? Can Verizon go ahead and widen the whole length of the road section? How would this project impact the traffic on White Chapel? Is this project a done deal? What is the next step in consideration of this project? What is the forecasted number of employees at this facility? What is the timetable for phasing in increased number of employees? What are the shift change times? Is this a 24 hour operation? If not, what are the hours of operation? How many employees would be on hand at the facility on the late shift (11 p.m. or later)? Are the going to be lighted parking areas? If so, what is the level of lighting proposed? Has Verizon asked for a tax abatement? What are the details of this agreement between Verizon and the City? Does this agreement include personal property? Is there a NET revenue benefit to the City per this agreement? Will the Mirrowave connection proposed impact cellular connectivity in the surrounding area? What is the impact of this connection on the health of the surrounding residents (questioner's son is a cancer patient would this have a negative impact Would Verizon be willing to provide resources to hire an independent engineer to report on the potential effects of the Microwave connection on the surrounding area? What is the projected building height? Is it two stories, or would the future expansion highlighted exceed that level? What items of the facility would be viewable from Kirkwood? What items would be visible from Dove? What are the plans for "hardening" the facility protection planned from Natural Disasters? Has anyone talked with weather experts from around the area to include ideas to protect the facility from tornados, etc? How far is the Kirkwood Entrance from Tyler Street? What security is planned? Is there to be outside security? Inside the building security? Outside Fencing? Will the detention pond be "groomed" or protected? Are there plans to have wires /wiring, dishes, or other equipment on the building or within view in regards to this project? Questions Summary from SPIN Citywide Forum Proposed Verizon Network Operations and Control Center (NOC) June 6, 2001— 7:00 p.m. Can Verizon approach TxDOT with some resources in order to facilitate a secondary access point from S.H. 114 for Sabre and Verizon? TxDOT might be receptive to resources provided by these entities and alter their plans. The concern of the surrounding residents is to keep traffic down on Kirkwood. Can the proposal be adjusted to include two (2) access points from Dove Road and no access from Kirkwood? What is the plan for the intersection of Kirkwood and Dove? Will this intersection be signallized? If not, how are residents of Kirkwood Hollow going to make a left hand turn onto Dove from Kirkwood? Contrary to earlier assertion, this is a dense development there is parking in several areas, future expansion areas are only referred to here and are not controlled by consideration of this project these points must be covered NOW versus simply referring to it as "future development." This lot is the high point of the surrounding area the tower may only be part of the structure on the 2nd story, however has Verizon considered that the surrounding residents will be able to see a good part of this tower due to the land being higher than the surrounding area? Would Verizon be amenable to accepting deed restrictions on the building height? Has Verizon considered the impact of traffic in conjunction with the future school at Dove and White Chapel? Has Verizon considered their operations and the impact that it would have on school bus traffic in the morning? When would the project propose to break ground? What is the timeframe for construction? What is the timeline for W. Dove and S.H. 114 to open again? Has Verizon considered that when this intersection opens again that there will be a large amount of cut through traffic on Dove going to Grapevine, and even potentially as far as North Dallas? When will the traffic impact study be completed? Can this report be distributed to the meeting participants prior to the joint Planning and Zoning Commission /City Council meeting next week? What are the "hours" for employees? Are the shift hours flexible? Notification for this meeting was lacking is the City required to publish a notice within a certain amount of feet prior to this type of meeting? Should the City be doing more to publish these type of requests? In regards to what the assumptions are regarding revenue projections to the City, this City has a high tax rate and I believe that a mixed -use, cluster -type development (similar to the downtown Southlake area) would mean less density and provide greater revenues to the City in the form of tax revenues. Has the City's Economic Development people analyzed the impact of this proposal in terms of projected revenue?
