During Public Forum, the Commission will not discuss, consider, or take action on any item presented. The Commissions' options during this topic are 1) to listen, 2) ask questions and respond to the presenter only, 3) request staff to look into the issue and report back to the Commission and/or 4) request that the Chair put the item on a future agenda for the Commission to discuss or consider. 3. Agenda Item No. 3. Discussion: A. Metroport Meals On Wheels Report – MMOW Executive Director Mary King will present a quarterly report to the Commission. A copy of the September MMOW report, as well as a 2018 cumulative report, are included in your packet. B. Call A Ride Southlake Report – CARS Chairman Ernie Meyer will present a quarterly report to the Commission. A copy of the CARS 2018 cumulative report is included in your packet. C. City Manager’s Office Report – Assistant to the City Manager Lauren LaNeave will provide a presentation to the Commission. No packet documents. D. Economic Development Report – Deputy Director of Economic Development & Tourism Daniel Cortez will present an update to the Commission on development projects within the City. No packet documents. Senior Services Report – Senior Services Coordinator Soheila Mashat- Phelps will update the Commission on current and future senior programming and events. No packet documents. Your packet memo provides information for consideration. B. Approve Senior Advisory Commission 2nd Quarter Dashboard Report – Ashley Newhart will present the SAC 4th Quarter Dashboard Report. CALL TO ORDER Beverly Blake called the meeting of the Senior Advisory Commission to order at 1:00 p.m. 2. PUBLIC FORUM – Chair Beverly Blake opened Public Forum at 1:00 p.m. There being no one else to address the Commission, Public Forum was closed. 3. CONSENT AGENDA Consent Agenda items are considered to be routine by the Commission and are enacted with one motion. 3A. APPROVAL OF THE MINUTES FROM THE SEPTEMBER 11, 2018 REGULAR SENIOR ADVISORY COMMISSION MEETING. Chair Beverly Blake presented the Consent Agenda, including approval of the minutes of the September 11, 2018 meeting. Senior Advisory Commission had no corrections to the meeting minutes. APPROVED A motion was made to accept the minutes of September 11, 2018 meeting as presented. DISCUSSION 4A. METROPORT MEALS ON WHEELS REPORT The Commission received a copy of the August MMOW report and the 2018 cumulative report in the meeting packet. 4B. CALL A RIDE SOUTHLAKE REPORT The Commission received a copy of the CARS 2018 cumulative report in the meeting packet. CARS Chair Ernie Meyer answered questions concerning trips in the report. Ernie Meyer explained the increased in trips cancelled by user was due to many illnesses. Mary Lee Alford also mentioned how the Total One Way trips increases by 39 rides in the past month and was the most trips over the course of the year. 4C. CITY MANAGER’S OFFICE REPORT There was no City Manager’s Office Report at this meeting. Assistant to the City Manager Lauren LaNeave will present an oral report at the November SAC meeting. 4D. COMMUNITY SERVICES REPORT Hospitality & Sales Manager Ashley Newhart presented the August Senior Center Dashboard Report and was available to answer questions. 4E. SENIOR SERVICES REPORT Senior Services Coordinator Soheila Mashat-Phelps updated the Commission on current activities and responded to questions. Soheila Phelps announced the world class Net Promoter Score of 9.83. Soheila Phelps also announced that the senior center memberships have exceeded their target goal of 144 Non-resident memberships. 5. Beverly Blake, Chair Community Services Department A digital recording of this meeting is available by request in the Office of the City Secretary. 4A - 3 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork M E M O R A N D U M November 5, 2018 TO: Senior Advisory Commission FROM: Ashley Newhart, Hospitality and Sales Manager SUBJECT: Election of Officers for Senior Advisory Commission _________________________________________________________________________ Action Requested: Election of Senior Advisory Commission officers Background Information: Senior Advisory Commission (SAC) Bylaws Article III states regarding the process for election of officers in Section 3.1(b): At the first regular meeting following the annual appointment of new commission members by the city council, the commission shall elect by majority vote from the members, a chair, vice-chair, and secretary, each to serve two year terms or until successors are elected.” City Council made annual appointments to several City boards and commissions including SAC at their meeting on October 16, 2018. City Council appointed Patty Howell (Alternate #1) and Greta Schumacher (Alternate #2), and reappointed Ed Grondahl (Place 1), MaryLee Alford (Place2), Esther Spickler (Place 5), Beverly Blake (Place 6), and Kathryn Orler (Place3) to serve on the Commission. With the recent SAC appointments, this item has been placed on the agenda to allow the Commission the opportunity to elect officers if desired. Recall at the November 8, 2016 SAC meeting, the Commission elected officers Chair Beverly Blake, Vice Chair MaryLee Alford and Secretary Marge Kyle and they were re-elected at the November 14, 2017 meeting to serve out the term to expire October 2018. Any sitting Board member may be considered for an officer position. Vice Chairman  In the absence of the Chair or in the event of his/her inability or refusal to act, the Vice Chair shall perform the duties of the Chair; and  Perform such other duties as from time to time may be assigned to him/her by the Chair of the Commission. Secretary  Ensure minutes of each Commission meeting are filed with the City Secretary (Handled by Department Secretary)  Perform all other duties as from time to time may be assigned to him/her by the Chairman of the Commission;  In the absence of the Chairman and Vice-Chairman or in the event of their inability or refusal to act, the Secretary shall perform the duties of the Chairman; and  In the absence of the Secretary, the Chairman or acting Chairman shall designate a Commission member to perform the duties of Secretary. Financial Considerations: Officers that are members of the Commission shall not receive any salary or consideration for their services.
