Arts Council about non-agenda items. During this proceeding the Arts Council will
not discuss or take action on any item brought up at this time.
4. Agenda Item 4A. Consent: Approve the minutes from the August 28, 2018 Southlake
Arts Council meeting – Please make any corrections to the minutes part of the
motion.
5. Agenda Item 5A. Consider: Review proposals and select finalists for the Zena
Rucker Road and Tower Blvd Roundabout public art piece – Staff will provide a
presentation of the submissions for the Call to artists. Submissions are due to the
City Secretary’s office on Friday, October 19th at 5:00 PM. Arts Council is being
asked to select 1-3 finalists to request concepts.
6. Agenda Item 5B. Consider: Consider rescheduling November / December meeting
dates to avoid holiday conflicts – The purpose of this item is to allow the Arts Council
an opportunity to discuss and consider cancelling and/or rescheduling the November
27th and December 25th regular meetings. Previously, the November and December
meetings were combined with one meeting being held earlier in December. Please

Northeast for Arts Council’s recommendation.

Assistant to the Director and Arts Council liaison Cassie Tucker presented the
permit requests for FY2019 to allow art gallery receptions and exhibits to be held
in Town Hall Lobby. The art gallery events are: Art in the Square (Feb 2019),
Summer Historical Society Exhibit (July 2019), and Annual Fall Art Exhibit (Sept
2019).

Assistant to the Director and Arts Council liaison Cassie Tucker presented the
Public Arts Master Plan and reviewed recommendations.

A motion was made to recommend approval of Ordinance No. 1199, adopting
the City of Southlake Public Arts Master Plan, an element of the Southlake 2035
Comprehensive Plan, as presented.

4E. APPROVAL OF THE CALL TO ARTISTS FOR AN ART PIECE TO BE
INSTALLED IN A ROUNDABOUT AT THE INTERSECTION OF TOWER
BOULEVARD AND ZENA RUCKER ROAD
Assistant to the Director and Arts Council liaison Cassie Tucker presented a
proposed Call to Artists for an art piece to be installed in the City’s 7th roundabout
at the intersection of Tower Blvd. and Zena Rucker Road for Arts Council’s
feedback.
An alternative to releasing a new Call to Artist for the Zena Rucker Road
roundabout is to use the runner-up artist/art piece from the last Call to Artists.
Arts Council preferred moving forward with a new Call to Artists and using the
runner-up piece for another suitable location.
A suggestion was made that the Call to Artists specify a contemporary piece that
connects a high residential area with a medical area and a contemporary
shopping center, and include photos of the area to show the amenities and
natural features retained by the developer of the residential subdivision in
proximity to the roundabout.

Assistant to the Director and Arts Council liaison Cassie Tucker lead a review of
the art submittals provided by Grapevine Arts Project artists. The Arts Council
selected pieces for the annual Fall Art Gallery Exhibit in September 2018.
Bruce Rosenstiel, representative of the Grapevine Arts Project (GAP), provided
information about the art submittals for Arts Council.

A motion was made to approve the artists, as selected by the Arts Council, to be
displayed in the Fall Art Gallery Exhibit in September 2018.

update about programming and Champions Club, including total memberships
to-date; a tour of Champions Club for Arts Council on September 25 prior to the
meeting; an event for artist Seth Vandable; an art coloring book and contest;
creation of a Carillon Parc Steering Committee with a representative from Arts

Requested: Review proposals and select finalists for the Zena Rucker Road
and Tower Blvd Roundabout public art piece
Background
Information: A Call to Artists was released on August 31st, 2018 to local,
regional and national artists requesting proposals for public art to
be placed in the City’s seventh roundabout. Proposals are due to
the City on Friday, October 19th at 5:00 PM and will be available for
your review at the meeting.
At this meeting, Southlake Arts Council will review the artists’
submissions and select up to three (3) artists to provide art
concepts for consideration.
Financial
Considerations: Funding in the amount of $90,000 for the design and installation of
artwork is provided in the roundabout project budget. Additionally, a
$1500 stipend will be provided to the 3 finalist selected to provide
their complete proposal for Arts Council recommendation and City
Council consideration.
Strategic Link: Approval of the final concept is linked to the City’s Strategy Map
related to Quality Development and Performance Management and
Service Delivery and meets the corporate objectives of Collaborate
with Select Partners to Implement Service Solutions and Invest to
Provide and Maintain High Quality Public Assets. It also is
connected to Critical Business Outcome 05, to Improve quality of
life through progressive implementation of Southlake’s
Comprehensive Plan recommendations.
