WORK SESSION: 5:30 P.M. 1.CALL TO ORDER Work Session was called to order by Mayor Laura Hill at 5:30pm. 2.INVOCATION: CLAYTON REED Pastor Reed gave the invocation. Mayor Laura Hill led the pledges of allegiance to the United States and Texas Flags. 3.RECOGNIZE FIRST RESPONDERS AND OTHER EMPLOYEES FOR OUTSTANDING PERFORMANCE DURING RECENT STORMS. Item 4A REGULAR CITY COUNCIL MEETING MINUTES, OCTOBER 2, 2018 Page 2 of 8 City Manager Shana Yelverton introduced the Directors of each department to be recognized: Fire Chief Mike Starr, Police Chief James Brandon, Public Works Director Rob Cohen, and Assistant City Manager and Director of Economic Development & Tourism Alison Ortowski for Office of Marketing & Communications. Each Director recognized their staff for outstanding performance during recent storms. Councilmembers stated their appreciation and respect for the work every member of staff provides to the community. Staff and Council took pictures. 4. SOUTHLAKE BUSINESS SPOTLIGHT – METHODIST SOUTHLAKE HOSPITAL City Manager Shana Yelverton introduced Methodist Southlake Hospital President John McGreevy who provided an update on hospital services and vision for the future. 5. DISCUSS CARILLON PARC PUBLIC SPACES. Assistant City Manager Ben Thatcher provided an overview of potential Carillon Parc public spaces and the intended responsibilities of the Steering Committee. 6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on tonight’s consent agenda. Deputy Mayor Pro Tem noted the September 18th minutes need to be corrected to state he adjourned the meeting at 7:06pm, not Mayor Hill. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor Hill at 6:25pm. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071 consultation with city attorney. City Council adjourned for Executive Session at 6:29pm. Executive Session began at 6:46pm and concluded at 7:56pm. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:57pm. CAPITAL PROJECTS UPDATE City Manager Shana Yelverton introduced Director of Public Works Rob Cohen, who provided an update on the status of Capital Improvement Projects. 4. CONSENT AGENDA: Consent Agenda items are considered to be routine by the City Council and are e nacted with one motion. 4A. APPROVE MINUTES FROM THE SEPTEMBER 18, 2018 REGULAR CITY COUNCIL MEETING. 4B. CANCEL THE REGULAR CITY COUNCIL MEETINGS ON NOVEMBER 20TH AND DECEMBER 18TH; ALSO NOTING THE JANUARY 1, 2019 MEETING IS AUTOMATICALLY CANCELLED AS IT FALLS ON A RECOGNIZED HOLIDAY. 4C. THIS ITEM INTENTIONALLY LEFT BLANK. 4D. AUTHORIZE ANNUAL FUEL PURCHASES FROM MARTIN EAGLE OIL FOR CITY VEHICLES AND EQUIPMENT IN AN AMOUNT NOT TO EXCEED $351,500. 4E. APPROVE PURCHASE OF REPLACEMENT VEHICLES FROM SILSBEE FORD IN THE AMOUNT OF $571,930. 4F. APPROVE PURCHASE OF REPLACEMENT FIRE TRUCK FROM SIDDONS- MARTIN EMERGENCY GROUP IN THE AMOUNT OF $1,160,976. 4G. APPROVE PURCHASE OF REPLACEMENT AMBULANCE FROM STERLING MCCALL FORD IN THE AMOUNT OF $288,068. 4H. APPROVE PURCHASE OF REPLACEMENT TRAILER FROM KIRBY SMITH MACHINERY INC., IN THE AMOUNT OF $28,950. 4K. APPROVE REPLACEMENT POLICE MOTORCYCLE EQUIPMENT FROM CAP FLEET UPFITTERS IN THE AMOUNT OF $40,140. 4L. AUTHORIZE EXPENDITURES WITH WEATHERPROOFING SERVICES IN AN AMOUNT NOT TO EXCEED $160,000 IN FY 2019. 4M. APPROVE AN ANNUAL PURCHASE AGREEMENT FOR BEACON CELLULAR SERVICE WITH BADGER METER INC. IN AN AMOUNT OF $123,395. 4N. CONSIDER FOR FUNDING THE RENEWAL OF A PROFESSIONAL CONSULTANT AGREEMENT WITH JERRY HODGE AND ASSOCIATES FOR PROJECT MANAGEMENT SERVICES FOR THE SH 114 IMPROVEMENTS PROJECT IN AN AMOUNT NOT TO EXCEED $120,000. 4O. TABLE ORDINANCE NO. 480-740 (ZA18-006), 1ST READING, ZONING CHANGE AND CONCEPT/SITE PLAN FOR SOUTHWEST MEADOWS ON PROPERTY DESCRIBED AS LOT 1R1R2, BLOCK 1, SABRE GROUP CAMPUS ADDITION, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT 1901 W. PUBLIC FORUM Mayor Hill opened the Public Forum at 8:17pm. Apex Arts League Marketing Representative Tim Sabo introduced three young dancers from the upcoming Nutcracker performance. The performers danced for the Council while being videotaped. Mayor Hill closed the Public Forum at 8:26pm. 6. ORDINANCES, SECOND READINGS, PUBLIC HEARINGS, AND RELATED ITEMS 6A. ORDINANCE NO. 480-751 (ZA18-0029), 2ND READING, ZONING CHANGE AND CONCEPT PLAN FOR 1100 SHADY OAKS DR. ON PROPERTY DESCRIBED AS TRACT 8A06, THOMAS M. There being no one wishing to speak, Mayor Hill closed the public hearing. Motion was made to approve Item 6A, Ordinance No. 480 -751 (ZA18-0029), 2nd Reading, Zoning Change and Site Plan for 1100 Shady Oaks Dr., subject to the Staff Report dated September 25, 2018, and the Concept Plan Review Summary No. 4, dated September 14, 2018, and granting the following variance request: - Driveway Ordinance No. 634, as amended, Section 5.1 which requires a forty (40) foot minimum centerline driveway spacing for residential driveways on collector streets. The applicant is proposing a centerline spacing of approximately twenty (20) feet between the proposed northern driveway and the existing gravel driveway on the property to the north. City Council is granting this variance request. Mayor Hill stated since this item does not require a public hearing, submitted comment cards would be recorded but did not ask anyone to address Council.
