This is just our formal letter stating that we are not opposed to a
residential development behind our home, but we are opposed to the zoning
change. 14 houses, 9 of which will be on the Southlake Woods community
side of the property is just to much. They will be zero lot line homes
backing up to our 3/4 lots not to mention the drainage problems.

Dear Mayor Hill and Southlake City Council:
I write this letter to you all not only on behalf of myself, my husband and our four daughters,
but as a representative of our Southlake Woods neighborhood.
A year and a half ago our family moved into this neighborhood attracted by the land, large lot
size and sense of community. Prior to purchasing our home we did our due diligence and
investigated the surrounding areas knowing that as much as we enjoy the acreage and cows
behind our home that the zoning immediately behind our lot allowed for development on the
almost 10 acres of one 5 acre lot and 5 one acre homes.
Just recently we were informed that the current owners intend to sell the property to a builder
for development of the acreage and to build 14 homes on the site. This is what we would like
to communicate and convey to you as the mayor and the council people:
1. Neither ourselves, nor our neighbors are opposed to development of this lot. We
understand the landowner's rights and are not fighting that.
2. However, we, as well as our other neighbors bought our homes after investigating the
potential for development around us and relied upon the understanding that it is
currently zoned for one five acre lot and five one acre lots (more consistent with the
estate home that surrounds this property to the south and the % acre lots that surround
the property to the north).
3. 1 have reached out to the developer in an effort to work jointly and collaboratively and
look forward to his response. As neighbors, we look forward to working with the
developer to ensure that the development that goes in flows with not only the
surrounding neighborhoods, but Southlake overall.
4. We are concerned that the current proposal is in variance with what it is currently zoned
for, has large homes on small acreage with zero lot lines, is not consistent with the
surrounding area (rather, as one P&Z Commission member stated: "it looks like it has
just been dropped in,") and at .02% open/green space does not reflect the character of
either Southlake or Southlake Woods.
5. This process has moved very quickly with little meaningful time for collaboration and
discussion between the neighbors and developer. We would encourage the City Council
to table this for the time being so as to allow time for communication and
understanding.
6. Finally, the property itself is a watershed for almost 109 surrounding acres. While the
developer is working with a drainage expert, our concern is, what if it doesn't work?
What assurance is there that not only our properties, but the properties to the south
and Peytonville will not flood as a result of this land being overdeveloped?
We look forward to working with both the developer and the City of Southlake as this
project moves forward in what we hope will be a beautiful new development that reflects
the character of this great city and the surrounding neighborhoods.
While I realize that this zoning item is in its first reading at the October 2 Council meeting
and therefore not subject to "public comments", both myself and my neighbors will be at
the meeting. If you would like for me or them to explain any of the points made in this
letter, I will be available to do so if invited to do this.

Honorable Mayor Hill,
I am writing in regard to the proposed zoning change for the property at 610/620 S Peytonville Ave. I share the largest boundary with this
property, approx 700 ft along the south side of the property (670 S Pevtonville).
I was approached several weeks ago by Kosse Maykus regarding the development he wished to pursue. I believe he felt that as the largest
bordering property he needed to get me on his side. It is my understanding the current owners of the property have moved to Vaquero, are
determined to sell to a developer (Kosse is not the first developer to knock on our door in the recent year or two) and have effectively abandoned
the property until their current proposed deal with Kosse goes through.
I always hoped the land would be sold as an estate lot, however it now seems development is inevitable. At my first meeting with Kosse, and
again at a second meeting we had just prior to the SPIN meeting (for which the city put up signs barely 24 hours in advance and I was unable to
attend), he assured me he would do everything he could to fix the very serious water problem the property in question presents for my property
and others and ensure proper tree preservation across the property. I promise you, the water problem is significant, something I am reminded of
recently with all the rain we had. He showed me a plan where his engineer prepared to rebuild the creek and retention pond, however I am not an
expert in this field and I have no idea if it is a good plan or not, and I have no guarantee it will be effective. I believe it should be the
responsibility of the City of Southlake to completely review the drainage situation and have an independent engineer evaluate their proposed
plan. I don't think it should be the responsibility of the surrounding homeowners to hire and/or pay for this analysis. With 14 additional homes in
the proposed development there will undoubtedly be even more water run off.
I told Kosse I will not fight his zoning change, and I know he is been telling other neighbors I am in favor of the project. However, I am under the
impression the zoning change was the first step and a separate approval of the specific site plan would come later when I can then express my
desire for fewer houses on the property. I spoke to Rosanne Swacker recently, and I am surprised to discover that none of the other bordering
property owners were contacted by Kosse. I am not willing to fight the development in general as I assume the city would not approve it if it was
not acceptable under city code, though I am certainly not "in favor" of it. My concern is with the number of homes planned, the water runoff
issues and tree preservation, particularly along my property line. I also don't see how it is possible to not have my property value negatively
impacted significantly, which is important to me since it is large estate home currently on the market for sale and all homes along this street are
estate lot homes.
I am attaching videos showing the water flow from 610/620 across my property and into the neighboring property at 690 S Peytonville. As you
can see, the amount of water is enormous and flooding is severe. These videos were taken some time ago, but the problem is only getting worse
and the erosion on my property over the years is painfully evident. The water also crosses my property further to the back in a large "sheet" rather
than a creek and brings significant debris, including cow manure, onto my property.
I look forward to the city's response and hope that serious consideration will be given to my concerns as well as the concerns of surrounding
homeowners, particularly to water drainage and an independent examination of the current situation as well as the number of homes proposed.

Dear Mayor Hill and Members of Southlake City Council,
I am contacting all of you regarding the proposed new development at 610 South Peytonville
Avenue by Maykus Custom Homes. I am aware that Mr. Maykus gave a presentation at a SPIN
meeting earlier this month to highlight his plans for development. Unfortunately, many local
residents in nearby Southlake Woods and Park Place were not aware of this meeting and
therefore did not attend. With the start of school and the flurry of activity that entails, 1 am not
surprised that this meeting flew under the radar.
I first learned about the SPIN meeting after seeing a sign posted on the property the night
before the meeting. I reached out to Jerod Potts for more information. He said a sign was
placed on the property the day before which meant local residents barely received 24 hours
notification. As I explained to him, many of us rely almost exclusively on these signs for notice of
upcoming city meetings and hearings. Mr. Potts was very helpful and directed me to the website
to watch the video of the meeting.
After watching Mr. Maykus' 5-minute presentation, I came away with more questions than
answers. He mentions there were "significant" issues that had to be addressed regarding
drainage from the North (Southlake Woods) and from the East (Park Place subdivision), but yet
did not go into any detail about how these complicated drainage issues were going to be dealt
with. Just last week, we witnessed how poor drainage elated to runoff from the new construction
site at Shady Oaks and FM 1709 led to significant flooding that caused 2-3 feet of water to flood
the Westbound lanes of 1709. Recent heavy rain has also led to flash flooding in other parts of
the city and has caused significant problems with standing water that have led to a proliferation
of mosquitoes. It is my understanding that a number of property owners, particularly in
Southlake Woods, already have a problem with standing water. It's an issue that could be
exacerbated if the flow of stormwater is adversely affected.
The new project at 610 South Peytonville also proposes a new road to be built directly across
from the Boardwalk entrance to the Park Place subdivision, and yet Mr. Maykus glossed over
that and did not go into any detail about how that may impact traffic along Peytonville or address
potential safety concerns about entering/exiting these neighborhoods with 4-way traffic
flow. Considering the speed at which some people travel along this road and limited sight
distances, I believe there are legitimate safety concerns that should be discussed. Instead, Mr.
Maykus spent a lot more time in his presentation talking about planting trees and mentioning the
expected sales price for these homes on 1/2 acre lots to be in the $2-4 million dollar range.
While I am not a real estate professional, I could not find any homes in the MLS listings in that
price range on lots of that size. Based on the reaction I have heard from a couple of neighbors,
it makes me wonder if a statement like that was meant to appease people in hopes they would
not ask further questions.
Given that this proposed development will impact over 200 families (160 homes in Southlake
Woods and 40 homes in Park Place) and neighboring homeowners on Peytonville, I would
respectfully request the city to give residents another opportunity to ask the developer questions
and voice any concerns they may have. It is my understanding that residents were not given
that opportunity at the Planning and Zoning Meeting. My work commitment in Dallas will prevent
me from attending, but I hope you will take all of this into consideration when you discuss this at
Tuesday's City Council meeting.

I'm a homeowner in the Southlake Woods development and I have major concerns about the
new Hawkwood development that is being planned south of my home. I live alone the drainage
area and have for the past 20 plus years. My concern is about anything that would reduce or limit
the amount of water that flows down this area when it rains. I have seen the bridge on Stonebury
Drive (south side) which has two large culverts under it fill to the top, this includes the past two
heavy rains in early August and mid September.
As you know West Nile virus is very real in Southlake and I have had 3 recorded message on my
answering machine at home that my area has been identified as needing spraying for the past 3
weekends. The recording also says to remove standing water, I would like you assurance that
standing water and drainage will not be an issue if Hawkwood is built that the drainage we have
today will not be impacted or reduced in anyway!

As the mayor of Southlake I assume that property value of current residents
is one of your many priorities. I reside at 771 S. Peytonville and am quite
concerned that the Hawkwood Development's request will impact the various
properties that currently are built on over an acre lots in a negative
manner. Several are currently for sale, and I do not want to see, yet
another, sub -division be squeezed into a current neighborhood. There is also
the consideration of water pressure that will be reduced to the current
residence with the addition of the unplanned homes.
I request that the current zoning stay in place and that the refining not be
allowed.
