2. Discussion: Current financial environment
The purpose of this item is to provide the group a detailed report on the finances
of the Southlake Park Development Corporation. Our presentation will cover
collections, debt and future fund availability. This will be a fairly detailed
presentation, but we want you to have a good understanding of the half-cent
sales tax and its use for park and other purposes as we move toward a
discussion to prioritize projects.

3. Discussion: 2005 Park, Recreation & Open Space Master Plan implementation
status
The purpose of this item is to provide the group an update regarding the
implementation status of the 2005 Park, Recreation & Open Space Master Plan.
Note that this plan is an element of the Southlake 2025 plan. Although we are
currently in the process of completing the Southlake 2030 plan -- and we
recognize that priorities may change -- we feel it is important to go ahead and
base your budget priorities on the currently adopted master plan.

4. Discussion: Capital Improvement Project priorities (FY 2013-2017)
This is the most important item on the Joint Meeting agenda because this is
where the City Council, SPDC and Park Board will interactively discuss the
projects and their relative priority. Chris Tribble will walk the group through the
projects as prioritized at the 2011 meeting.
Mayor Pro Tem Bledsoe will then lead the group in a discussion regarding the
prioritization to determine whether or not the group is comfortable with the project
priorities as presented or if additional changes need to be made.

Note that you will not be asked to vote on the budget during the joint meeting.
Our plan is to present the information, have the conversation and work on project
priorities, with the SPDC and Park Board coming together at a later date to
finalize their budget recommendation.
5. Discussion: Next Steps — Southlake 2030 and Multipurpose Facility Project Plan
Chris Tribble will provide the group with an overview of the next steps in the
SPDC CIP adoption process. He will then update everyone regarding the
timeline for completing the Parks, Recreation, Open Space and Community
Facilities Master Plan. Finally, Shana Yelverton will cover the next steps related
to the Multipurpose Facility and potential referendum election.
