Kimball Ave. and 328 Shady Ln., generally located on the north side of E. State Highway 114, east of N. Kimball Ave. and west of Shady Ln. 5. Review, discuss and make recommendations on the development of approximately 3.9 acres of land for the construction of four professional and medical office buildings located at 2627 S. Nolen Dr., generally located approximately 290 feet south of E. Southlake Blvd . on the west side of S. Nolen Dr., north of the intersection of future S. Village Center Dr. 6. Review, discuss and make recommendations on the development of the north 2.2 acre portion of an approximately 6 acre tract of land for First National Bank located at 2001 Shady Oaks Dr., generally located along the east side of Shady Oaks Dr., and the west side of W. State Highway 114, just south of W. Dove Rd. 7. Review and discuss options on the possible future development of the properties in and around the Michael Drive area being approximately 11.76 acres of land generally located south of Southlake Blvd., north of W. Continental Blvd./Union Church Rd., and west of Davis Blvd. 8. Adjournment. MEETING OVERVIEW: On August 2, 2018 the Southlake 2035 Corridor Planning Committee held their eighteenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #3 – Southwest Meadows Meeting #18 – August 2, 2018 Page 3 ITEM #3 DISCUSSION – Review, discuss and make recommendations on a proposed development to include a hotel and three (3) restaurant/retail sites located on approximately 6.0 acres of land addressed as 1901 W. Kirkwood Blvd. and located at the southeast intersection of W. State Highway 114 and W. Kirkwood Blvd.  Staff presentation: Richard Schell o Zoning Change (S-P-2) and Concept Plan o Five-story full service hotel o Current Zoning: NR-PUD o Future Land Use: Mixed Use o Property in SH 114 Corridor (Restaurant and Specialty Retail Overlay) o 1st meeting – too much parking, no connections. Looking for revisions to elevations of hotel o 2nd meeting – Revised hotel  Questions for staff by the Committee: Q: Why is this development coming back through the process? A: Comments from City Council meeting – Property could not support high density use of the proposed development. Too many trees were being removed from the property.  Applicant presentation by: Charles Hodges o Topography sets the tone for site and makes it difficult for any type of development o Comments from Council  Not enough tree preservation o Needed to reduce the restaurants:  15,000 SF to 12,500 SF  3 units  Dual concept for two restaurants with a bridge element o Goal to preserve the plateau - Elevate area o Retaining walls  Retaining walls around plateau / grove  Retaining wall close to HW (TxDOT) o Eliminated stacked parking lot o Preserve the grove, sit on top of plateau  Nestle 2 restaurants (multi-level) inside tree grove  Create possible connectivity of 2 restaurants  Split level restaurants in grove o Walled entry from Kirkwood Southlake 2035 Corridor Planning Committee Item #3 – Southwest Meadows Meeting #18 – August 2, 2018 Page 4 o Entering from 114 —> 9ft - 11ft retaining wall o “Protected courtyard” o Footbridge connector from plateau to hotel (opening to a social patio/second lobby on the second floor of the hotel) o Power of paired restaurants is better for gathering  Questions for applicant by the Committee: Q: What is the perspective on retaining walls? Will they be 3ft retaining wall? 5ft? A: 6ft - 8ft retaining walls around property with tapering Q: Regarding the third restaurant not in the grove, do you plan to incorporate outside seating to mirror the other two restaurants? A: Yes, we wish to incorporate outdoor seating for the third restaurant Q: With this plan, are you able to get all three restaurants parked? A: Yes; however, there may be an opportunity to park underneath the hotel (just an option) Q: Regarding the retaining walls, are the materials and landscaping aesthetically pleasing? A: Plans to bring limestone across from hotel to the retaining walls Q: Is parking shielded by the retaining wall? A: When TxDOT is done, parking will most likely be exposed. We can work with them to landscape and add street trees. C: City Council will be concerned about parking being exposed to S.H. 114 A: Visually, we do not want to take the retaining walls too high that it creates an ominous wall. We can add railing on top of wall that would be visually pleasing. This development has layers like a “wedding cake”. The grove (trees and two restaurants) will be exposed to noise. Q: What do you envision regarding building materials for the plateau area? A: Our first priority is to think of the health of the trees. Looking to create an elevated deck with decomposed granite. C: Keep the site as impervious as you can. A: We threw away the old concept and made tree grove our main priority. Q: Drains to the back? A: NE perimeter is flood plain Q: Regarding the full service hotel concept, is City Council comfortable with this? Interested in the details and enjoy the direction you are headed. C: Good faith effort to address City Council’s comments. Possible trade-off for parking and retaining walls. Q: Front corner signage? A: Existing Solana wall: steal ledger with placed letters, seasonal planters behind signage (up-lighting for letters). Q: Thoughts of incorporating waterfall concept to front signage? A: Water in this position would be minimized and ineffective Q: Thought of using retaining walls for a water fall effect? A: W e wanted to create as much color there as possible; discounted water fall effect KB: Signage would need to be approved by Sign Board and City Council C: Only discomfort for signage is that it gives a look and feel of a “Hollywood sign”. Unsure how City Council and Sign Board feel about that. Q: Regarding the full service hotel, will the development observe guidelines defined by the city for full service use? A: 3 meals a day, room service, restaurant in hotel, service on patio deck with beverage service Q: Plans for a pool anywhere? A: Corporate for hotel felt as if the pool concept is a waning interest. Business travelers enjoy fitness rooms with equipment more. Q: Plans for a steam / sauna? Hot tub? A: Possibly plans for a sauna, nothing set in stone. Some individuals criticize steam room concept. Q: Plans for placing something on the roof of the hotel? A: It is 5 stories up... possible opportunity for upper level patios under cover of roof. Q: Any meeting spaces in the hotel? A: Not large meeting spaces. We want to provide for more of a boutique hotel feel. Q: When will we see this development presented at City Council? KB: September 4th.
