to include a hotel and three (3) restaurant/retail sites located on
approximately 6.0 acres of land addressed as 1901 W. Kirkwood Blvd.
and located at the southeast intersection of W. State Highway 114 and W.
Kirkwood Blvd.
4. Review, discuss and make recommendations on the development of
approximately 4.9 acres of land for retail, restaurant and office
development located at 2300 E. State Highway 114, 411 N. Kimball Ave.
and 328 Shady Ln., generally located on the north side of E. State
Highway 114, east of N. Kimball Ave. and west of Shady Ln.
5. Review, discuss and make recommendations on the development of
approximately 3.9 acres of land for the construction of four professional
and medical office buildings located at 2627 S. Nolen Dr., generally
located approximately 290 feet south of E. Southlake Blvd . on the west
side of S. Nolen Dr., north of the intersection of future S. Village Center
Dr.
6. Review, discuss and make recommendations on the development of the
north 2.2 acre portion of an approximately 6 acre tract of land for First
National Bank located at 2001 Shady Oaks Dr., generally located along
the east side of Shady Oaks Dr., and the west side of W. State Highway
114, just south of W. Dove Rd.
7. Review and discuss options on the possible future development of the
properties in and around the Michael Drive area being approximately
11.76 acres of land generally located south of Southlake Blvd., north of W.
Continental Blvd./Union Church Rd., and west of Davis Blvd.
8. Adjournment.
MEETING
OVERVIEW:
On August 2, 2018 the Southlake 2035 Corridor Planning Committee held
their eighteenth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #7 DISCUSSION – Review and discuss options on the possible future
development of the properties in and around the Michael Drive area being
approximately 11.76 acres of land generally located south of Southlake Blvd.,
north of W. Continental Blvd./Union Church Rd., and west of Davis Blvd.

o Floodplain divides Michael Dr.
o 10ft - 20ft of fall to drainage channel
o Utilities - storm / sewer pipe underneath Michael Dr.
Storm inlets off Davis
o Mostly paved street, remaining street consists of compacted gravel
o White Line Storage facility
Paving part of the driveway

o Area allows for garden office type uses
o Future redevelopment should be sensitive to adjacent neighbors

Committee Comments:
o Councilman Huffman
Recent tenants moved onto Michael Dr.
White Line Storage will be a good development for this area
Many properties are nonconforming uses
I’ve engaged in talks with landowners on Michael Dr. to collectively
rezone to an SP district. Landowners are onboard for SP zoning
only if their nonconforming uses can continue to operate.

Since all the properties are nonconforming, landowners cannot pull
building permits to expand their building or use.

Recommend forming a comprehensive plan amendment for
Michael Dr. area (Small Area Plan).
Questions for staff by the Committee:
Q: How long ago was sewer placed in the area?
A: Almost 15 years old. 15in city line
Q: How did White Line Storage get building permits?
A: Development rezoned to S-P-1
