Review, discuss and make recommendations on the development of approximately 4.9 acres of land for retail, restaurant and office development located at 2300 E. State Highway 114, 411 N. Kimball Ave. and 328 Shady Ln., generally located on the north side of E. State Highway 114, east of N. Kimball Ave. and west of Shady Ln. 5. Review, discuss and make recommendations on the development of approximately 3.9 acres of land for the construction of four professional and medical office buildings located at 2627 S. Nolen Dr., generally located approximately 290 feet south of E. Southlake Blvd . on the west side of S. Nolen Dr., north of the intersection of future S. Village Center Dr. 6. Review, discuss and make recommendations on the development of the north 2.2 acre portion of an approximately 6 acre tract of land for First National Bank located at 2001 Shady Oaks Dr., generally located along the east side of Shady Oaks Dr., and the west side of W. State Highway 114, just south of W. Dove Rd. 7. Review and discuss options on the possible future development of the properties in and around the Michael Drive area being approximately 11.76 acres of land generally located south of Southlake Blvd., north of W. Continental Blvd./Union Church Rd., and west of Davis Blvd. 8. Adjournment. MEETING OVERVIEW: On August 2, 2018 the Southlake 2035 Corridor Planning Committee held their eighteenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. State Highway 114, 411 N. Kimball Ave. and 328 Shady Ln., generally located on the north side of E. State Highway 114, east of N. Kimball Ave. and west of Shady Ln.  Staff presentation: Patty Moos o Future Land Use: Mixed Use / Low Density Residential o Zoning: C3 / AG / SF-1A o Existing house and Carpet Mill building on properties o SH 114 Plan  2300 E. State Hwy. 114 - Restaurant and Specialty Overlay  411 N. Kimball Ave. - Medical and Wellness Overlay o Pathways Plan  Designates a minimum 8 ft. wide multi-use sidewalk along S.H. 114 access road  Existing 5 ft. sidewalk along N. Kimball Ave. o Development Concept Plan  Stand-alone restaurant (8,000 SF)  Sand-alone drive-through (2,000 SF) – coffee shop or other concept  Two story retail/office building (12,000 SF)  190 parking spaces  Driveways off E. State Hwy. 114 and N. Kimball Ave.  Portion of 328 Shady Lane will be utilized for the commercial development  Questions for staff by the Committee: N/A  Applicant presentation: o Access easement along shared drive by Shell o Take 0.4 of 1.4 acre lot for partial parking o 2,000 SF drive-through lane (coffee concept) o Outdoor seating with restaurant  8,000SF - high end and substantial o Two story building - single story retail / second story office o No building elevations - only conceptual ideas Southlake 2035 Corridor Planning Committee Item #4 – 2300 E. State Hwy 114 Meeting #18 – August 2, 2018 Page 4  Questions for applicant by the Committee: Q: Why are you going for a coffee concept? Morning traffic does not hit this area. Q: Can you turn left out onto Kimball? A: Yes. No median preventing left turn. Q: Has a particular coffee company expressed interest in this site? A: We have not gotten that far yet. Q: What do you envision for buffering and landscape along Shady Lane? A: Planning to use fencing or vegetative buffer to separate properties. C: Address easements and stacking for the development. Provide a circle drive concept in the development for easy traffic flow. Q: Regarding the drive-through, will it be single story or two story? A: Drive-through will be 2,000 SF single story structure. Q: Retail/office building will be two story? A: Yes. Q: Regarding parking, will you be removing trees to provide parking? A: Parking shown on the concept plan is not for sure yet. Q: How is the quality of trees in area? A: Some areas are decent, some are scrub. Q: Would you be willing to create a strategic parking lot concept? A: Yes. C: Appreciate you are trying to protect Shady Lane residents, this is key. Q: Will this development be phased all at once? A: It is too early to know. C: Concerned about signage. Could be challenging to put up signage because it is in a low area. Q: Tree line by drive-through existing or additions? A: Some trees are existing and some will be added (depending on drawing style) C: Positions of buildings are great. Idea for 8,000 SF restaurant is great. Like that you cut off acre lot near Shady Lane and are utilizing it. Challenges: preserving trees behind carpet mill building - be as creative as you can. Not on board with drive-through concept.
