2. Review, discuss and make recommendations on the Southlake 2035 Land
Use Plan for the North, West, Southeast and Central Sectors.
3. Review, discuss and make recommendations on proposed revisions to the
7-Eleven in the Carroll Oaks center to revise the store footprint, construct
a larger fuel station canopy, and add two additional fuel stations on an
approximately 1.85 acres located at the southwest corner of E. SH 114
and N. Carroll Ave. and addressed as 1101 E. SH 114.
4. Review, discuss and make recommendations on two proposed
professional office buildings located near the northwest intersection of E.
SH 114 and N. Kimball Ave., one located at 2110 (2118) E. SH 114 and
one at 420 N. Kimball Avenue, being Lot 7R1 and Lot 4a, respectively,
Block 1, MESCO Addition, an addition to the City of Southlake, Tarrant
County, Texas.

MEETING
OVERVIEW:
On March 1, 2018 the Southlake 2035 Corridor Planning Committee held
their fifteenth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #3 DISCUSSION – Review, discuss and make recommendations on
proposed revisions to the 7-Eleven in the Carroll Oaks center to revise the store
footprint, construct a larger fuel station canopy, and add two additional fuel
stations on an approximately 1.85 acres located at the southwest corner of E. SH
114 and N. Carroll Ave. and addressed as 1101 E. SH 114.

o Currently zoned as
o Built 1986 - permitted use in C2 district
o 1997 - legal nonconforming use (fuel pumps)
o 2,585 SF (currently)
o New development Will incorporate cleaners and joe’s pizza
o Canopy with additional 4 fuel station
o 4,160 SF (proposed expansion)
o Add parking
o Relocate canopy
Questions for staff by the Committee:
Q: W ill the drive way change at all?
A: No, it will remain the same; there will be some changes to parking spaces
Q: Will this property need to rezone?
A: Yes, probably to S-P-1. It will need rezoning due to the gas canopy
A: There is a requirement that all gas canopies be located 125ft away from any
residential area
Q: Will the underground storage tanks change or stay the same?
A: Need to defer to the applicant for the proper answer
C: They should have new storage with their new development

o Parking analysis - 7-Eleven redevelopment will decrease total parking lot
spaces to 84.
This will help alleviate issues with parking in the area
o Adding two extra pumps
o Changing underground storage to upgrade / update
o SUP process - 125ft from residential area
o Increase landscaping - do all we can to make it beautiful
o Gas canopy will include a pitched roof with tile
o Bring all signage into compliance

Questions for applicant by the Committee:
Q: Are you updating the storage tanks?
A: Yes
Q: How far is the canopy from residential?
A:
C: Signage - canopy over gas pumps (red color) is not allowed; signage needs
upgrading to what the city requires
A: We want to meet all requirements set forth by the city
C: Would you be able to consider expanding beyond the traditional 7-Eleven
logo / footprint? The current 7-Eleven look is very 1987. It would be nice if the
redevelopment did not appear to look like a convenient store. Would you be
able to bring other options in to consider?
Q: If variance for canopy on pumps does not pass, would you still go forth with
design plans?
A: Yes, we would still go forward with the development
Q: Do you have plans to resurface the parking lot in the area?
A: We would certainly consider doing that
Q: Have you looked at different configurations and/or placement for the gas canopy
and pumps?
A: Yes this was the best spot for the gas canopy and pumps according to the
development plans
C: Move gas canopy away from fence line
Q: Can you look into constructing fewer pumps?
A: We would be open to reviewing that
C: Move gas canopy away from fence line
Q: How will you handle traffic needs for the rest of the center? For construction, you
may have to shut down one of the driveway entries.
A: We will have to work with the property owner to make sure closures would be
done properly
C: Site plan - open it up on the western side.
AC: I’m hearing that we need to relook the positioning of the gas canopy and pumps
C: Would you look into possibly removing the 2 parking spaces located west of the
property, they appear unsafe
C: Maybe remove one parking spot near Carroll to open driveway into property
further
C: Gas pumps —> not sure if P&Z & city council will approve pumps with tv screens
or anything high tech; we would appreciate seeing more traditional pumps
C: Field trucks, where would they enter and park on the new development?
A: The field trucks would park next to the gas canopy to refuel pump storage tanks
underground
C: Landscaping needs to be updated especially off 114
A: If able to loss two parking spaces, we can add more landscaping in that area
A: If we can widen drive approach off Carroll we can add more landscaping in that
area too
