Item 4DM E M O R A N D U M September 11, 2018 To: Shana Yelverton, City Manager From: Sharen Jackson, Chief Financial Officer Subject: Resolution No. 18-040, Amending Fee Schedule Action Requested: City Council approval of Resolution No. 18-040, amending the City Fee Schedule. Background Information: Annually, the City reviews the Fee Schedule. This review allows for comments on the clarity of the schedule and to ensure the fees are appropriate in covering the administrative and maintenance costs associated with providing the services. o Administrative Services o Accident Report- the City uses Crash Records Information System (CRIS) through Texas DPS to provide accident reports. CRIS currently charges $8.00 for certified copies. The change is to update the schedule to include the current fee structure. o Building Inspection Services o There are not any recommended changes. o Planning and Development Services o Park Land Dedication-Per ordinance 483-F City Council shall annually establish an acreage land value cost to be used in calculating the fee. Staff hired a real estate consultant to validate the average value of unimproved parcels of land within the city for residential and non-residential property. The consultant used sales within the city limits to determine the sales price per square foot which was then converted to a cost for raw acreage. o $260,000 per residential acre o Recommended residential park dedication fee $6,500 per lot which is Page 2 of 3 an increase from the current fee of $6,250 per lot o $435,000 per non-residential acre o Recommended non-residential park dedication fee $8,700 per gross acre which is an increase from the current fee of $8,000 per gross acre o Fire Services o There are not any recommended changes. o Library Services o There are not any recommended changes. o The Marq o There are several recommended changes: o Removing fee for service no longer offered (China rental) o Champions Club miscellaneous rental- the recommended change is simply adjusting the Non-member fees to reflect that the members receive a 20% discount. o There are administrative changes just for clarification on deposits. Please see pages 16-22 in the attached redlined fee schedule for specific Marq fee changes. The proposed fee structure supports the cost recovery model included in the financial pro forma. o Parks & Recreation Services o There are not any recommended changes. o Police Services o There are not any recommended changes. o Public Works Services o There are not any recommended changes. o Water and Wastewater Utilities Services o Fire Hydrant (city meter) - the new hydrant meters are equipped with Cellular BEACON Page 3 of 3 technology. Staff recommends adding a security deposit to cover the replacement cost of the new meters. Staff is also recommending the same late payment fee of 10% that we currently charge for all other customer accounts. That this resolution shall be cumulative of all provisions of Resolution No. 18-035 of the City of Southlake, Texas, except where the provisions of this resolution are in direct conflict with provisions of such resolution, in which event the conflicting provisions of such resolution are hereby repealed. Section 3. That the fees established herein shall be effective upon passage of this Resolution and shall take precedence over any fees previously adopted which are in conflict herewith. The new residential permit does not include impact fees, as assessed by ordinance. (2) Residential Remodel & Accessory Building: For other accessory buildings or remodeling space inside previously permitted space inside a dwelling unit, the permit fee shall be $50.00 plus $0.25/sf, with a minimum of $100.00. For purposes of this schedule, manufactured homes shall be figured at the accessory building rate. Where there is no specific area associated with the remodel, the fee shall be $100.00 (3) Commercial: For each commercial or non-residential building the permit fee shall be based on the valuation as specified in the table below.
