Administrative Comments. 2. Review, discuss and make recommendations on the development of the Southlake Professional Centre for pediatric dentistry and orthodontics on property at 1480 Corporate Circle and 1452 W. Southlake Blvd, generally located north of W. Southlake Boulevard and east of N. Peytonville Avenue. 3. Review, discuss and make recommendations on the development of Pinnacle Point Phase II for an additional three professional office buildings on property at 455 S. Kimball Avenue generally located on the east side of S. Kimball Avenue and south of the proposed extension of S. Village Center Drive. 4. Review, discuss and make recommendations on proposed revisions to the Carillon Corporate District on property at 360 – 430 E. SH 114, generally located at the northwest intersection of E. SH 114 and Southmont Drive. 5. Review, discuss and make recommendations on the development of approximately 20 acres for retail, office or residential product mix located at 1680-1750 E. SH 114 generally located at the northeast intersection of E. SH 114 and Blessed Way. 6. Review, discuss and make recommendations on a proposed Land Use Plan amendment and rezoning to allow limited retail uses for Crestwood Offices located at 1100 E. Southlake Boulevard, generally located just west of the northwest intersection of E. Southlake Boulevard. and N. Carroll Avenue 7. Adjournment. MEETING OVERVIEW: On May 31, 2018 the Southlake 2035 Corridor Planning Committee held their seventeenth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake Blvd, generally located north of W. Southlake Boulevard and east of N. Peytonville Avenue. • Staff presentation: Richard Schell o Located on Corporate Circle, NE of Southlake Blvd. and Peytonville Ave. o Land Use: Office Commercial o Zoning: C3 General Commercial District o 19,350 Sq. Ft. o 1.33 acres o Proposed Zoning: S-P-1 o Issues / Problems 2 story building adjacent to residential lots Architecture materials (modern and colorful) • Colors used in architecture materials are prohibited by ordinance Some residents in opposition Concerns for safety of people crossing driveway to get to church parking lot 70ft easement drainage channel along east of property Adjustments to buffer yard required • Questions for staff by the Committee: Q: Where does the drainage channel lead? A: Channel leads NE through South Ridge Lakes • Applicant presentation by: Clay Cristy / Chris Calbert o Zoned C3 for two story building options o Landscaping plan includes adding trees to provide screening for adjacent residents o 4 to 1 setback met o Original Design Modern Contemporary style – window pane colors (red, orange, blue, green, yellow, purple) tie to patients the offices will be serving (kids) • Concerns for window pane colors were voiced by the P&Z Commission o Alternative Elevation Design Includes more neutral architectural building materials (no color) One large window pane on the front of the building Southlake 2035 Corridor Planning Committee Item #2 – Southlake Professional Centre Meeting #17 – May 31, 2018 Page 4 • Questions for applicant by the Committee: Q: Is there a balcony for the office in the top left corner of the building rendering? A: Yes, it is a balcony space for the doctor’s use. It is open air and with leading back into the office Q: On the alternative elevation design the front foyer glass concept was changed, why? A: The front foyer window concept was changed to remove the original colorful window accents and to lengthen the window to give a more appealing look. By lengthening the window, it also provides more natural light into the building. Q: What is the utilization of this building? A: A dental office will be located on the second floor towards the north end of the building, an orthodontics office will be located on the second floor towards the south end of the building, and the first floor is vacant medical office for future tenants. C: The alternative elevation design is much improved from the previous original design C: The alternative elevation design has more usability for long-term future use C: We encourage you to engage the neighbors and share this new information with them C: Suggested to place evergreens on either side of the drainage channel to provide increased screening for the neighbors C: Great job addressing items from the last P&Z meeting. This alternative elevation design is much more palatable in this location C: The left side of the building looks appealing and the right side does not. Incorporate plans to make the right side of the building more appealing like the left side (more articulation, more windows, and maybe another balcony) C: When addressing church parking, be prepared for questions about safety issues with kids. Have some ideas in mind (signage for crossing, road striping) to address safety concerns.
