CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tem Randy Williamson,
Deputy Mayor Pro Tem Shawn McCaskill, and Councilmembers Shahid Shafi, Chad

1.CALL TO ORDER
Work Session was called to order by Mayor Laura Hill at 5:30pm.
2.INVOCATION: CLAYTON REED
Pastor Reed gave the invocation. Mayor Laura Hill led the pledges of allegiance to the
United States and Texas Flags.
3.SOUTHLAKE CHAMBER OF COMMERCE UPDATES BY IAN MACLEAN
Executive Chamber Board Member Ian MacLean provided a brief update on the
Southlake Chamber of Commerce, 2018-2019 Leadership Southlake class, and 2018
Oktoberfest event.
4.FISCAL YEAR 2019 PROPOSED BUDGET – STRATEGIC INVESTMENTS
AND CAPITAL IMPROVEMENTS PROGRAM
City Manager Shana Yelverton thanked everyone for their hard work on the budget and
noted the two public hearings will be held on September 4 th and September 18th. Chief

Financial Officer Sharen Jackson provided an overview of the Proposed Fiscal Year
2019 General Fund Budget and Property Tax. Assistant City Manager and Director of
Economic Development & Tourism Alison Ortowski provided an overview of Safety &
Security initiatives, Development Investments, Partnerships & Volunteerism, and
Performance Management & Service Delivery. Assistant City Manager Ben Thatcher
provided an overview of Mobility and Infrastructure Investments (CIP). Director of
Human Resources Stacey Black provided an overview of the Workforce Investment
Plan, including compensation and benefits. City Manager Shana Yelverton concluded
the presentation and commented on the City’s Strategic Plan moving forward.
5. CARILLON PARC PUBLIC SPACES
Assistant City Manager Ben Thatcher presented information on the process for planning
public spaces for Carillon Parc, with a focus on involving Southlake board members to
be a part of the Steering Committee.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.
Mayor Hill reviewed the items on tonight’s consent agenda.

Regular Session was called to order by Mayor Hill.
2A. EXECUTIVE SESSION
Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. City Council adjourned for Executive Session at 6:22pm.
Executive Session began at 6:44pm and concluded at 7:07pm.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:10pm. No action was necessary.

Mayor Hill commended the Police and Fire Departments for a fabulous job preparing for
the first week of school.

Mayor Hill opened the public forum at 7:15pm.
5A. CARROLL EDUCATION FOUNDATION PRESENTATION
CEF Board Member Dr Kirran Moss and Director of Development Leighanne Christon
provided an update on the CEF Program and school finance. Please attend the CEF
Meet the Mayor event, sponsored by Keller Williams Realty, on September 6th.
Mayor Hill closed the public forum at 7:21pm.

6A. CONSIDER A PROPOSAL TO ADOPT A TAX INCREASE. PUBLIC HEARING
APPROVED
Chief Financial Officer Sharen Jackson provided an overview of the proposed tax
increase due to an increase in tax collection, even with a decrease in the proposed tax
rate. The City Council will conduct two public hearings on September 4th and
September 18th. Required language states the “City Council will vote on the tax rate on
September 18, 2018, at 5:30 p.m., or immediately following the work sess ion in the City
Council Chambers at Town Hall, 1400 Main Street, Southlake, Texas.”

Mayor Hill opened the public hearing. There being no one wishing to speak, Mayor Hill
closed the public hearing.

and answered questions from Council. Applicant Dr Sandra Armstrong and project
engineer Clay Cristy introduced themselves to Council. Members of Council noted the
coordinated efforts of staff, the Corridor Planning Committee, and the applicant to
achieve desired results.
Motion was made to approve Item 7A, Ordinance No. 480-745 (ZA18-0005), 1st
Reading, Zoning Change and Site Plan for Southlake Professional Centre, subject to
the Staff Report dated August 14, 2018 and Site Plan Revised Review Summary No. 4,
dated August 14, 2018, and granting the following variance:
- Driveway Ordinance No. 634, as amended, requires a minimum stacking depth of
100 feet if the average number of parking spaces per driveway falls within 50 and
199 spaces and the total number of spaces exceeds 200. The applicant is
proposing a stacking depth of approximately 22 feet.
