FY2010 CIP Status UpdateFY 2010 CIP Update June 22, 2010 1 Capital Improvement Program Public Works – Mobility Projects Members of City Council, This is Alex Palazzolo, Intern for the Public Works Department, and I would like to present to you the Public Works Capital Improvement Program Update. Roundabout Completion (Dove @ N. Carroll) Dove/Carroll complete; Landscape & irrigation installation completed I would like to provide you with an overview of the status of key intersection improvements. First, I will discuss the status of the roundabout located at the intersection of Dove and North Carroll Avenue. The Dove/Carroll roundabout is complete; Landscaping and irrigation installation in the center island of the roundabout is complete. 3 Roundabout Dove @ N. White Chapel Dove/White Chapel construction Utility relocations complete Traffic will be temporarily detoured on DPS site. Anticipated construction completion – Winter 2010 Construction of the fourth roundabout in the City which will be located at the intersection of Dove at North White Chapel Boulevard has begun. Anticipated completion date is Winter 2010. Continental/S. White Chapel complete Landscape installation underway Roundabout Completion (Continental @ S. White Chapel) Construction of the roundabout at Continental Blvd. and S. White Chapel is complete. Staff has already submitted a street light agreement to Oncor for the addition of lighting at this intersection. And lastly, landscaping installation in the center island of this roundabout is underway. 5 Southlake Boulevard Improvements (TxDOT Project) FM1709 20” waterline relocation @ Jellico – Fall 2010 Right-turn deceleration lanes at 14 locations along Southlake Blvd Construction began June 1st in Keller at US HWY 377. Right-turn deceleration lane construction will begin on south side of Southlake Blvd. Landscaping and Irrigation will be constructed with medians. Next, I would like to provide you with an update on several important TxDOT projects, and construction activities currently being undertaken by the City. A major upcoming TxDOT project is the addition of deceleration lanes and medians along Southlake Blvd. at key locations. The scope of the project has been modified from a total of 16 deceleration lanes to 14 with the omission of decel lanes at Ginger Ct. and Bank St. Construction on the medians has started in Keller and are being constructed from west to east into Southlake. Right-turn deceleration lanes will be constructed starting on the south side of Southlake Blvd moving east. Once the deceleration lanes have been completed on the south side, they will then be constructed on the north side moving to the west. Irrigation and landscaping will be added as part of the median construction. FM1938 (TxDOT Project) Phase I thru Westlake: Awarded to Ed Bell Construction; tentative construction began June 2010 Phase II thru Southlake: Construction anticipated for 2012 New design contract awarded to TranSystem in May 2010 Another important TxDOT project involves the widening of FM1938 from Southlake Blvd north to SH114. The first phase of this project thru Westlake was awarded to Ed Bell Construction and began construction in June 2010. Construction is anticipated to begin in 2012 for Phase II with the new design contract being awarded to Transystem. Street Widening – North Kimball Avenue Engineering Design is 95% complete for the entire length of the project. ROW acquisition (Phase 1) in-progress: 8 parcels needed between SH114 to Kirkwood (4 acquired/4 in-progress); Appraisals underway for Phase II parcels (North of Kirkwood to Dove). Tentative utility relocation start in Winter 2010 for Phase I Continuing on with roadway CIP projects is an update on the widening of North Kimball Avenue. The engineering design for this project is now 95% complete for both Phase I and Phase II, and the right-of-way acquisition process is well underway. 8 parcels are needed b/n SH114 and Kirkwood Blvd. 4 of these have been acquired, and 4 have been appraised. Appraisals are underway for Phase II parcels located between Kirkwood Blvd and Dove Rd This project has a tentative construction start in November of this year. 8 Engineering Design is 65% complete; 4 ROW parcels needed Tentative bid – Fall 2010 Kirkwood Boulevard – North Carroll Avenue Connector Let’s turn our attention now to two roadway connector projects under design. First is the Kirkwood Blvd. to N. Carroll Avenue Connector which is needed to facilitate travel to and from the new CISD middle school. The engineering design for this connector is 65% complete. 4 ROW parcels are needed for this project; 3 of these are owned by the Carroll school district, and 1 of these is independently owned and will require an appraisal. This project is tentatively scheduled for bid this November. 9 Engineering Design is 30% complete; Woodland Heights Connector location determined between 175 & 205 Westwood Dr. Village Center Connector will also include drainage channel improvements. Southlake Boulevard Connectors The second connector project under design is for two connectors parallel to FM1709. The engineering design is 30% complete for both of these. The Woodland Heights connector will allow residents to exit the sub-division and turn left onto Southlake Blvd. The final location for this connector has been determined and will be between the properties of 175 and 205 Westwood Drive. The Village Center Connector on the north side of Southlake Blvd. will also include drainage channel improvements. 10 Street Widening – North White Chapel Boulevard Engineering Design for Emerald to Highland Phase is 60% complete; Engineering Design for Highland to SH114 Phase is 30% complete; ROW needed - TBD. ROW requirements will be known at 60% design complete; Tentative construction start in Summer 2011. Lastly, the Street Widening of North White Chapel Blvd is under design. This project is broken out into two phases. The engineering design for the section between Emerald and Highland St. is now 60% complete, and the design for the northern section from Highland St. to SH114 is 30% complete. ROW will be needed for this project, however it is yet to be determined. We will have a better idea of the amount of row needed once these segments reach the 60% design completion. This project has a tentative construction start in Summer of next year. 11 Capital Improvement Program Public Works – Infrastructure Projects 12 Highland St. 12-inch Water Line and Reconstruction 12-inch water line was installed and in service by August 2009; Staff currently working with City Attorney and Bonding Company to complete the project. I would like to now provide you with an update of some of our water and wastewater utility projects. The installation of a 12 inch water line along Highland St. was completed in August of 2009. This line was tested and is in service; however, there are outstanding items on this project. Staff is currently working with the city attorney and bonding company to complete the project. Construction is anticipated to begin by a new contractor: Summer 2010 Anticipated completion: Fall 2010 North Kimball 8-Inch Water Line Project is at 50% completion. This project involves the construction of an 8-inch waterline along North Kimball Avenue from Dove Street to the Northern City limit line. This project is necessary in order to provide adequate fire protection along Kimball Avenue since the existing 2-inch waterline does not provide any fire protection in this area. Construction of Segment F along T. W. King is 100% complete; Construction of Segment A along Florence Rd. is 100% complete; Design of Segments B, C, D, and E is 90% complete; anticipated construction start in 2010-2011. Inter-local Agreement with Westlake is pending; Design of companion project T. W. King Metering Station – Approximately 30% complete. 30-inch Water Supply Line Segments A thru F (TW King Pump Station) A major water infrastructure project underway is the construction of a new 30 inch water line from Ft. Worth to Pump station no. 2 at T W King. This extensive project is broken out into segments labeled A thru F. Construction of Segment F along T W King is 100% complete as well as the construction of segment A along Florence Rd. The design of segments B, C, D, and E is 90% complete and construction is anticipated to begin in 2011 for these. Currently staff is working on an inter-local agreement with the Town of Westlake for these remaining segments. We also just kicked off the construction of its companion project, the T W King metering station. 15 Construction of Quail Creek Sanitary Sewer (SS) is 95% complete; anticipated total project completion date of July 2010; Construction of Pearson SS is 95% complete; anticipated total project completion date of July 2010; Construction of Primrose SS is 95% complete; anticipated total project completion date of July 2010; Construction start for Heatherwood, Royal Oaks, and Twin Creeks is tentatively scheduled for July 2010. Neighborhood Sewer Program (NSP) Quail Creek, Pearson, Primrose and Heatherwood, Royal Oaks, Twin Creeks I would like to conclude the PW CIP update presentation with the status of various sewer projects underway as part of the City’s Neighborhood Sewer Program. The construction of the Quail Creek sanitary sewer is now 95% complete, with drainage improvements and cleanup lasting until July 2010. The construction of the Pearson sanitary sewer is 95% complete, with drainage improvements and cleanup lasting until July 2010. The construction of the Primrose lane sanitary sewer is 95% complete, with drainage improvements and cleanup lasting until July 2010.
