Chivers Survey, Abstract No. 350, Southlake, Tarrant County, Texas and located at 2395 N. White Chapel Blvd. and 160 E. Dove Rd. REQUEST: The City of Southlake is requesting approval of a final plat for Lot 1, Block 1, DPS Addition to create a lot that will be the site of the DPS North Training Facility. The final plat is consistent with the approved site plan and preliminary plat. Chivers Survey, Abstract No. 350 LAND USE CATEGORY: Public/Semi-Public CURRENT ZONING: “S-P-1” Detailed Site Plan District HISTORY: Property was annexed in 1956 with Ordinance No. 31; A zoning change and site plan for “S-P-1” site plan district for a City of Southlake Department of Public Safety Facility was approved June 1, 2010 under Case ZA09-069 and Ordinance No. 480-591; A Preliminary Plat was approved for the site on June 1, 2010 under case ZA09-070; CITIZEN INPUT/ BOARD REVIEW: A SPIN meeting for the DPS North Training Facility was held November 9, 2009 STRATEGIC LINK: Strategy Map Focus Area - Safety and Security TRANSPORTATION ASSESSMENT: The Master Thoroughfare Plan recommends N. White Chapel Blvd. to have 70 feet of right-of-way and E. Dove Rd. to have 88’ of right-of-way. Adequate right-of-way for these roads is shown on the plat. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. Provide the instrument number for Lot 1, Block 1, North Park Addition when it becomes available. The following changes are needed with regard to easements: Provide easements for water, sewer and/or drainage in compliance with approved construction plans. Provide pedestrian access easements for the trail along E. Dove and the sidewalk along N. White Chapel in accordance with the approved Site Plan where they are not located in the right of way. INFORMATIONAL COMMENTS: * Submit 4 copies of the civil construction plans (22” x 34” full size sheets) and a completed Construction Plan Checklist as part of the first submittal for review directly to the Public Works Administration Department. The plans shall conform to the most recent construction plan checklist, standard details and general notes which are located on the City’s website. http://www.cityofsouthlake.com/PublicW orks/engineeringdesign.asp * Any hazardous waste being discharged must be pretreated, Ordinance No. 836. * This review is preliminary. Additional requirements may be necessary with the review of construction plans. ============= The following should be informational comments only ============= * A SPIN meeting for the DPS North Training Facility was held November 9, 2009 * It appears this property lies within the 65 'LDN D/FW Regional Airport Overlay Zone, requiring construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No. 479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records. * A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property from each taxing authority must be provided to the City prior to filing this plat in the County records. A copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service charge of $10 per account for this certificate. This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations may be required on pending review of construction plans. * Please submit a revised blueline "check print" prior to submitting blackline mylars with original signatures. * Original signatures and seals will be required on two blackline mylars prior to filing the plat.
