CARILLON PARC PUBLIC SPACE STEERING COMMITTEE
Composition: Mayor
3 Councilmembers (1 SPDC Chair)
1 Library Board Member
1 Park Board Member
1 Southlake Arts Council Member
1 Community Enhancement & Development Corp. Member
1 Planning & Zoning Commission Member
The Mayor will appoint Councilmembers to sit on the Committee, including the Chair of
the SPDC, with respective boards choosing their representation.
Purpose: The Steering Committee will provide general governance oversight for
planning and development of public spaces and associated amenities to be included in
the Carillon Parc development. This work will include:
Review of City of Southlake comprehensive plan elements for project alignment.
Update as necessary;
Develop and recommend to Council project Vision, Goals and Objectives to
establish the framework for public space decision-making;
Review and comment on project funding plan, including budgets;
Work closely with project staff, consultants, and developer to finalize conceptual
plans for facilities; and,
Advise Council on other matters as requested.
Coordination with Advisory Boards: Advisory board members serving on the
Steering Committee, along with staff liaisons will be responsible for keeping their
respective boards informed throughout the process. Advisory Boards will discuss,
consider, or take other formal action on matters in accordance with the board’s enabling
ordinance. Note that the Community Enhancement and Development Corporation will
work specifically on incentive agreements, providing comments on new requests or
changes to existing items that are contained in the Memorandum of Understanding
(MOU). See attached matrix for a detail listing of roles and responsibilities.
Coordination with Project Developer: The Carillon Parc development team will be
fully involved in discussions to ensure strong coordination. It is recommended that a
representative be chosen to attend meetings and participate in the discussions, as
appropriate.

Staff Support: Members of the City’s Executive Leadership Team will provide needed
support to the Steering Committee. Planning meetings will be coordinated through the
City Manager’s Office. Examples of staff support for the Steering Committee include:
City Manager/Assistant City Managers (Staff Liaisons to Steering Committee)
Assistant City Manager – Capital Assets (Library & Second Floor Space)
Assistant City Manager – Economic Development (Incentives/Participation)
Chief Financial Officer (Project Funding, Budget)
Sr. Director of Planning & Development Services (Plan alignment, VGO)
Director of Community Services (Public Park)
Director of Public Works (Construction Management, Infrastructure)
Deputy Director – Southlake Public Library (Library & Second Floor Space)
Assistant to Director of CS (Public Art)
City Secretary (Board Secretary)
City Attorney (Legal)
