Work Session was called to order by Mayor Laura Hill at 5:30pm.

Pastor Reed gave the invocation. Mayor Laura Hill led the pledges of allegiance to the
United States and Texas Flags.
3.RECOGNITION OF OUTGOING BOARD & COMMISSION MEMBERS
Mayor Hill recognized the following outgoing Board & Commission members for their
service to the City.

4. SOUTHLAKE BUSINESS SPOTLIGHT: OFFICE EVOLUTION
Deputy Director of Economic Development Daniel Cortez introduced Mr Bob Fox, who
presented a business overview of Office Evolution, located in Town Square.
5. DRAFT SOUTHLAKE 2035 PUBLIC ARTS MASTER PLAN REVIEW
Assistant to the Director of Community Services Cassie Tucker provided an overview of
the draft recommendations developed by the Southlake Arts Council.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.
Mayor Hill reviewed the items on tonight’s consent agenda. The Mayor stated Carroll
ISD will benefit by $2,000,000 with the TIRZ amendment (Item 4L), which will not be
subject to the Robin Hood provision. Mayor Hill asked Chief Financial Officer Sharen
Jackson to answer questions regarding the City’s tax increase (Item 4K). Mayor Pro
Tem Randy Williamson suggested adding Item 6B to Consent, to be tabled per the
applicant’s request.

Regular Session was called to order by Mayor Hill.

Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. City Council adjourned for Executive Session at 6:01pm.
Executive Session began at 6:27pm and concluded at 7:05pm.

3B1. BACK TO SCHOOL SAFETY
Assistant Police Chief Ashleigh Douglas highlighted the Police Department’s efforts to
manage back-to-school traffic and answered questions from Council.
3B2. NATIONAL PARKS & RECREATION MONTH
City Manager Shana Yelverton introduced Recreation Manager Ryan McGrail, who will
oversee the Champions Club. Ryan provided a recap of the activities and events held
during Parks and Recreation Month. Ms Yelverton recognized Director of Community
Services Chris Tribble and his team for all their hard work over the past year.

Consent Agenda items are considered to be routine by the City Council and are enacted
with one motion. Mayor Hill read the consent agenda items into the record.

REGULAR AGENDA:
5. PUBLIC FORUM
Mayor Hill opened the public forum at 7:26pm.
Mayor Hill stated several comment cards were received regarding Starwood Studios.
This case is before the Zoning Board of Adjustment and is not a Council issue. Council
does not have oversight, as the ZBA does not answer to Council, and the Council is
prohibited from discussing ZBA items. Mayor Hill did not allow anyone to address
Council on this issue.
Mayor Hill invited two Boy Scouts in the audience to address Council. The boys
inquired on how they can help with back -to-school safety initiatives. Council provided
input to continue following the Boy Scout oath to be kind and help others at all times, as
well as to work with school resource officers and commit that if they ‘see something, say
something’.
Mayor Hill closed the public forum at 7:34pm.

and granting the following variance request:
- The applicant has requested a variance to the Landscape Ordinance 544 -B, to allow
the landscape requirements for the existing fully landscaped lot with t he additional
landscaping, as depicted in the proposed Landscape Plan.
- Also noting, the applicant will remove six trees on the eastern portion of the site to
allow for the construction, per the plan. The applicant will attempt to transplant the
existing two live oaks and three elm trees onsite, as indicated tonight. The Bradford

Senior Director of Planning and Development Services Ken Baker presented Item 6 E
and answered questions from Council.
Applicant Carlos Santos, from NY, addressed Council and answered questions. Mayor
Hill stated she has had meetings with RPAI corporate management and this issue is a
result of miscommunication.
Mayor Hill opened the public hearing. There being no one wishing to speak, Mayor Hill
closed the public hearing.
Motion was made to approve Item 6E, ZA18-0015, Site Plan for L’Occitane En
Provence, subject to the Staff Report dated July 31, 2018, and granting the following
variance request:
- A variance to Ordinance No. 480, Section 33.21, as it pertains to Building Color
Standards for a Non-Residential Building, approving the color that is already on the
door, as presented this evening, and
- Council is approving and requesting that the applicant work with the landlord to gain
approval to paint the transom the matching color of the door.

membership to the Senior Center; and
- Providing staff administrative authority to correct any errors found in the
document.
