CALL TO ORDER Rick Wilhelm called the meeting to order and noted that a quorum was present. II. REVIEW AND APPROVAL OF MINUTES The minutes of the September 26 meeting were unanimously approved as presented. III. TREASURER'S REPORT Absent a report from Marvin, Betty had provided a preliminary recap as of October 19. The checkbook balance was $7,542.79 with last quarter operations reimbursables to the Chamber of Commerce yet to be paid. October expenses paid to date were $762.73. IV. OLD BUSINESS a. Economic Profile: For those who were not at the last meetings, Rick updated the GTE proposal and suggestions and showed the Bryan -College Station brochure as a suggested format for information. SOUTHLAKE ECONOMIC DEVELOPMENT COUNCIL October 23, 1990 Page 1 b. Community Information Survey: Rick announced that Betty and Curtis had worked on and prepared a format for a revised survey. The document, however, has been sent to Carol Lee Hamilton, a participant in Leadership Southlake, who has experience at a graduate legal in evaluating survey designs and the methods of information gathering. C. American Flyer Apparel: Rick noted that he had talked with Worth Blake who reported that, because of an influx of a large amount of business, AFA had not yet completed the application. V. NEW BUSINESS a. North Texas Commission: Rick informed the Council that the SEDC had received a letter from the NTC informing us that a high -precision manufacturing firm from the United Kingdom has asked for information on the North Texas area as a potential relocation site. Betty has begun to gather information in the event a more specific request is made. Because of the NTC request, the SEDC discussed the need to have property information and a policy on tax abatements, if any, ready for prompt response. We have received few responses from the raw land inventory requests that were sent out several months ago, therefore, both Betty and Rick have talked to the City about obtaining tax tract ownership information in commercial and industrial areas. Rick announced that once the information is obtained, each member of the SEDC will receive a list of people to contact to discuss their specific tract. John Drews offered the data he has accumulated on Southlake to help in this project. b. Albertsons: John Drews updated the Council on his progress with Albertson's grocery store, a 55,000 sq. ft. store to be located at the Southeast corner of FM 1709 and Davis Blvd. They now intend to commence construction so that completion would coincide with completion of 1709 in their area. C. F.M. 1709: Because of the importance of this roadway to the City and because of the continued concerns over the seeming lack of progress, Brad Bradley suggested SOUTHLAKE ECONOMIC DEVELOPMENT COUNCIL October 23 1990 Page 2 that the Council pass a resolution voicing our concerns about the continued delays in both phases of the roadway and protesting future delays. A motion for passage of such a resolution was made by Phyllis and seconded by Virginia. After discussion it was passed unanimously. Once the resolution is drafted, it should be sent to the county commissioners, our local and federal representatives, the Highway Department and the Tarrant County Public Works Department. d. Neighboring Projects: Brad noted that two neighboring cities are working on projects that are beneficial to the entire area. Colleyville is the location for a regional research library ** �bo�rt----he--ter3�ax _Rev-o-1-ut-i4a4--i-. ** The project, currently on 10 acres, is well funded and has plans for a campus -style facility. Grapevine is currently working to provide for the relocation of the DFW Law School into expanded facilities at the old Safeway store. The school provides night courses for paralegals and prospective lawyers and currently has an enrollment of in excess of 400. Brad suggested that, in the spirit of regional cooperation, the Council pass a resolution asking that the Executive Director send letters of support for the projects to the respective City's representatives. There were no objections to this resolution and Rick said that he would discuss each matter with Betty. VI. NEXT MEETING The next meeting was set for Wednesday, November 28, at 8:30 a.m. in the City Council Chambers at City Hall. VII.
