I. CALL TO ORDER
Chairman Rick Wilhelm called the meeting to order at 8e30
a.m. and established that a quorum was present.
II. APPROVAL OF MINUTES
Motion to approve March 279 1991, minutes as submitted.
Motion by Phillip Bressinck, seconded by Barry Emerson. Approved.
III. TREASURERS REPORT
The monthly financial recap showed the checkbook balance on
March 19 19919 to be $10, 187. 27. Deposits for March totaled
$1,333.33 with no expenses paid out during the month. The March
31st balance was $119520.60. A further recap to date (4/24/91)
showed additional deposits of $2, 666. 65 and expenses of $29020. 19
for a balance of $12,167.06•. Significant expenses incurred but
not yet paid will total approximately #C,200. for reimbursements
to the Chamber for quarterly operating expenses. Motion to
approve the financial report as submitted. Motion by Barry
Emerson, seconded by Rick Wilhelm. Approved.
IV. OLD BUSINESS
a. Community Information Surveys Betty presented the final
survey results for review. She will be getting ad prices in the
Dallas paper and possibly some other publications for the
placement of a display ad featuring some of the statistical data
gathered in the survey. The Fort Worth Business Press published
a teaser article regarding the income levels and business
preferences of local residents.
b. MetroPort ad in Dallas industrial development magazines
Debbie Escamilla has told Betty that MetroPort still intends to
place the ad as discussed last month even though not all member
cities have agreed to participate. They are attempting to make
up the difference with contributions from business/organization

members. She will invoice SEDC for the $100.00 contribution
previously approved as soon as the ad copy is prepared and ready
to place.
V. NEW BUSINESS
a. Crossroads Square (FM1709 @ White Chapel)e Rick reported
that final negotiations with Food Lion are underway and the
overall size of the center has been reduced. A major drug store
chain is now talking with the developer. They previously had
passed on the opportunity but renewed negotiations following
receipt of the new SEDC survey information. Also a national food
chain is looking at one of the pad sites. A gas station and bank
are looking at the other pad site. Phillip Bressinck said that
PIMA Properties is preparing a leasing brochure for the center.
b. GTE Video proposals Curtis Hawk reported that GTE is
working on a video promoting the Southlake, Grapevine, Keller,
and Colleyville areas. They will be using the MetroPort Cities
Partnership as an umbrella organization for the video, however,
MCP will not participate in the financing of the video. GTE
estimates the costs to be about $159000. They will cover $59000.
with the remaining $10,000. to be split between the four cities.
Colleyville has already indicated they will only approve a
$1,000. contribution which means the remaining three cities will
have to pay $39000. each. Following discussion, a motion was
made by Cheryl Woolsey and seconded by Phillip Bressinck to
support Southlake's participation in the GTE video at the $39000.
level, and to pursue alternate financing to cover any costs SEDC
cannot pay. Motion ap roved. Betty indicated that even with
cutting already budg*tVVtg items, she could only see about $29000
to *21200 that SEDC could allocate to this project. Barry
Emerson stated that Texas National Bank would be willing to cover
the amount that SEDC is unable to fund.

We will still be attempting to meet the July 18th target
date for finalizing committee work on both of these projects.
d. Miscellaneouss Kindercare project on Southlake Blvd. is
on hold. LaPetite Academy in SouthRidge is under construction
and scheduled to open in September or October. Bethann reported
the work at the Middle School is progressing well. The
contractor is almost ready to start pouring slab at the new High
School site. They are running a little ahead of schedule.
Cheryl reported the first home sale in Chapel Downs.
VI. OTHER BUSINESS
Betty reported talking with Billy Hardie at the Highway
Department. He indicated the FM1709 schedule might be slipping
two -three months. Curtis talked with Bob Hampton last week who
said FM1709 was on schedule. We will follow up on this to
ascertain a more accurate schedule.
Mobil Land Development has received approval for Phase I for
approximately 250 houses at a 1.5 DUA density.
Rumors are circulating that the Mary Stone Myers property on
the northwest corner of 1709 & Peytonville may be sold to a
Single Family project developer. No confirmation.
The northeast corner of 1709 and Randol Mill is being looked
at for a passible service station use.
