RESOLUTION SUPPORTING CONTINUED FUNDING FOR THE
BELL BOEING V-22 OSPREY PROGRAM
WHEREAS, Bell Helicopter Textron, Boeing, and the United States
military services have jointly engaged in research and development
and have been successful in developing the V-22 Osprey, and advanced
state-of-the-art tilt -rotor aircraft, and
WHEREAS, this American contribution to advanced technology for the
promotion of military defense, keeping America's armed forces in a
superior position, in addition to the expansion into commercial air
transportation, and
WHEREAS, more than a billion dollars and extensive American
engineering expertise have already been expended for this tilt -rotor
project and have pushed the United States into a predominant and
competitive position in technology worldwide, and
WHEREAS, the armed forces have enthusiastically received the
possibility of adding this advanced V-22 tilt -rotor to their fleet
versus improving outdated, inferior aircraft, and
WHEREAS, discontinuing the support of the advanced technology would
put the United States at a competitive disadvantage with foreign
competitive nations, and
WHEREAS, the bottom line, long-term tax savings to the U.S.
taxpayers would be nil since dollars would still be spent to purchase
outdated aircraft, and dollars would be tranferred from revenue
generated by the employed versus dollars being expended to support
the increased social burden of the unemployed, and
WHEREAS, there would be a loss of thousands of jobs both direct and
indirect during the life of the project, and
WHEREAS, Bell Helicopter has been a strong contributor to the
industrial and economic base of Texas and Tarrant County since 1951,
and
WHEREAS, some 1,400 small businesses and their employees (90 percent
of those in Tarrant and Dallas County) who are sub -contractors and
vendors on this project would also be drastically affected, and
WHEREAS, the preliminary decision of Secretary of Defense, Dick
Cheney, to cut the funding for the V-22 Osprey would drastically
affect the employees, the vendors, sub -contractors, and the
communities served by Bell and Boeing,
NOW, THEREFORE, BE IT RESOLVED that the Southlake Economic
Development Council urges the Honorable Dick Cheney, Secretary of
Defense; the House Armed Services Committee; the Senate Armed
Services Committee; the Texas and Tarrant County congressional
delegation; and President George Bush to favorably pass the funding
for the Bell Boeing V-22 Osprey project for the advancement of strong
military defense, technology research and development, and sound
economic development for the citizens of the United States.
