Continental Boulevard SPIN Representatives present: Al Morin, Chair (#10); Tom Ward, Vice Chair(#6); Angela George, Secretary and Cara White (#1); Martin Schelling (#2), Milan and Mary Georgia (0), Jan Francis (0), Kim Fox for Darrell Faglie (#7), Pattie Minder (#8), Michael Boutte (#9E), Pam McCain (#9W), David Baltimore, (#12); Barry Friedman (#13), Doug McKelvey (#14), Tim and Pam Farmer for Wayne & June Haney (#15), Bob Walker (# 16) Representatives absent: Roger Hutton (#11) Guest Present: Vern Raney, SPIN #10; Doug Fierce, Park Board Liaison Staff Present: Director of Public Safety Billy Campbell, Training Coordinator Robert Finn, Chief Building Official Paul Ward, Building Inspector Eddie Wilson, Community Services Coordinator Nona Whitehead AGENDA: The meeting was called to order by Chairman Al Morin at 7:00 p.m. Agenda Item No. 2. Administrative Comments Al Morin announced that the following persons would help work on various SPIN Goals. Tom Ward will be responsible for the Self Evaluation goal. Bob Walker will be in charge of the retreat. Doug McKelvey will head up the goal on improving our information exchange. Mr. Morin reminded Representatives about their upcoming SPIN City Council Reports and asked David Baltimore to switch dates with him. David will make the May 5 report and Al will give the June 2nd report. Committee members were reminded about the opportunity to have lunch or breakfast with the City Manager, and the change in location to the Senior Activity Center was announced. Agenda Item No. 3. Approval of March 12, 1998 Minutes Pattie Minder moved to approve the minutes. The motion was seconded by Barry Friedman and the motion was approved unanimously. Agenda Item No. 4, Code Enforcement Presentation Director of Public Safety Billy Campbell presented information that explained the structure of the Code Enforcement Division. The presentation explained the complaint resolution process and noted that circumstances may warrant exceptions and extensions. How to report a problem was also explained and report forms were made available after the presentation. The presentation will be distributed in hard copy to the SPIN Representatives. Agenda Item No. 5. Citizen Education Project Proposal Angela George proposed forming an Education Committee. The purpose of the committee would be to prepare a high profile event for the community that would be very educational. Angela suggested that the laws involving the development process are not well understood and that education about Planning and Zoning would be helpful to the community. Martin Schelling, Pattie Minder, Jan Francis and Tom Ward will help Angela with the project. Agenda Item No. 6. Public Relations Discussion Al Morin explained that his goal is to keep SPIN in front of the community Milan and Mary Georgia have been asked to take on this project. They were asked to find out what we do now, and what can be added. Among the suggestions made were the following: Chamber of Commerce calendar, profile each SPIN Representative on Cable TV and the Southlake Journal, displays at public events and public places, announcements on the water bills, mailing the new brochures, publishing the map occasionally in the newspapers, distributing brochures to real estate agents and declaring SPIN awareness week. Bob Walker emphasized that issues are the key to spreading news about SPIN. It was also stressed that printed materials need to use "Southlake Program for the Involvement of Neighborhoods" in addition to the acronym. Mary and Milan will compile all the ideas, and bring suggestions for implementation to the next meeting. Agenda Item No. 7. A Good Idea The good idea was not discussed. Agenda Item No. 8, Committee Reports The Capital Improvements Survey is now on the Web Site and will be ongoing. The Candidate Forum Committee felt the event was successful. The Brochure Committee reported that the brochures should be available next week. Agenda Item No. 9. Neighborhood Reports SPIN #1: Angela George reported for SPIN 1. Angela said that she has had conversations with developer Paul Spain concerning the proposed development on North White Chapel across from Bob Jones Park. The proposed development is for 1/2 to 1 acre lots on a 63 acre parcel. The average house is expected to cost $400,000. Angela reported that Mr. Spain did not have a site plan. She is planning a SPIN meeting and was encouraged to get everything in writing. SPIN #2: Martin Schelling said that the City is installing water lines along North White Chapel. Martin indicated the construction is causing some traffic problems SPIN #3: Mary Georgia reported on the recent meeting regarding Lonesome Dove Park. She said that the issues and concerns are being addressed and that a follow up meeting is being planned. SPIN #5, Jan Francis said her neighborhood was quiet. SPIN #6: Tom Ward said that the sewers installation is taking longer than expected. Tom indicated there is concern about the traffic backing up on North Kimball and that a neighborhood meeting will be scheduled for May. SPIN #7: Darrell Faglie was absent. Kim Fox did not have a report SPIN #8: Pattie Minder said that there was one lot left in Village Center. She noted that her neighborhood is still having drainage problems, and that the Miron development is progressing. Several questions were asked about the alignment of Carroll Road and other Town Square issues. Pattie said that she will be getting updates from Brian Stebbins regarding progress on Town Square and will see if he is available for the June meeting. SPIN #9E: Michael Boutte said that there not much going on. There is some concern over a landowners desire to sell his lot for office, on land that is next to residential. SPIN #9W: Pam McCain said there was dirt moving activity at White's Chapel and Continental. SPIN #10: Al Morin reported that there was not any new development in his area. Mission Hills sewer has started and the landscaping is going in along the 1709 development areas. SPIN #11: Roger Hutton was absent. SPIN #12: David Baltimore said that sewer work is going forward, but that the project had to be adjusted. Dove Road is torn up and work is scheduled to begin on Peytonville. David expressed his concern about the plans for expanding Randol Mill to divert traffic from 1709. SPIN #13: Barry Friedman there was noting overwhelming in his area. LM SPIN #14: Doug McKelvey said his area was quiet. He reported that he has new liaisons. SPIN #15: Wayne Haney was absent. The Haneys were represented by Tim and Pam Farmer. Nona Whitehead reported for Wayne that the Remington Senior Living Zoning request had been tabled to May 7. SPIN #16: Bob Walker said his neighborhood was quiet.
