The meeting was called to order by Chairman Al Morin at 7:35 p.m.
Agenda Item No. 2. Administrative Comments
Chairman Al Morin welcomed Ronnie Kendall as a new City Council member and
explained the plan to present a high profile event related to educating the community
about the planning and zoning process. He also noted that the June meeting will
include discussion about the SPIN Code of Conduct as it relates to political
involvement.
Agenda Item No. 3. RepL)rt: Self Evaluation Committee
Tom Ward explained the current process of SPIN self evaluation and asked the
Councilmembers to be prepared to help with this evaluation. Mr. Ward indicated that a
survey form might be sent to Councilmembers for their input on how SPIN could be
more helpful in the communication process.
Agenda Item No. 4. Neighborhood Reports
SPIN #1: Angela George reported for SPIN 1. Angela noted that the water line
construction is continuing to cause some traffic problems. She said that the work in
Bob Jones Park is looking good.
SPIN #2: Martin Schelling said McGuire Thomas has begun their residential
construction and that he expects the development to be nice. Martin feels his
neighborhood is the most content in Southlake.
SPIN #3: Milan Georgia said that at the moment, their neighborhood is fairly quiet.
No problems were reported.
SPIN #5, Jan Francis said her area is fairly quiet. She expressed concern over drivers
using the shoulder as a travel lane on S.H. 114.
SPIN #6: Tom Ward said that there will be a meeting on June 15 for update on the
various public works projects that impact his area. Garbage service has improved.
Traffic problems at Shady and S.H. 114 continue to be a problem.
SPIN #7: Darrell Faglie contended that his neighborhood is the most contented. They
do not need sewer. His neighborhood hosted the city wide meeting on the Lowe's store
and Mr. Faglie indicated that the only concerns he heard were over whether this would
hurt Home Depot.
SPIN #8: Pattie Minder listed several of her concerns including the trailer parked at the
gas station, and that traffic at 1709 and Westwood is still dangerous. Mrs. Minder
expressed opposition to the Roomstore, because a sit down restaurant was reported to
be in the original plan for that location. She also expressed concern about low water
pressure, outside storage at Kroger, continuing drainage problems in Cambridge place,
and the uncertainty over the final location of a stadium.
SPIN #9E: Laura Miklosko was present for Michael Boutte. Laura mentioned that
striping for Byron Nelson is still needed, and that Mr. Drews has withdrawn his plan to
place a Walgreens at the corner of 1709 and Byron Nelson Parkway.
SPIN #9W: Pam McCain said that her area is pleased with the quality offices planned
for the corner of White Chapel and Continental. She reported that she has lived here
45 years and is very excited about the way Southlake is developing.
SPIN #10: Al Morin reported that all the sewers are in now in Diamond Circle and it
appears that most residents are hooking up. Sewers are being burrowed in Mission
Hills. The new highschool is progressing and the landscaping along 1709 is helping
with the dust and dirt.
SPIN #11: Roger Hutton was absent.
SPIN #12: David Baltimore was represented by Jon and Linda Forbes from Trail Creek
Subdivision. Linda Forbes reported that 98 % of the residents in Cross Timbers have
requested sewers.
SPIN #13: Barry Friedman was absent.
SPIN #14: Doug McKelvey was represented by Dana McGrath. Ms. McGrath indicated
that their main concern was related to a two-way stop sign in Princeton Park that would
be safer as a 4 way stop. Shana Yelverton said that the issue of stop signs will be
looked at in depth as part of the June City Council Retreat.
SPIN #15: Wayne Haney reported on a number of issues. Mr. Haney indicated that
residents in his SPIN were happy about the proposed development of the Royal and
Annie Smith Park. He also said that most of the ongoing development issues related to
the Church of Christ are being resolved through small meetings with his role as SPIN
Rep. Wayne expressed some personal concern about the water flow into Jellico Creek
from the Stonebridge Park development. Mr. Haney said that code enforcement has
served notice on the Michael Drive situation and that cleanup is in process. Fred Joyce
is starting two housing developments in SPIN #15 and at this point a SPIN meeting has
not been scheduled. There was a large turnout for a positive meeting on sewers for
Jellico Circle Estates.
Wayne reported that his neighborhood has had two meetings on the Remington
Retirement Campus and that while buffering and the looks of the complex are
important, he has not had any opposition to the proposed development. The adjoining
neighbors are supportive. Mr. Haney expressed concern over why Ann Creighton
voted against it, and asked Councilmembers about their opinion of this proposal.
Councilmember Scott Martin said that this was something new and unique for the City.
All that he has heard has been positive but there are several issues involved that need to
be looked at carefully.
SPIN #16: Bob Walker expressed his satisfaction in being involved in SPIN and his
appreciation of the dedication of City Council members and Planning and Zoning
Commissioners. Mr. Walker indicated that there were concerns over street problems in
his area. Councilmember Gary Fawks reported that solutions to the street sub -base
problems were being tested in Timarron and that if the slurry grouting is feasible, it
may be used to address problems in other areas. Mr. Walker also expressed his desire
for the commercial development in Southlake to use Las Colinas as a model. The
desire for buried utilities was also discussed.
Agenda Item No. 5. Open Forum
Gary Fawks expressed his appreciation for the input from SPIN. The proliferation of
signage was discussed. Greg Last reported that the sign ordinance committee was
studying whether real estate signs can be eliminated.
Wayne Haney asked each Councilmember about their opinion on the Remington
proposal. While each acknowledged a need, there was agreement that more
information was needed before an opinion could be offered.
Tom Ward told Council members that residents who live north of SH 114 feel as if
there are different standards for different side of town. He expressed concern over the
future development slated for 114 and the hope that frontages would be attractive.
Councilmember Martin said that new restrictions will help that problem.
There being no further business the meeting was adjourned at 9:10 p.m.
