Committee members were asked to review the minutes of the May 18 meeting. Bill Stone offered an amendment to the neighborhood reports. Stone made a motion that the minutes be approved as amended; David Baltimore seconded. Motion passed, 9-0. Conrads reviewed the schedule of SPIN reports at City Council meetings and reminded members of the SPIN neighborhood meetings scheduled for the final two weeks of June. Mary McMahon said that a meeting had been added to the schedule in SPIN 43. Joint SPIN/City Council Minutes June 15, 2000 Page 2 Conrads passed out SPIN nametags. He also shared a thank you note written to the committee by Shellie Siemer, former staff liaison to the Standing Committee, for her going -away gift. Agenda Item No. 3, Staff Report: Chris Carpenter, Planning Department, reported to the committee on long-range traffic and road issues. His report included: • Nolan Drive has been added to the Master Thoroughfare Plan, connecting FM 1709 with SH 114 through the Gateway Plaza development. There was no public opposition. • A work group will be formed to consider adding to the MTP a connector street between Shady Oaks and Peytonville. A previous proposal was defeated by the City Council after opposition from residents. Cameron McCartha (#12) and Bill Stone (#13) both said they have names of possible volunteers for the work group. Mayor Rick Stacy explained the current situation and the process that will be followed. • Annual traffic counts have been complete- i:'Carpenter will compile a report to be included in a future SPIN Representative packet. The new counts also will be posted to the City's official Web site. Shawn Poe, Assistant City Engineer, reported on road projects currently under construction or scheduled to begin this fiscal year. His report focused on Capital Improvements Plan projects, Traffic Management Bond projects and State Highway 114. Information presented included: • Roads CIP Projects under construction: W. Dove from SH 114 to White's Chapel, 90% Complete, Complete by end of June W. Continental from Davis to Peytonville, 75% complete, complete in July • FM 1709 / Commerce traffic light, 90% complete, complete in July • Love Henry Court, 50% complete, complete in July • Harrell Drive, construction in beginning stage, complete in August • Shady Oaks realignment at Dove Street, 35% complete, access to Dove will be provided by August, complete in October 2001 • Roads CIP Projects coming up: • Slurry Seal in various subdivisions -- Emerald Estates, Highland Estates, Whispering Dell Estates, Dove Estates, Harbor Oaks, Brittany Court, Raven Bend, Hunter's Ridge, Rainforest Court • E. Continental/Brumlow intersection, obtaining a design proposal, anticipated to begin December 2000 • Mustang Court, plans complete, project bid in August by TxDOT • Pine Drive realignment & reconstruction, plans complete, begin construction August 2000 • N. Peytonville from Dove to Raven's Bend, project being designed, anticipated to begin November 2000 • Street failure rehabilitation, obtaining design proposal, anticipated to begin December 2000 • Burney Lane, plans complete, anticipated to begin in August 2000 Joint SPIN/City Council Minutes June 15, 2000 Page 3 • Dove Acres reconstruction, project under design, begin construction September 2000 • S. Carroll from Oaktree to Versailles, complete 2lanes of ultimate 4 lanes, includes building ultimate intersection at Continental, obtaining design proposal, anticipated to begin December 2000 • Davis / Continental traffic light, project being designed, begin construction September 2000 • S. Kimball from FM 1709 to Crooked, project under design, substantially complete by August 2001 • Johnson Road, preliminary design report is being completed, anticipate construction to begin January 2000 • S. Kimball from Crooked to Heritage, plans 90% complete, August 2001 completion date • N. Kimball from Highland to SH 114, Tarrant County will provide labor, City pays for materials, plans are complete, begin construction in August • W. Continental from Peytonville to White Chapel, city reviewing completed plans, anticipate construction to begin September • Traffic Management Bond update: • FM 1709 / White Chapel intersection & FM 1709 / Peytonville intersection, project has been awarded, franchise utilities being relocated, anticipated completion date is August 2000 • Trail from Bicentennial Park to Southridge Lakes, plans complete, project out for bid • Intersections at FM 1709 / Carroll, FM 1709 / Randol Mill, FM 1709 / Shady Oaks, and SH 26 / Brumlow, projects being designed, anticipated to begin November 2000 • Trail along FM 1709 from Pearson to SH 114, project being designed, anticipate beginning construction November 2000 • Trail from SH 26 to Bob Jones Park, project under design, anticipate construction to begin January 2001 • Intersection Improvements along SH 114 with Kimball, Carroll, White's Chapel, & Dove, designed and constructed by TxDOT, City will pay material costs, improvements will be constructed with SH 114 reconstruction • State Highway 114 reconstruction update: • Improvements include 3 lanes in each direction for freeway, 3 lane frontage road on each side of main lanes (striped for two lanes and shoulder), SH 114 will traverse over Kimball, White's Chapel, & Dove, SH 114 will traverse under Carroll, bridge over SH 114 from Northwest Highway to Gateway Drive • Kirkwood to 0.6 miles east of Dove, project slightly ahead of schedule, October 2001 completion date • 0.5 miles west of Kimball to FM 1709, project under construction, March 2002 completion date, project under construction • 0.6 miles east of Dove to 0.7 miles west of Carroll (White Chapel), project 80% designed, all ROW obtained, projected start date is April 2001 Joint SPIN/City Council Minutes June 15, 2000 Page 4 • 0.7 miles west of Carroll to 0.5 miles west of Kimball (Carroll), project 70% designed, all ROW acquired, projected start date is August 2001 Agenda Item No. 4, Neighborhood Reports: Standing Committee Representatives presented their neighborhood reports: • Darrell Faglie (#7) —The biggest project lately has been Gateway Plaza. Also, although the new CISD school sites along Kimball are not in this SPIN, they will have an impact on SPIN #7 residents. • Bill Stone (#13) — Residents are interested in the working of the Master Thoroughfare Plan work group looking at the Shady Oaks/Peytonville connector road. Meetings also were held recently about the Trail System Master Plan update, with one resident voicing concerns about its impact on Llano Court. A SPIN meeting was held to discuss the DPS West Station and neighbors were pleased with the plan, although there are some! uestions about possible changes to the wall that will be built. • Kim O'Brien (#1) — Trail System Master Plan meetings also drew attention in SPIN #1, especially from residents who want to restrict wheeled vehicles on the equestrian trails. • Mary McMahon (0) — A meeting will be held on June 29 on the Lonesome Dove Park trail plans. Residents in SPIN #3 also are concerned about wheeled vehicles on the Corps of Engineers property. A group of about five families is looking to leave the Southlake Park water system and join the city water system. • Al Morin (#10) — A meeting was held on the Chapel Downs drainage. There also are some residents wondering about the proposed Calloway's Nursery at the entrance of Bicentennial Park. • Cameron McCartha (#12) — A meeting will be held June 27 on sewer plans for Cross Timber Hills, and residents there are excited about the plans. McCartha also talked about a letter she received from a resident concerned about unleashed dogs. • David Baltimore (seniors) — no report • Mike Conrads (#14) — Conrads asked about the timeline for the Shady Oaks office complex. He also asked about the revised completion date for Continental Boulevard improvements, because residents thought it was to be finished before the start of school. • Lynda Warner (#9W) — Residents in SPIN #9W have been active on several issues, including the stop signs at Byron Nelson/Continental; plans for city -owned land in Northwood Park; and a dispute between residents over lights at a private tennis court in Dominion neighborhood. Also, residents of SPIN #9E have contacted Warner with concerns over a proposed park service center on Continental across from Windsor Creek. • Council members addressed the committee, thanking them for their efforts on behalf of the community. Visitor Boyd Dollar asked if the council would review the campaign sign ordinance governing city elections, that he noticed a lot of problems with signs during the recent election season. Council members said they would look at the issue. Joint SPIN/City Council Minutes June 15, 2000 Page 5 Agenda Item No. 7, SPIN Standing Committee membership: Conrads moved this item ahead on the agenda for consideration by the committee. He said that the Executive Committee recommended asking the City Council to amend the ordinance governing SPIN to add a Park Board representative to the Standing Committee. Bill Stone asked why the position is needed, and Conrads said because of the impact that the Park Board has on the community. David Baltimore asked how the representative would be selected and would that person by council appointed. Al Morin said letting the Park Board select its own representative would take control away from SPIN and from residents. Baltimore suggested having liaisons to and from Park Board instead of a voting Standing Committee member. Cameron McCartha agreed that the liaison from Park Board should be a non -voting member. Morin said that adding an official Park Board representative would set a precedent that could be applied to adding representatives from other commissions and from the CISD school board. Bal*imore suggested instead that SPIN reach out to all city boards. McCartha made a motion that SPIN Standing Committee move to facilitate non -voting liaisons from all boards and commissions without voting membership; Darrell Faglie seconded. During discussion, committee members said that they already encourage interaction with boards so official liaisons are not necessary. Motion failed, 9-0. Agenda Item No. 5, Committee Action Plan Process, and Agenda Item No. 6, Upcoming Events (July 3 festival): Conrads passed out SPIN Action Plan worksheets for work group chairs to use in planning activities and charting progress. He then guided the committee through the process of completing a form for the July 3 festival. The committee said visitors to the July 3 SPIN booth should take away knowledge of the SPIN mission, an understanding of the value of SPIN to them, and some steps for how they can use the SPIN process. A list of tasks then was prepared, and committee members signed up to work the booth. Conrads asked work group chairs to complete forms for each of their assigned activities or program and return the completed forms to James Kunke in the City Manager's Office for compilation. Agenda Item No. 8, TV commercial for SPIN: No report was given. Joint SPIN/City Council Minutes June 15, 2000 Page 6 Agenda Item No. 9, Open Forum: Conrads asked if SPIN Reps would like to provide beverages at neighborhood meetings. Consensus was reached that beverages should not be provided routinely, but Reps could decide to provide them on their own for specific meetings. Conrads reminded Reps to update the Homeowners Association list of contacts being compiled by the City Manager's Office. Morin said the list for SPIN #10 is current. Conrads said only a few people signed up for new SPIN shirts and that he would check on the price and call those people directly. Stone asked when the city will hire a new Assistant to the City Manager. Kunke said the 'six internal applicants will be interviewed by a committee on June 21 and that the new person should be in place sometime in early July. He asked if Standing Committee members had any specific questions they would like him to ask the applicants. Morin suggested asking what experience they have working with volunteers. Stone asked that the committee be notified when a replacement is named, and Kunke said a letter would be sent out. Kunke asked the SPIN Reps who need more business cards tell him so that he can place an order soon. Kunke reminded SPIN Reps about the recent rabies cases found in wild skunks and asked them to let residents know that they should be careful to avoid contact with unknown animals. Any animal acting in a suspicious manner should be reported immediately to animal control or Public Safety. McCartha announced that she has agreed to serve on the CISD Title IX committee reviewing female athletic programs in the district. If anyone has comments on Title IX compliance, they can contact her directly. McMahon asked what resources are available for small SPIN meetings, such as the SPIN #3 meeting at Lonesome Dove Park. Kunke told her that the city is preparing signs that will be posted at the park. Baltimore reminded the committee that he will be attending a Joint Use Committee meeting next week and invited them to attend if they are interested.
