SPECIAL PARKS AND RECREATION BOARD MEETING
April 25, 1994
MINUTES
Board Members Present: Chairperson Janet Murphy; Members: Bethann Scratchard, Vicki
Johnson, Frank Dorer, and Carol Lee Hamilton.
Members Absent: Ann Barnes, Rod Johnson, Becci Rollins
Staff Present: Assistant City Manager, Shana Rice, and Parks and Recreation Coordinator Tina
Harvey.
The meeting was called to order at 7:40 p.m. by Chairperson Janet Murphy.
Agenda Item No. 2. Approval of Minutes for April 11. 1994 meeting.
The following corrections were recommended by the Board:
- Agenda Item #3: Visors for lights at Intermediate School were ordered not
installed.
- Agenda Item #4: Vendor should be responsible for equipment maintenance and
repair
- Agenda Item #9: Teen Court students served not volunteered
- Parking: delete comment in reference to V. Johnson requesting pylons
near concession stand
Motion was made to approve the Minutes of April 11, 1994 as corrected.

Agenda Item No. 3. Administrative Comments.
• Bethann Scratchard informed the Board about a complaint on the grade work being done
at the Shady Oaks practice fields. Shana Rice explained that the City Manager would
be working with Bill Branum to determine the appropriate improvements for the site, and

that a formal agreement would be submitted to the Carroll I.S.D. Board of Trustees for
their approval. This will ensure that all parties are aware of what is taking place on the
site.
• Baseball Association - has money available; originally they wanted to donate for sod for
fields 1 and 2; they would now like to purchase soil conditioning. Staff suggested
putting together a policy for accepting donations, which will be discussed at the next
Park Board meeting.
Agenda Item No. 4. Discussion, Bicentennial Park Facility Design
Ron Hobbs, architect for construction of Bicentennial park facilities, presented to the Board
ideas for the design of the new park facilities. Mr. Hobbs showed slides of facilities he has
designed and discussed the costs i.e., at North Lakes Park in Denton the buildings cost $340,000
and N. Richland Hills costs were $300,000 - $385,000. The budget for buildings at Bicentennial
includes $180,000 for concession stand and $100,000 for maintenance building.
After discussion, Mr. Hobbs told the Park Board that he would develop a conceptual drawings
based on their comments.
Agenda Item No. 5. Discussion, Goals and Objectives, FY 94-95.
Janet Murphy discussed last year's goals and objectives. For FY 94-95, the Board would like
to look at the following goals and objectives:
Park Signage
Continue to work on recreational programming --Joint Use, CISD Community
Education
Work closely with City staff on Quality of Life survey and strategic plan
- Develop regular publicity items for NE metroplex (feature story, more press
releases, Park Board become more involved).
- Trail Plan
- Strategic Plan - 5 year target
In line hockey
Develop CORPs property

- Community gatherings
Youth Athletic Organization
- Support Playground Initiative program
- Support Leadership Southlake - Advocacy
Work to reduce litter in park consider, among other things, Jr. Park Rangers
It was determined that staff should compile the goals and bring back at the next meeting.
Additionally, staff has been working to develop goals and objectives which they plan to bring
forward in May. Chairperson Janet Murphy suggested that the goals be kept separate for now,
until the details have been fully discussed.
The meeting was adjourned at 10:30 p.m.
